Dispute Over Taxes May Lead to Chancellor' Downfall ITnless He Pacifies Enemies. BERLIN. March 25. Prince von Bue loW coalition of the Conservative, Lib eral and Radical parties apparently has reached a fatal crisis over the scheme of financial reform. In the Reichstag yes terday Herr von Normann, the Conserva tive leader on the floor. Informed the leader of the National Liberals, Herr (Basse-rrnan, that the Conservatives were determined to carry through financial reform without considering where the? n-ould grt a majority. This evidently means with the assistance of the Clerical party, which the government has tabooed since the. dissolution in 1906. , Herr Basserman said: "You Intend that as Kivlng notice of the termination of the bloc." tflerr von Normann in reply said: "The bloc can remain for other national pur poses." SLAG EXPLOSION IS FATAL One Dead and Many Injured at El Paso Smelters. - EL PASO, .Tex., Mareir 25. One man was killed, two were fatally injured and four were seriously hurt by a premature explosion in a slag pit at the El Paso smelter this afternoon. Pieces of lead were hurled among the workmen and the slag hanging above them came crashing down, burying seven men. That Porto Rico was governed better under Spanish rule than under American administra tion, that the Spanish-American War and the consequent occupation of the island by the United States has ruined the coffee industry, the most important in the island, and that the Executive Council, composed largely of Americans, Is re sponsible entirely for the present vcrisis were the declarations made last night by Luis Munoz Rivera, chairman of the commission now here. The commission was appointed by the House of Delegates to lay before President Taft, Congress and the American people the reasons for the existing conditions In the island and to ask for concessions from this country, both In regard to the form of Govern ment for the island and on the tariff proposition. Mr. Rivera said that all the Porto Ricans ask for is justice, and that the Americans are not giving them this. He said that the House of Delegates had been made practically a nonenity by the Executive Council, corresponding to the Upper House, and that the upper body refused to listen to the House of Dele gates in the recent extraordinary eePSion of the Porto RJcan Congress. Commis sioner Larranga, delegate from Porto Rlco to Congress, will endeavor to ar range for an interview for the commis sion with President Taft. In regard to the tariff on coffee, be declared that as a result of the Amer ican occupation of the Island the price of the article had decreased from $36 to $9 a hundred -pounds, all Its foreign mar kets having been taken away as a re sult of the American tariff laws. . IRON FIRM BUYS SHIPYARD Moore .& Scott Secure Control or Boole & Son's Plant at Oakland. OAKLAND. Cal., March 25. It ws announced today by "W. B. Duzan, secre tary of the Moore & Scott -Iron Works of San Francisco, that he had Just com pleted a deal with the heirs of the Boole & Son's shipyard for the pur chase of that plant. The new owners will take possession .April 1. The amount paid is In. the neighborhood of J500.000, and the new firm expects to spend $15, 009 at once in enlarging the plant. The present dock of the Boole shipyards has a capacity of 3000 tons. Another dock is to be built with a capacity of 5000 tons, and the plans are to do general ship-repairing. , Drinks Water; Falls Over Dead. MARS H FIELD, Or., - March 25. (Spe cial.) While In apparently good health. William V. Cope, of Coqullle, while on the road to Myrtle Point with other workmen, died suddenly. He started to get a drink of water and fell over dead.
