That the officials of the Seattle Fair have experienced a chance of heart in resard to co-operating with Portland in effecting the opening of the Portland ftateway is shown by a letter from Director-General Nadeau that reached Man ager Tom Richardson of the Commercial Club yesterday. By a letter from the same official late last week, Mr. Richard son was assured that the fair officials and the interests of Seattle would work with Portland to lift the bars placed across this gateway by the Northern Pacific But the letter received yesterday reads quite otherwise. It says it is impossible for the fair officials to take any action In the matter, due. it Is hinted, to the Influence brouftht to bear on the fair project by the Northern Pacific Railway. As a matter of fact. President Howard Klllott. of the Northern Pacific, was in Seattle last week and is said to have taken the matter up with the fair au thorities. Darnall, to whom was assigned the arrangements for the farmers in stitute to be held In connection with the Grange County Fair at Gresham, Octo ber 6, 7, 8, 9 and 10. was in the city yes terday on business in connection with the institute. He said that at least three days will be given up to the institute, and it is expected to secure as speakers some of the leading agriculturists and horticulturists from the Oregon schools and from the practical fields. Mr. Dar nall also consulted with C. A. Bigelow, president of the East Side Business Men's Club, about the part that organization will take at the annual fair. "We hope to make it of Interest to the business men and people of Port land," said Mr. Darnall, "to come out and help us hold a genuine farmers' fair. WILTj CONSIDER VETOES ASD OTHER BUSINESS. Ordinance Granting Pay to Old De tectives AVI II Be Passed on Finally This Morning. The City Council will meet in regu lar session this morning at 9:30 o'clock, and among the items of business con sidered will be several vetoes by Mayor Lane, which will probably provoke con siderable discussion. These have to do with the ordinances granting a year's pay to four ex-detectives who were dis charged by the Mayor and have not been working; making it possible to declare an emergency on any ordi nance by a majority vote, and increas ing salaries in the park department. There are other n sitters that are certain to cause debate. The recom mendation of the street committee that a big wholesale district -in North Port land be paved with Belgian blocks will bring about considerable discussion, it Is thought. Some of the Councilmen are unfavorable to this procedure, wishing vitrified brick to be used, and It is thought that some of the mem bers will continue their fight for com petition In this respect, notwithstand ing the action of the committee. The. recommendation of the commit tee on Judiciary that James Macdonald, bailiff in the Municipal Court during a portion of Judge Cameron's adminis tration, be paid for his services there at the rate of J80 a month will cause heated discussion. This matter has been up on several occasions in vari ous forms, and. while some members want to pay him, others contend that it cannot be legally accomplished, in asmuch as the Supreme Court of Ore gon decided that he was illegally ap pointe'd. The proposed new charter, just com pleted by the Charter Board, will also be submitted to the Council today. It is expected that it will be accepted and ordered placed on the ballot, and that a special election will be called to give the electors an opportunity of express ing their wishes as to whether it shall become the law of Portland. In addition to these matters, there is a large accumulation of all kinds of public business, and an all-day session 1 is certain. STREET IS TO BE OPENED Mldwar Sure of Extension of East Seventeenth to Sellwood. Acqordlng to the report of the com mittee at the meeting of the Midway Improvement Club Monday night, the opening of East Seventeenth street to Sellwood Is considered assured. The committee reported no opposition on the new street lines through Midway. The Ladd estate, it was announced, is ready to open the street through the big farm on the east side of Mllwaukie road to Sellwood. East Seventeenth, It was told, would be opened 200 feet east of the Mllwaukie road, connecting with East Nineteenth street on the east side of the suburb of Sellwood. Councilman Wills has already started proceedings for the opening of the street. Max O'Nell. of South Portland, was present and addressed the meeting on the proposed bridge across the Willam ette at Sherman street on the West Side and Caruthers on the East Side. He contended that the Southwest and the East Sides are entitled to this new bridge. A vote was taken with nine in favor of the bridge and seven against. However, C. H. Tabke, secretary, says the sentiment of the community is against the bridge on the grounds that Portland already has all the burden it can carry in the way of debts and to pile up another $1,500,000 for this bridge would be too much. It was reported that property-owners Teachers' Examination. The regular county and state teachers' examination for Multnomah County will be held In the Marquam building, east hall, eighth floor, commencing this mornmg at 9 o'clock. Owing to the crowded condition of the schools. Super intendent' Robinson was unable to se cure the use of schoolrooms this year and was obliged to engage a hall and temporarily furnish it with tables and chairs. Applicants for county papers will write tomorrow on penmanship, his tory, spelling, reading and physical geog raphy.
