Kansas and Eastern Nebraska, last night
with a thick Tor. Later tli!s turned to
rain and then, as the cold wave and
strong north wind swept across the Kan
ras and Nebraska prairies, the wires rnp

ently the storm Increased In Intensity as
It sped across Missouri and Iowa, and
this morning neither the Western Vnlon
nor Postal Telegraph Companies had a
wire working Into Chicago from Denver.
Neither company has any Information
regarding the extent of the storm east
of the MiMourl River.
The Gunnison branch of the Colorado A
Southern Railroad practically tied up
by the Mizxard rnglng In the region of
Alpine Tass. This Is also true of the
Jadville branch. A passenger train on
this line Is reported to be stuck In the
snow at Flatt Ciinyon.

OMAHA. Jan. 23 A bl xxaxd which was

through Nebraska. Western Iowa and
Southern Dakota all night and toward
Ingle line of communication was open
In any direction, and In this c'.ty the pub
lle service corporations were almost all
demoralised.
From a temperature of Ff at s o clock
Thursday evening;, the tlK-rmometer fell
to almost sero by midnight. Increasing the
seriousness of the storm. Snow fell all
night and during the early hours of the
morning Increased In fury. Hardly a
oay was whirled by the strong winds Into
clouds which completely tilled the air and
formed Into great drifts. In this city
many streets were entirely blocked and
the Street Railway Company found It Im
possible to meet the conditions.
The report of much damage began
reaching the police station early 1n the
dev. One casualty resulted In the North
End. where a chimney on the Swedish
Lutheran Church was blown down and
Ml on the roof of an adjoining cottage.
It crushed In the upper bedrooms, dan
gerously Injuring Miss Mayme McNamara,
who was asleep there. Hundreds of win
dows were blown In and scores of street
signs were scattered over the sidewalks.
Freight traffic was entirely suspended on
all lines leading Into the city.
The telegraph and telephone companies
were the worst sufferers. Early In the
night wires In all directions were down,
and today the only wires working were
between Omaha and Kansas City and the
overland circuits to the West of both
Postal and Western lTnlon were pros
trated and the telephone companies re
ported a similar condition.
Reports received before the storm broke
down the wires Indicated that the full
forca of the storm was being felt over a
wide area Omaha poople awoke to tind
little chance to get down town, and busi
ness was practically suspended during the
forenoon.
Although the wind has partially
abated tonight, the mercury has fallen
below zero.
Reports began coming In tonight from
outside cities and towns, which gave
the storm precedence as a record
breaker. Nearly every portion of the
state heard from reported disastrous re
sults and In many places buildings were
unroofed. At Plattsmouth a new three
atnry theater lost Its roof; at Grand
Island two business blocks were serious
ly damaged; at Beatrice several build
ings were practically destroyed and at
Lincoln the damage was great.
It Is estimated that tM,v will not cover
the damage In Omaha. The wind had
rot abated tonight and still blew at the
rate of 42 miles an hour.
Telegraph and telephone companies

Now General Near Detroit -Stops
Trains on All Railroads.
CHICAGO. Jan. 2. The storm, snow
and rain, which, swirled along by a
high wind during the last 14 hours, has
prostrated telegruph and telephone wires,
tailed trains, wrecked buildings and Iso
lated communities, struck Chicago to
right and was reported general In the
vicinity of Detro:t.
The first bite of the storm was felt In
Chtieago at noon and It continued to In
crease In fury unl the wind blew 40
ml!s an hour and the thermometer reg
istered a drop of over 20 degrees to 10
hove.
The snow covered the streets and or
ders were sent to every police stat'on
in the city to turn no shelterless rerson
away.
No trains are running tonight In the
storm belt of Iowa, and few In 'Wis
consin and Minnesota. The Chlcngo.
Milwaukee & St. Faul limited train from
the Pacific Coast, due here at noon to
day was nine hours late into Marlon.
Iowa, and is not expected here until to
morrow. On the Minnesota division a
freight train was stalled and passenger
trains were held up behind It. Another
train, a passenger, with neither diner
nor sleeper, was reported missing from
JLa Cross, as was ona which started to
the relief. Both trains, It la aaid, were
stuck In the snow.
Madtson. Wis., was one of the cities
cut oft from the outside world, sleet cut
ting communication in every direction,
leaving Wisconsin for many hours with
out news of the progress of the Sena
torial fight. A wire was restored In Chi
cago during the afternoon, but only long
enough to get a brief dispatch concern
ing today's ballot.
TEARS OFF ROOFS IX KANSAS
Wind Wrecks Wires, Fells Trees and
Church Steeples.
TOPEKA. Kan.. Jan. 2. The fiercest
wind storm In years has prevailed
throughout Kanras during the last 14
hours, causing considerable damage In
nearly every county. All telegraph and
telephone wire are down. All train are
delayed.

was blown off and the Rock Island round
house was destroyed.
At Wichita several church steeples were
blown down and falling trees damaged

Is suffering.
At Ottawa the wind threw Gus Nelson,
a railroad employe. In front of a switch
engine. He suuered the loss of both
legs.
TRAIN STUCK IX SNOWDRIFT
No Food on Board and Relief Can't
' Reach It.
LA CROSSE. Wis., Jan. 19. Passenger
train No. 23 on the Southern Minnesota
division of the St. Paul Road, running
between La Crosse and Wessington
Springs. S. D.. has been stuck In a snow
drift west of Jackson, Minn., since 10:30
last night The train has many passen
gers, but. being a day train, carries no
sleeper or diner. A relief train was start
ed out last night, but failed to get
through.
Passenger train No. 3 on the La Crosse
division of the same road was wrecked
early today at Portage, Wis., but nobody
was injured.
GREAT DAMAGE AT ST. JOSEPH
Storm Breaks Glass and Signs, Puts
City in Darkness.
ST. JOSEPH, Mo, Jan. 29. After a

A bllxxard rages throughout the
country between the Missouri River
and the Rocky Mountains, from Min
nesota on the north to Texas on ths
south. High wind bas unroofed
buildings, caused several deaths,
prostrated all wires, drifted snow
and thereby blocked railroads. The
temperature fell rasldly and Is now
about sero or below.
In the Colorado Mountains snow
plows are powerless to clear the
railroad tracks. The supply of fuel
la exhausted In several towns and
cannot be replenished. A snowsUds
has wrecked a por.ir wire and
stopped work In a doxen mines.
All telegraph and telephone wires
are down In Kansas, several bulld-
log have been unroofed, stock Is
suffering, a man was blown In front
of an engine and had both legs cut
off.
In Omaha the wind blew 60 mllea
an hour, deei snowdrifts block
streets, the temperature fell to zero,
streetcar lines were stopped, a chim
ney crushed throuuh a roof and in
jured a sleeping girl.
The storm raged throughout Ne
braska and unroofed eevi ral large
buildings at Plattsmouth. Grand
Island. Beatrice and Lincoln.
At Kansas City the wind blew 73
miles an hour and blocked communi
cation. A man was blown from a
brllge and killed.
Wind at tt. Paul blew 50 miles aa
hour.
A passenger train on the St. Paul
Road with no dinlngcar Is stuck in
a snowdrift neur Jackson. Minn.,
and a relief train failed to reach It.
W. B. McClure. a pl'-neer pros
pector, was froren to death near
Bucna Vista, Col.
blizzard lasting- nearly 24 hours, dur
ing which the wind blew 50 miles an
hour, the temperature this evening was
11 above zero and falling. The dam
age in St. Joseph and vicinity in
broken glass, unroofed buildings and
wrecked electric signs is estimated at
over $50,000. The city Is in darkness
on account of the light plant being;
shut down.
WASHINGTON SEES NO RELIEF
Western Storm and Cold Weather
Expected to Continue.
WASHINGTON, Jan. 29. The western
storm which has been moving eastward
Is centered tonight In the Middle Laka
region, although the influence of the
cold wave is already felt as far east as
the Appalachians, according to the
Weather Bureau. Storm warnings are
displayed on the Atlantic and Gulf
coast, except South Florida: on the Cal
ifornia coast from Point Reyes to Eureka,
and on the Straits of Juan do Fuca.
Cold weather will prevail In the Middle
and North Atlantic states tomorrow night
and Sunday. In the Northwest the
weather will moderate tomorrow.
DEADLY WIND AT KANSAS CITY
Man Blown From Bridge and Killed
by Blizzard.
KANSAS CITY, Jan. 2). The entire
Southwest is In the grasp of a blizzard
today which began late yesterday and
its height exceeded previous records for
severity. In Kansas City several Inches
of snow, blown by a wind of 72 miles an
hour for 12 honra. has fallen. Communi
cation In all directions was entirely shut
off at noon.
MIXER IS FROZEN' TO DEATH
Lone Corpse Found Stiff and Cold
In Cabin on Mountain.
BT'ENA VISTA. Colo.. Jan. 29. W. B.
McClure. aged 65, a pioneer prospector
and miner of the Mount Princeton dis
trict, six miles west of here, was found
frozen to death In his cabin near the top
of Mount Princeton today.
Charles Bernard, a plasterer of Kan
sas City. Kan., was blown from a wagon
bridge and killed.

ST. PAUL, Jan. 29. A blizzard Is rag
ing in the Northwest with a 60-mlle an
hour gale blowing. Telegraphic com
munication with the East was almost de
stroyed during party of the day. Trains
are hours late.
TORNADO AT MACON, GEORGIA
Wrecks Hotel and Several Other
Buildings, Says Rumor.
ST. JOSEPH. Mo.. Jan. 29. It Is report
ed that a tornado demolished the Tremont
Hotel and several buildings at Macon,
Ga. Efforts to confirm the rumor are as
yet unavailing.
Trains Blocked on Divide.
BRECKENRIDGE. Colo., Jan. 29
Two passenger trains on the Leadville
branch of the Colorado & Southern are
blocked in the snow at the top of the
range. The temperature is 15 degree
below and still falling.
Rush Supplies to Sllverton.
DVRANGO, Colo.. Jan. 29. The Denver
& Rio Grande tracks were open to Silver
ton tonight. Coal and supplies will bo
rushed to Sllverton tomorrow morning.

Oregon Manufacturers to
Send Delegates to Salem.

Association Elects Officers and Goes
on Record as Opposed to Eight
Hour and Employers' Li
ability Measures.
The Manufacturers' Association of Ore
gon, representing close to $30,000,000 of
capital Invested in the state, met at room
312 last night in the Chamber of Com
merce building, and elected the following
officers for the year 1909:
President, O. E. Heintx, Pacific Iron
Works; vice-president, F. L. Knight,
Knight Packing Company; treasurer, W.
H. McMonles. of W. H. McMonles &
Co.; secretary, S. B. Vincent.
A spirited discussion arose on the re
port of the committee on legislation aa to
pending bills at Salem. Senate bill No.
139. introduced by Roger Sinnott, of The
Dalles, came in for universal condemna
tion as a measure which was so drastic as
to be plainly unconstitutional In certain
of its features, and a bill which, if passed,
would Inevitably drive millions of dollars
of probable Investment away from Ore-i
gon. The eight-hour feature of this bill,
it was asserted, would be objectionable to
a very large number of the very men
whom It assumed to speak for.
It was promised that representatives of
the laboring element of Portland would be
present at Salem to protest against the
adoption of such a proviso. Some of the
manufacturers present had been peti
tioned by their men to restore the old
ten-hour law, and a number of them
voiced their belief that the eight-hour
plan would be a most serious drawback
to progress along all business lines.
Where Loss Would Recruit.
Instance were quoted where in the
handling of fih, the transporting of
grain and lumber, and other exigencies,
it would be Impossible to prevent great
loss to both the representative of labor
and capital by an enforcement of this
proposed measure.
The manufacturers are thoroughly
aroused to the vast Importance of the
present session at the capital, and ex
pect to send at least one representative
from every manufacturing and employing
Interest next week to fight legislation
they consider unfair and unjust. Some
of the clauses in the employers' liability
bill, the Sinnott bill, proposes things which
were declared Impossible, such as tho
safe Insulating of high-voltage wires.
In this bill is sought to hold employers
liable for all defects, whether patent or
latent. Thus. If a steam pipe had been
tested according to all legal requirements,
and there developed later, without fault
of the employer, some hidden defect, ar.d
an injury occurs, the employer would be
liable. This, the manufacturers point
out, is to set a premium on carelessness,
for if an employer is liable in any event,
why spend money and time In testing any
machinery or taking any precautions?
Again, if the employer is to be held lia
ble in all cases, will that not make work
men not only more reckless as to their
own lives and limbs, but also reckless to
the lives and limbs of the public, they
ask.
Say Capital Would Quit-
The Sinnott bill, so Its opponents de
clare. Is in effect a notice to capital to
shut down In Oregon, for manufacturers
to go elsewhere if they wish to establish
great enterprises, and an Invitation for
wheels to rust and progress to take a
back seat, leaving agriculture and live
stock raising to furnish forth the ways
and means of livelihood to the citizens
of the state.
This is no fancy picture, nor Iridescent
dream of capitalistic promoters, they de
clare. Already there are projects Involv
ing the Investment of many hundreds of
thousands of dollars waiting to see the
outcome of the present liability legisla
tion at Salem. It Is reported. The manu
facturers say that the present factory
bill, now In force, covers all the Just and
equal-rights features of the proposed
Sinnott bill; that the factory bill Is not'
a one-sided, but a Just measure, which
affords protection to employer and em
ploye both; that under It, an employe Is
fully and amply protected, and that It is
not made something in the nature of a
crime for a man to establish a manufac
tory. The Manufacturers' Association urges
that there be no half-way measures
adopted In the move on Salem, Monday,
but that every man or association Inter
ested in this vital question either be
at Salem individually, if doing business
alone, or have a delegation to represent
them, if doing business as a parmersnip
or corporation.
They advise that the opposition to them,
while active and concentrated, Is weak
In argument, because of the injustice of
its cause; that It will not do for one
concern to depend upon another at this
time, but tnat It Is the duty of every
man who Is a well-wisher for the state
and Its future, as well as interested In his
own business welfare, to go to Salem
Monday morning and aid In every pos
sible way the Association In its battle.
Tho Manufacturers' Association be
lieves that the present factory bill makes
for an era of good feeling between em
ployers and employes and deprecates
any attempt to cause dissension between
the men and their employers. The mem
bers point out that both have their In
terests in lnter-dependable connection;
that In states where so-called labor wars
obtain from year to year, there Is a
steady loss to both labor and capital, and
neither side Is able to forsee Intelligently
the future. The Association believes that
this bill Is a menace to the state.
Resolutions were passed to Inaugurate
at once a campaign of offense and de
tense, and to Instruct all who are Interest
ed In manufactures, either directly or
Indirectly, to lend their assistance in
defeating what the manufacturers con
sider a most obnoxious pice of legisla
tion. .
"Present laws give us a chance," said
one prominent manufacturer. "This pro
posed measure would quiokly destroy
manufacturing all over the entire state.
Without any protection whatever men
would be compelled to emigrate, even
at considerable loss, rather than try to
do business In Oregon."
CATTLE DYING IN CARS
Humane Society Arrests Stockmen
for Cruelty to Brutes.
. LOS ANGELES, Cad., Jan. 29. Nine
teen cars of cattle from the range at
Wilcox. Ariz., which are being shipped
by the Southern Pacific Railroad to
P.akersfiel.l. have arrived at the yards
in this city In a terrible condition.
Many of the cattle died on the way in
the cars, and others were lying helpless
and unable to rise and were shot by
local humane officers. Still others went
down after being unloaded In the
yards and were Cestroyed. In all, 25
of the cattle have been shot by the
humane officers since they wer discov
ered, yesterday afternoon.

waiting for the stockmen accompany
ing the train to put in an appearance.
Three stockmen were arroated later

cox. Ariz. Ogle was released on his
own recognizance. All were arraigned
later in the day.
CALLS WITNESS PERJURER
Perrln's Brother Accuses Man Who
Caused Land-Fraud Conviction.
SAN FRANCISCO, Jan. 29. Robert
Perrln, brother of Dr. E. B. Perrln, who
was Jointly charged with Charles A.
Benson with conspiracy to defraud the
Government of large amounts of public
land, appeared before Police Judge
Shortall this afternoon and swore to
seven complaints accusing Charles
Snell, of Melrose, Alameda County, of
perjury. Snell was in the employ of
Parrin when tha alleged land frauds
were committed, and it Is alleged by
Robert Perrln that his testimony was
largely instrumental. In securing the
conviction of Dr. Perrln.
Bnell's testimony was In reference to
the signing of a check for J5000. which
amount, it was alleged, was to be used
for corruptly influencing officials at
Washington. An officer was sent to
Melrose to place Snell undor arrest.

WEATHER INDICATIONS.
Tha North Pacific high pressure area is
moving rapidly eastward and its place is
being taken by a low pressure area witn
the lowest barometer this evening over
Southern Oregon. No rain or snow has
yet ocurred In connection with tha low pres
sure area except a small amount in extreme
Northwestern Washington. Warnings of the
disturbance were sent to Marshf.eld at 3:40
P. M. Tha temperatures everywhere on the
Pacific Slope have remained nearly sta
tionary slave yesterday except at Koseburg,
where It is IS degrees warmer.
Tha indications are for rain Saturday In
Western Oregon and Western Washington
and for rain or snow east of tho Cascade
Mountains. It will be colder In southwest
ern Oregon and warmer in Eastern Oregon
and Southern Idaho.

UNIVERSITY OF OREGON. Eugene,
Or., 29. Manager Clark, of oratory and
debate, is in receipt of a challenge for a
debate from the University of Utah, In
Salt Lake City. Mr. Clark has accepted
the challenge and two Oregon men will
meet Utah In Salt Lake, In the latter
part of March. Coach Eliott will chooso
the varsity team. Two years ago Veatch
and Galloway, of Oregon, debated against
Utah and won the championship of seven
states.
