There Is little suspicion that either brunch of Congress is going to reprimand the President seriously for what Jfe said In lifs annual messaffe. There will be some caustic remarks. In th main they will come from Demo cratic Senator- and will not take a form of legislative action. But tnere is another way in which Congress can show Its resentment with out expressing it In wordy, and that course will be followed. President Roose velt is very anxious, before he retires, to see a number of measures enacted Into law. Congress will take particular pains to see that these pet measures are killed off. Already the Senate has virtually served notice that it will not recognize the of ficial ptandinf? of the Inland Waterwa Commission or the Conservation Com mission, nor will it make any appropria tion for carrying on either work. Notice has already been served on the Presi dent that the postal savings bank bill eannot pass this session, notwithstand ing the fact that the Republican plat form pledged the party to its enactment. The parcels post bill wMl go down with the savings bank measure. Iater in the session Congress will tnke heathenish delight In refusing to make appropriation for the four battleships recommended by the President and it la more than likely that it will turn down the request for a material increase in the appropriation for the Forest Service. But for the attitude assumed by the President at the opening of Congress, some of these pet mensures might be put through before the 4th of March, but U Is a safe bet all will- be defeated. If for no other reason but to deny the President that which he desires in a legislative way. And this is about as far as Congress will go toward 'Tebuk ing the President."
