OMAHA. Dec. 16. At the National Corn Kxpoeition here today. Dr. Jacob Schnr man, of Cornell University, gave an ad dress on "The Problem of Great For tunes." The immense concert hall of the exposition building was crowded to over flowing. After statine that the increasing ine quality of economic conditions was fos tcrinjt socialism to a greater degree than is shown in the Socilaist party vote, he rejected that theory as a remedy. :Neverthelc!w the growing inequality would reach a point where there was no alternative but revolution. He de clared that the first requisite was en lightenment of public opinion, for more could be done by the wise action of individuals than by all the efforts of government. Make Employes Partners. Saying ttiat wage-earners must be given a stake in the community, he cited as an example the selling of its stock by the United States Steel Corporation to its employes, of whom nearly 100,000 are now shareholders and their dividends are- guaranteed. Of this system he said: "It seems capable of application to all the large and strong corporations of the country. And if they adopt it, hundreds of thousands of workmen would be bene fited, and some other device might be found for the encouragement of their comrades in weaker and less profitable establishments." Use Wealth in Public Interest. The farmers, he said, were solving the problem by moving to tile new land of the Canadian Northwest.- Colossal for tunes were on trial and whether and how far it was worth while to encourage and protect them was a question for the future. The voters who would answer that question would be influenced by the manner in which the owners of these fortunes used them. In life and disposed of them at death. The true test was the way in which, a man spent his wealth. He cited the public benefac tions of many rich men as evidence that they regarded their fortunes as a trust to be administered for the benefit of humanity. He continued: I believe that the conduct of a few multi millionaires now living- is likly to determine the attitude and shape the policy of the public towards the phenomenon of colossal fortunes for many years to come. If ttiey use them in the interest of the public, the public will not begrudge them their suc cess. If they use them for the aggrandize ment of family or. the consolidation of private Interests, we are likely to see at tacks on the existing laws of bequest. Nor will these attacks ta met by the statement true though it la that these fortunes are engaged in productive enterprises, and are, therefore, benenclal to the public. May Impose Inheritance Tax. Dr. Schurman 'went on to point out that, if multi-millionaires themselves failed to recognize their obligation to share their fortunes with the community, which they have accumulated with the eo-operation of the community, then it Is in the power of the Government to enforce this obligation by a system of taxation on the transfer and Inheritance of decedent's estates. He expressed the opinion that there was no "juster tax. no tax whose incidence is more lightly felt." He suggested that in connection with this National Corn Exposition, the Governor of Nebraska call a conference of Governors or other representatiws. He went on to advocate wise legislation on the subject. He declared that a large corporation was merely a mode of organ izing modern business, had supplanted competition and should not be prohibited but controlled In the public interest.
