The delegation has not held a meeting: lni- the one attended by all but three f the members, over two weeks ago, when an organization was effected by lectins: Senator-elect John B. Coffey chairman. A. W. Orton. Representative-elect has completed the draft of a bill pat terned In many important respects . after tha Oklahoma bank guaranty law ' which he proposes to Introduce at the coming- session of the Legislature. The essential respect In which this pro ; posed law differs from the state bank ing law enacted two years ago is that it provides for a guarantee fund for " the protection of depositors. Tho law, as proposed, does not apply to Na .tlonal banks, but Is restricted in Its application to ail state or private banking- corporations. Nevertheless, ' there Is every prospect that the meas - -ure will b resisted vigorously by the banking Interests of the state. Bankers In Opposition. The bill proposed by Mr. Orton will , be submitted for the consideration of " the members of tho banking commit ' tee, representing the State Grange, at a conference which will be held tomor row. Later the same. will be consld ered by such members of the Senate as may he directly interested In legis lation affecting banks and their man agement. At the recent meeting of the Amer ican Bankers" Association at Denver, this organisation went on record as opposing vigorously any attempt to . regulate, the banking business of ths ; country on the plan of the Oklahoma law. For that reason opposition from , this source Is expected to any legis lative measure which proposes to create a bank guaranty protection. It was originally planned by the Statement members of the delegation that subjects of legislation should be subdivided among the different mem bers, each to give his especial atten- ' tlon to some particular line of law making. That plan Is being followed despite the fact that the organisation of the delegation was accomplished by the anti-Statement forces, with the assistance of six of the Statement members. To Save Resources. J. c. Bryant, another member of the delegation. Is considering the subject . of necessary water legislation. While ' he did not attend the recent meeting ' of tha Oregon Conservation Commls- sion. it is the -intention of Mr. Bryant to study the question of the state's needs on this subject, and to recoin: mend to the support of the delegation such legislation on this Important matter as he considers will best con serve the Important resources of t-e state. Originally K. J. Jaeger, another member of the delegation, agreed to see that a bill providing for some good roads . legislation would be proposed. I.ater he learned that the Portland Automobile Club was preparing a similar bill and he has Joined with that organization in drafting it. Albert Peacock, proprietor of the Fash ion livery stable, was today fined $100 and costs by City Recorder Red Held for violating a city ordinance, embrac ing the provision of the local optloii liquor law. Peacock' stable was raided by offi cers last Friday and two barrels of bottled beer captured. Peacock Inter posed no defense to the city's evidence In the Recorder's Court today.
