For over two hours last nlffht the United Kant Side Push Clubs, mettlng at the) Sargent Hotel, listened, to an ad dress by Rev. w: G. Eliot, Jr., and asked him questior-s concerning the proposed new charter: and also the sieaker asked the audience questions. In the course of his talk the Rev. Mr. Eliot went over the new charter and pave the reasons for the adoption of the Des Moines plan. He also mentioned some of the objec tions to the plan, which he said were more than compensated for by the ad vantages. He said that he was not in j-armony with the -rest of the Charter Commission in the provision to submit franchises to a vote of the people, he holding; that the responsibility should be placed on the city government. Mr. Eliot also Rairhe favored retaining some of tli boards, - especially the Water Com mittee, a Health Board and possibly the Park Board. Dr. C. II. TUffety, speaking of the construction of the new Bull Run pipe line, said that the new charter should make provisions for a construction committee, owing to the magnitude and Importance of the project. He aid that the members of the committee ought also to be paid for their time. At the close of the charter discus sion the -club adopted the following resolution: Reenlve.fi. The resolution wlU be presented to Mayor Lane today. It was moved and carried that the city lay a block of the new pavement known as Petrollthlc, to show what sort of an Improvement it is. R. G. Knight pre sented the Improvement for consideration, and said it cost one-half of the ordinary hard-pavement, and ought to be investi srated. Pacific high pressure area has Increased In strength since yesterday, and it is now central over Washington. The ba rometer ia relatively low north of Mon tana. During the last 24 hours light snow has fallen in the Great alt Lake Basin, and light rain has fallen in Southwestern Idaho. It is much colder In Montana and slightly colder in Oregon and Western Washington. The temperatures have risen in the Interior of Northern California. The Indications are for fair weather In this district Friday, except In the extreme northwest porllon, where rain Is expected.
