Thev were thrown into a cell, where thev beat the bars and curne.1 for the greater portion of the night. They had broken into the Koval scow through a window, while their victim was Inside, asleep, in bed. (.Jeorge Fartosh. in his drunken bravado, had put his fiat through the window eo that the latch Inside might be turned, and the jagged glass cut a deep gash in his forearm. He jumped Into the water and tried to get awav after Die policeman ap peared on the scene, but wa caught by the collar and dragged back aboard the scow. The identity of the three men who escaped, having lett wun me nr, ur f ore the officer came into sight, is not known, as they were strangers to Koval. but the police have a description of them and are scouring North Portland and the waterfront for traces of them. Koval savs he does not know the men who assaulted him. but other scd-dwell-ers in the same neighborhood say that the men have been about there before and that thev believe the battle waa the result of old quarrels between the broth ers and Koval. Koval said his loss will amount to between $400 and 6"). The animal, which was owned by the proprietors of the Boston Meat Market, at First and Burnside streets, was drawing a delivery wagon along the water front and stepped Into a hole. Ona of Its front legs -was broken. REPORT ON CHARTER READY EAST SIDK CLUB SUGGESTS SEY EKAIi CHAXGES. "Wants Board to Include Certain Provisions on Public Utilities and Street Improvement. u. Kice. chairman of the charter advisorv committee of the United East Side Push Club, with the assistsnce of Attorney L. A. McNary. is preparing for submission to the Charter Commis sion provisions that the club suggests be inserted in the new charter. These provisions were passed on at the meet ing of the committee last Thursday night. The provisions considered most Important a; those pertalntnr to pub lic utilities and to the Improvement of streets. Judge M. G. Mnnly. at the last meet ing, spoke strongly of the weak, ob scure ana lneiricient requirements oi the present charter in the matter of public utilities. He said this weak ness handicapped the bridge committee of the North East Side Improvement Association when tt undertook the ini tial measures for the North Portland bridge across the Willamette River, when it was found that under the pres ent charter a bridge of the character wanted could not be built, and hence an amendment was necessary. He urged that the City Council be given author ity to issue bonds to the amount of SI'iO.OOO for a public utility without submitting the issue to a vote of the people. He went further, and declared that tbe City Council should have au thority to issue bonds of any reasonable amount in cases of great emergency. In support of this view Judge Munly cited the great delays incident to the present plan of calling a special elec tion for all Buch bond issues. Another matter considered of impor tance was that the city take over streets that have been Improved with a concrete foundation or which have a hard surface, and that the city be empowered to erect and operate a pav ing plant ao th.t It may eitb-er repair or improve streets. Jt was voted to change the present method of laying water mains so that the district mains be paid for by district assessments and supply pipes by general receipts. The committee laid over the matter of placing parked streets in the hands of the Park Board, of changing the present way of paying for street im provements so that contractors would receive their money more promptly, of making all street work subject to bids for the entire improvement, and of re quiring contractors to tear up only a limited number of blocks and finish these blocks before tearing up more.
