ARCHITECTS WORKING PROBLEM- Archi tects will meet this afternoon at the clti brooms of the Architects- Club, at 2:30 o'clock, and will then proceed to the Skidmore fountain to take measurements. The. scholarship committee of the club . proposes to suKarest problems from time to time and the data concerning; the fountsln is the first one of the series. Prizes are offered for the best solutions of these problems and the proposition Is expected to arouse Increased' interest In the affairs of the club. Patttuo's Resignation accepted. As predicted yesterday. D. A. Pattullo resigned as a member of the City Execu tive Board, and the resignation was ac cepted yesterday morning by 'Mayor jnf. It has been apparent for some time that Mr. Pattullo would quit the Hoard, and a long- conference between hlin and Mayor Lane late Thursday afternoon made It clear that a crisis had been reached. Isadora Lang; lias notified Mayor Lati that he will not ac cept reappointment as a member of the Park Board when his present term ex pires. Both men were out of sympathy with the policies of their respective Uoardn. Exhibit or Paintings. An Important exhibition of painting's by Chllde Haasam will open this afternoon at the Museum of Art. iMr. Hassam Is one of the fore most of the so-called Impressionist school In America. Seeking- effects of light and air he has found congenial subjects In our western desert. The canvases shown have all been recently painted In Harney i'ounty. Oregon, and have never before been exhibited. They will remain In place three weeks. The museum Is open dally from to 4:30 o'clock. Admission is free Thursday and Saturday afternoons. The curator's gallery talk on the en graving will be given at 2 JO o'clock today. CLra Officers Elected. At the an nual meeting of the Catholic Young Men's Club, at the clubhouse on Morris street, near Williams avenue, the follow ing directors were elected: D. V. Ward, H. Allchoff. J. M. Meyer. D. J. Mc laughlin and Dan Duff. The directors elected the following officers: President. P. K. Sullivan; vice-president. A. R. ZeMer: secretary. J. P. Kelleher; treas urer. F. F. Wascher. The clubhouse Is about completed and will be opened with in a few weeks. Gymnasium apparatus Is being Installed, and class Instructions In athletics will soon begin. Had Mant Friends Here. Mrs. X. D. Booth King, who recently died In New York City. Is survived by a son. Herbert Booth King, of this city. She also had many friends here. Her brother. Major t". A. Bnoth. V. f . A., was stationed on the Pacific Coast for several years on the staff of General Shafter. Her sifter. Mary 1 Booth, was an author and editor of a New York publication for SO years. Be sides her son. Herbert Booth King. Mrs. King Is survived by two other children. Mrs. F. Livingston Corwln. of New York Cltv. and Frederick Louis King, of Phila delphia. CriNSir-EBji MorxT Tabor Park. The Park Board, at Its session yesterday morning, voted to hold a Joint meeting with the ntv Council at a near date to fix upon plans for the purchase of ground to the extent of about 1 acres on Mount Tabor, to be used for park purposes. It also directed Park-keeper Mische to file a complaint against Lafe Pence, to keep him from placing a flume through Mac leay Park. Start on Chx'rch Foctcdatiok. Work Is In progress on the foundation of an edifice for the First I'nlted Evangelical Church. East Sixteenth and Poplar streets. Mernbers of Street Committee) Say Paving Companies Should Keep Streets Repaired Free. "The maintenance charge of t 1-3 cents per square yard for hard-surface Improvements for a term of ten years is simply a gigantic graft, for which the paving companies give absolutely noth ing in return, and which is getting to be a burden too great to be borne by the people of Portland." declared Council man Vaughn, chairman of the street committee, at the meeting of the com mittee yesterday afternoon. "The cltv should abolish this system and instead make the paving companies guarantee to maintain their work for a period of years at their own expense, and free the taxpayers from this graft now exacted by charter provision: a graft of the most unwarranted kind, and one which Is so great that prop-erty-ownera are groaning under it all the time.' This statement by Mr. Vaughn was followed by the adoption of a resolution by the committee Instructing City En gineer Taylor to eliminate the special names of Ingredients and copyrighted patent articles from future specifica tions furnished for hard-surface street Improvements by him, so that the con tractors can bid in open competition. This is said to forecast a big fight be tween the Barber Asphalt Paving Com pany and the Warren Construction Company, as against the Hassam Pav ing Company, a new concern. Just start ing in Portland. Oskar Huber. representing- the Barber Asphalt Paving Company and the Port land Railway. Light A Power Company, speaking "as a private citizen." declared with CouHcllman Vaughn that the tax payers should be relieved of the main tenance tolls, but he prophesied that higher rates for hard-surface streets will be the rule. If the charter provis ions are changed and the companies forced to maintain their own work. He acknowledged that the maintenance fees are nothing more nor less than a big contribution to the paving com panies, and said he would be glad to see the change effected. As to whether they will bid on speci fications under the new plan of elimi nation of the various "patent" names, such as "Warren's httulithic." "asphalt" or "Hassam," the City Engineer is or dered simply to specify the ingredients, and make it possible for all contractors to bid for the work. "We can try It this way. and if they refuse to bid. we can order the Improve ments laid bv the city." said Chairman Vaughn. "Then if they enjoin the city we will fight It out In the courts and wait for the result; if the suit goes against us. then we can refuse to have anything to do with the "patent" pave ments." Tills plan Is most radical, and great Interest attaches to the outcome. In the past all hard-surface Improvements have been specified by name in the City Engineer's estimate, and it Is contended by Councilman Kellaher and others that It Is directly contrary to law for any of the three "patent" brands to be laid, as the charter Is very plain in stating that all bids must be open and com petitive. PHILIP UETSCHM HOME RETURNS FROM EUROPEAN TRIP OF 16 MONTHS. Visited Birthplace in Germany and With Part or Family Made Tour of Principal Countries. Philip Metschan, former State Treas urer of Oregon, and proprietor of the Imperial hotel. In connection with his Bona, arrived home last night from his first trip to European countries since his arrival In this country in 1854. Accompanying Mr. Metschan in his trip abroad, which embraced about 16 months, were Mrs. Metschan. Miss Lil lian and Miss Pansy Metschan. Upon arriving on the other side of the At lantic they first went to Mr. Met schan's birthplace. the village of Schenklengsfeld. In Germany, after which the traveling party made a tour through several countries. Leaving Germany, they went to Switzerland and visited the principal cities. They then proceeded to Italy, visiting Genoa. Rome. Naples. Flor ence. Milan and Venice. After leav ing Italy they went to Kgypt and went up the Nile with a Cook excursion to Assouan, the site of the great dam, the ancient temples and pyramids. Returning, they came to Vienna, where they spent two weeks and found that Austrian city to be beautiful and Interesting. They also went to Buda pest h. which Mr. Metschan thinks is one of the most beautiful cities he saw on his trip. Like other travelers abroad, they found Dresden and other cities in Saxony of particular Interest on account of the art galleries. After some time spent In Saxony they re turned to Berlin and spent six weeks there, and In making side trips. They were there during the army maneu vers. June 1. and saw the assembled royal families. They made the trip through the Black Forest to Trlberg. and the mountains adjacent, leaving via Straussbourg to Paris, where they remained six weeks. Mr. Metschan says. that Paris Is a fine city, but that In his opinion Berlin is the cleanest city In Europe, the parks especially being kept In a most perfect order. They then came back to London and made trips through Scotland and Ire land, visiting the principal points of Interest. They sailed on October 17 for the homeward trip and arrived In New York October 26. They left the metropolis October 30 and stopped in Kansas City election day. Mr. Metschan said that he had an exceedingly pleasant and entertaining trip, but was well pleased to get back to Portland and Oregon, where he ex pects to end his days All the Met schans in Oregon were at the Union station to meet the head of the fam ily, including some that had come into the world since his departure. The suit against the Oregon King mine, located In Crook County, was brought by Richard Mc Hahey, who alleges that he furnished the money that grub-staked the locate rs. He Is suing for 4-7 of the property.
