Pay Doctor. Ou. Waterford. the neicro porter who was once nnplmed In the Postofflce. and who testified Thursday night during th SUrsus hearinfe. before I'nlted States Commissioner Cannon, that while he was employed at the Postofflce Mr. Mlnto had deducted J18 a month out of his salary, hut could not remember what tor. has not as good a memory as Postmaster Minto. The way Waterford gave his testimony would leave the Impression that the money deducted was a sort of Kraft, and this Postmaster Minto keenly resents. It Is said Waterford knew when he testified why the money was t&ken rut of his salary and he knew that It went to pay a doctor's bill and he also knew that he had given the Postmaster a written order to withhold the J16 from his salary. In seaklng of the Waterford matter and of the testimony of Miss Bollman. who testified that she bad made certain char.gea in the books, the Postmaster said: The testimony riven there that any erae ores or alteration were made Is absolutely tale. The facta tn the ease are these: When the Government Invoices were en tered and chanted up on the books, as they should be. a discrepancy ia the stock In the basement wa RMindt and after checking It over several .-tinea to be absolutely cer tain, and with the advice and consent of tno Inspectors, and supposing that the money was In the bank. Insisted that she put them In In black Ink. the same as other transactions In the book, so that it would appear as a legitimate transac'lon. which It was. There were no ng-ures erased or changed. X remarked at the time that I did rot want the books to show to the In spectors as though we were In any wsy tampering with the accounts, but they should show a proper transaction. Miss Bollman so marked the books. That is all there is In regard to the erasures or chang ing of figures referred to In the report of Thusday's Investigation. I notice that August Wsterford testified that I retained a part of his salary for sev eral months against his wllL He also stated that be did not know what I did with It. This is sbsolutely untrue, aa can be easily proved. Waterford was compelled to go to the hos pital and undergo an operation. Dr. Keeney performed the operation; and after Water ford was well and had returned to his work he gave Dr. Keeney an order on me for the bill, in which the order stipulated that I was to hold for Dr. Keeney 1 a month until bis hill of about was paid. This I did and not a cent of money was ever retained by me for any other purpose. Dr. Keeney made the following: state ment regarding the money held out from Waterford's salary each month : That ths public may know the racts I wish to correct some statements made by Gus Waterford. In his testimony In the Charles A. Straus case yesterday and pub lished In The Oregonian. Waterford stated Mr. Minto deducted a certain amount of his salary each month and that he did not know why It was held out. but that It waa I desire to say that the above state ment Is a malicious lie and Intended only to Injure Mr. Minto and bring him Into a transaction that he had nothing to do with. I oireted on Waterford May 21. 190T. and tn order to get my pay for services rendered it was necessary to write an order to the Postal Department Instructing them tn retain a certain amount of his monthly salary. Mr. Waterford signed the order, and It was left in the .office of the cashier, Charles A. Straus. I desire to exoner ate Mr. Minto. as he had absolutely noth ing to do with the case. Mr. Waterford also states that he was not dismissed on account of intoxication. If he was not, he should have been, for he was drinking most of the time. H. I. KEENEY. TO OUR CUSTOMERS.
