HARD TO COAX OUT MONEY Both Rpr"b,lcng nd democrats Xeed Funds and tatter Employ Schemes to Get Subscriptions in All Sorts of Amounts. CHICAGO. Oct. . (Special.) When this campaign is over there will be a number of men who will be In a position to outdo the domestic economists who write on "How to Live on f 1.18 a Week" by telling "How to Run a National Cam palm on Nothing." While of course, this isn't literally true, still the fact is that the amount which will be spent in electing a Presi dent this year will be less than has been expended in any campaign in 20 years. If what the Republicans say is true, and It probably Is. they will . have far less than they had In the three previous con tests. The law prohibiting corporations from making contributions, the scandals in connection with the donations of the big insurance companies, the expose of the Harriman contribution of J-KO.OOO in J904. coupled with the apathy of many financial interests, their hatred of Roose velt, and in some instances positive In difference to the success of the Republi can party, are ail operating to keep down the Republican fund. Shortage Sorely Felt. This shortage is felt more keeply be rause heretofore there has been an abun dance, so much. In fact, that there was extravagance. The demand incident to legitimate expenses has not fallen off pro portionately, and hence the Republicans are being put to the necesity of exercis ing what they call economy. While there Is no accurate way of estimating what the Republican fund will be. the opinion seems to be that it will amount to some thing less than a million dollars. This sum. compared to $9,000,000. which Chair man Hanna Is said to have had in 1896. looks like nothing but pin money. If the Democrats, by scheming and beg ging, get a third of a million, they will consider that they are doing rainy weu. But the Democrats are proverbially poor. except that four years ago. when they hadn't a chance on earth to win, they had sufficient funds. Now, such is the Irony of fata, when they believe they have a look In they are handicapped by the lack of cash. At that they will doubtless have as much money to spend this year as they did In ISM or in 1900. In the first Bryan campaign the late Marcus ijaiy and Senator Clark, of Montana, virtually financed the Democracy. Mr. Daly sup- plying far more than did his Montana Ttval. Marcus Daly Is dead and It Is said on good authority that Senator Clark's contribution this year was only Jiouu. Democrats Had Nest egg. The story of the manner In which the Democratic fund Is being collected would afford In Itself an Interesting chapter In political history. To start with the committee found a nice little neategg In the shape of something like ISS.OuO left over from the Denver con ventlon fund of 1100.000. The Demo crats never found anything quite so easy or quite so acceptable. It gave them a start. Then, of course. Colonel Mose Wetmore. chairman of the finance committee, came to the front with the limit of $10,000. as it is currently ru mored. Since then the money has been coming in so satisfactorily that Colonel "Mose" says there Isn't but one chance In the world for Taft to win. "and that ssh." says the Colonel. "Is for Bryan to withdraw from the race, sah.' Th Colonel Is an optimist. He has said that In two previous campaigns. I'p to date the Democratic papers of ths country have colected In the neigh borhood of is.1.000. There are some thing like 1600 of them doing it. the vast majority, of course, being mall country weeklies. The amounts which they have sent range all the way from $10 to $12,000. The Rocky Mountain News, of Denver, owned by ex-Senator Patterson, has held the pen- pant almost from the start, closely fol lowed nv the New Orleans "States, while Bryan's Commoner has raised $9000. Papers In the South are doing a large share of the work, but consid ering the comparatively small number of Democratic papers In the west, the Iemocrats say they are doing fairly well. The East and the Middle West papers aren't doing much in this line. Indiana nd Ohio Democrats are keeping their money for their state campaigns, where they think they ha-e a good chance to win. The state committees In these two states are well supplied with funds. They have as much, tf not more, than the Republicans. The bluff which the Democrats made about not accepting money from corporation officials was wholly unnecessary. They never stood a chance of getting any. They lost the chance when they kicked Colonel "Jim" Guffey out of the Denver convention. Ouffer could always be depended upon to produce a tidy sum from Pennsyl vania IVmocrats. Pennsylvania's con tribution Is sorely missed this year, and those who have to finance things say so. It Isn't neressary to apply the acid test to much of the money which the Democrats are getting. It comes In small amounts by registered mail, by postal order, express order, sometimes by checks and not Infrequently In post age stamps. Numerous and SO cent donations have been received In this way. There are soiled dollar bills from dsy workmen and washerwomen, and occasionally a check from a man so prosperous that he has hts name en graved or printed upon It. mn.T Mrn:oKorH.icAi. retort.
