Interesting litigation between the city and the Portland Railway, Light & Power Company is promised because of the refusal of the Executive Board to pay the company's bills for street lighting for the months of March and April. Meanwhile the contract pending between the company and the city for street lighting is held up. The Executive Board maintains that the street arcs do not give the candle power that the former street lamps did, as specified in the contract between the city and the lighting company. The Executive Board, accordingly, be lieves it has the right to cut down the bills and pay according to the candle power furnished the city. "If the Mayor and the Executive Board found that the new lights have a greater candle-power than the old, they would doubtless be very much surprised," said Benage S. Josselyn, president of the Portland Railway, Light & Power Company, yesterday, "But such is the fact. There is prac tically 50 per cent more candle power In the new light than the old, although the arcs now in use do not distribute the light in the same way as the old. The new arcs send light for a long distance down the street, while the old-style arcs shed the most of it di rectly under the lamp. This is as it should be, for it is desirable to light the whole street with the arc lights and not a small portion at the corners where the lamps are placed. "I have no doubt that as Mayor Lane thinks it is right to subtract from the lighting bills when the candle power is less than specified in the contract, lie will be quite willing to meet our demands for additional payments be cause the present arc lights give a higher candle-power than the city's contracts call for." The Ger man steamer Anubis of the Kosmos Line which sailed from San Francisco, May B9, for Hamburg via Seattle, returned here this afternoon, having lost a blade from her propeller during a, severe sale when 120 miles southwest of this port. The Anubis sailed from here in ballast and was so high out of the water that half her propeller and rudder were visible which caused her to drift when she encountered high winds and seas off the heads. At one time on the night of May 29, she was blown within 100 yards of the Farallon Islands but succeeded in extricating herself from the dangerous position. The steamer will sail as soon as re pairs have been made. NORTHWEST LEAGUE. Vancouver 6, Aberdeen 2. SEATTLE, Wash., June 2. (Special.) Vancouver and Aberdeen opened today for a series on the Seattle grounds while the Seattle team is on the road. The Cellar Champions outplayed .Aberdeen in all departments of the game and the Black Cats narrowly escaped a shutout. Erickson allowed but three hits and one of these coming after two were out in the seventh drove in Aberdeen's only two runs. The Britishers bunched hits on Califf in the third and fifth innings and Boyle was sent in to finish the game. He stopped the scoring. Vancouver put up some great work in the field, Nordyke and Qulgley making phenomenal catches and MundorfF a remarkable stop of .what seemed a sure hit. (Special.) Taking advantage of the errors by Seattle, Spokane scored two runs, one each in the second and third, and that was all the run getting of both sides. Both pitchers were very effective, but the support of Jensen was nifty and at times sensational, and he helped out by striking out dangerous batters when the bases were occupied and only one out. Kippert scored the first run for Spo kane on his hit, two infield plays and a drive by Jensen that Adams mufTed. Clynes hit for three bases In the third and traveled home on a long outfield fly by James which Cahiii dropped. Touchard. the young Callfornian, won his place in the semifinal round of the Felipe chal lenge cup tennis singles today in the second big tournament of the National Association's grounds in this section of the country. ' Touchard defeated B. P. Larncd, 2-6, 6-1, 6-0. Touchard toyed with Lamed, whose aspirations for an international place are destroyed by this match, in the first sets. The barometer is rising over the Pacific Northwest, but nevertheless the pressure continues high over the Northern California coast. Cloudy weather continues In conse quence over Oregon, and Washington, but the rainfall was light and scattered. The disturbance over Southern Utah baa de veloped considerably during the last 12 hours, and is now of very pronounced character. General rains hav.e fallen over Southern Idaho. Nevada and Utah during the day. Temperatures were decidedly lower over the interior of Northern California, Nevada and Southwestern Idaho, where they now range decidedly below the sea sonal average. The indications r.'oint to cloudy weather, with possibly showers over Oregon, Wash ington and Northern Idaho, and to showers with higher temperatures over Southern Idaho Wednesday. FORECASTS.
