ASKS FOR CITY ORDINANCE Ueceht Kennel Club Show Moves Fire Committee to Action Lane Wants Council to Dispose of Telephone Cables. Fire Chief Campbell declared at the meeting of the fire committee of the Executive Board, yesterday afternoon, that the Portland Kennel Club held Its recent bench show above the Crowe Graham garage, at Sixteenth and Wash ington streets, without any license or per mit from the city. He asserted that this practice must be stopped, as it Is ex ceedingly dangerous, and recommended that the Executive Board ask the City Council to pass an ordinance forbidding entertainments over any garage and pro hibiting people from living in such quar ters. The committee voted to adopt the report, which means that the Council will be asked to enact the proposed law. The Kennel Club bench show, which oc curred two weeks ago, was held in the large hall above the Crowe-Graham gar age, and by Chief Campbell this is said to .be a very dangerous practice. He says that the gasoline carried by automobiles and stored In garages makes it a great risk to life to permit any entertain ments, or to allow people to live above a garage. Should a Are etart. he declared to the members of the committee, it would spread with such rapidity as to Imperil every person, and large loss of life might follow. While discussing this matter, the Chief unnounced that the officials of the Port land Kennel Club failed to take out any license to hold their bench show. Because of this, the license department had no knowledge of the event, and consequently did not notify the Fire Chief. Had the latter known about the show, he would not have permitted it to take place over the garage, if he could have prevented it in the absence of any specific law on the subject. City Electrician Savarian sought from Mayor Lane and the members of the tire committee information as to what to do with a lot of underground cables and con ductors, which were purchased by the city, to the value of $20,700, and which have brought about a big fight 'between the Mayor and the majority faction of the Council. Since it was bought, some one discovered that it should have "been provided free of cost to the city by the telephone companies, under the terms of their franchises. The Council blames Mayor Lane for the unnecessary ex penditure and he 'blames the Council, and there the matter rests at present. "You go before the Council," said Mayor Lane to Mr. Savarian, "and ask them what they want you to do with the cable they bought. It Is their cable I don't want it, and It Is up to them to tell you what to do with it." Chief Campbell needs an automobile -or his department, and as the Council ap-. propriated money for one, the fire com mittee authorized the City Auditor to advertise for bids. If everything goes smoothly, it will not be long before the Fire Chief will be whizzing through the streets on occasion, in a machine of the latest type. City Treasurer Werlein has notified the Fire Chief that it will require the ap proval of the Executive Board in future to secure permits for moving-picture shows. Until now. Mr. Werlein has Issued permits upon presentation of the report of the Fire Chief and Deputy Fire Marshal Roberts, whenever uiey approved the electrical apparatus. PROBLEM FOR MR. FIELDS In Doubt as to Arrangement ol Names on Ballot. ' A question has arisen in the mind of County Clerk Fields as to the arrange ment of the names of Justice of the Peace candidates on the ballot for the June election. There Is an apparent conflict under the law as to whether they shall be grouped by party or arranged in al phabetical order. In order to bring about a settlement of the question, Mr. Fields has called for a meeting of the six can didates for Justice of the Peace in the Portland district today, when he will an nounce to them the manner in which he has decided to arrange the names, and they will be given an opportunity to ap peal from his decision if they desire. Mr. Fields is also in a quandary over the manner in which he is to place on the ballot a measure relating to the enlarge ment of the powers of the Port of Port land. Only electors living within the limits of the Port may vote'on this ques tion. The Port of Portland boundary on the Bast Side cuts through the middle of Precincts 99 and 11, Fairview and Kock wood, respectively. How to divide these precincts so as to submit the question to only a portion of the voters is the problem that Mr. Fields will submit to J. Couch Flanders for solution. He says he will abide by the lawyer's decision. CHURCH CLUB IS FORMED Men; ot Sellwood Presbyterian Church Effect Organization. At a banquet held in Stahlman's Hall, Sellwood. a few nights ago, a Presbyterian Brotherhood of the Sellwood Presbyterian Church was organized with the following officers: President, Alexander Malt man; vice-president, Edward Hinchman; secre tary and treasurer, Gilbert Charles. Rev. D. A. Thompson, the pastor, was elected honorary president. At the banquet there were 45 covers and among the guests were Rev. W. S. Holt, D. D., Pacific Coast secretary for the Board of Home Mis sions; Rev. W. H. Foulkes, of the First Church; Professor A. B. Thoxter, of Port land Academy, and Professor Arthur Yoder, who recently returned from the Philippines. After the dinner the male quartet furnished music, and toasts were responded to by Drs. jfolt and Foulkes and Professors Yoder and Thoxter. Rev. Mr. Thompson then set forth the object of the gathering, and it was voted to organize a brotherhood of Presbyterian men. BOOKS WILL CLOSE TODAY Registration of Voters to Cease at 5 o'clock This Afternoon. Registration of voters with the County Clerk leaped from about 100. the pace that has been kept up for the last two weeks, to 250 yesterday, notwithstanding that the rain might have been expected to keep many away. It Is expected that more than this number will register today, as there are several thousand unregistered voters In the county, and today Is the last chance they will have of signing the regis tration books before the general election, to be held Juno L The books will close promptly at 5 o'clock, as required by law. Last night the books were kept open until 9 o'clock. County Clerk Fields is at a loss to un derstand the falling off in the registration which has come since the books were opened, following the primary election of April 17. He says that large numbers of voters have failed to sign up, and be lieves that every American citizen should do his duty at the polls. The total registration for the city is now 32,486, and it Is probable that It will go over the 33,000 mark today. There are 25.534 Republicans registered. 5475 Demo crats and 1749 miscellaneous. Of yester day's 260, 162 were Republicans, 57 Demo crats and 31 were of miscellaneous party affiliations. PERS0NALME1ITI0N. Nicholas F. Sargent, of Seaside, arrived at the Lenox last night. Earl Vernon Smith, of Salt Lake City, Is at the Lenox, accompanied by his wife. He is a young lumberman who formerly lived at Bridal Veil. General Manager J. P. O'Brien, of the Harriman lines In this territory, will re turn to Portland Sunday, after an extend ed visit in San Francisco and Los Ange les. He left the latter city last night for home. Robert O. Stevenson, State Game Warden, reached Portland last night after a two weeks' trip through South ern Oregon which took him as far as Klamath Falls. He looked over the game situation generally and conferred with his deputies. There are probably few residents of Port land who can think back to the early 80'g who do not know Joe Hayes. He Is one of the visitors here from San Fran cisco and Is calling on his old-time friends and recalling the days when he carried Oregonians to subscribers 20 years ago. Dr. E. B. Merchant, formerly of Port land, has just returned. afte? nine years' residence In Manila, P. I. He re turned by way of India, Java, Africa and Europe. He will return to the islands after visiting with friends In this city, and with his parents, who reside in Yamhill County. Captain Irvin Sanborn, well known In the annals of navigation in Pacific North western waters, was stricken with paraly sis at Point Rupert, B. C, a few days ago. He was taken to Vancouver and his wife, who was in this city, was hurriedly summoned. A trough of low pressure extends from British Columbia southward to Southern Ne vada this evening, and general rains have ln consequence fallen over tho entire Pacific Slope and Plateau region during the day.
