LOVE FEAST OF LIBERALS
Asqulth Declares for Free Trade;
Shies on Home Rule.
LONDON, April 30. The Liberals
held a party love feast at the Reform
Club today to welcome their new chief.
Premier Asqulth, and give him an op
portunity of publishing? a declaration
of hla policy. Resolutions of loyalty to
Mr. Asqulth weTe adopted by accla
mation, after which the Premier out
lined his programme. He nailed to the
mast the flags of free trade, education,
licensing- and old agre pensions, but he
fought shy of home rule. This sub
ject was not mentioned at all in his
speech, and In this fact Is found con
firmation of the rumors current dur
ing and since the election campaign in
the Northwest division of Manchester
that the Premier had notified Winston
Churchill, who has Just been defeated
in that district, of his disapproval of
Mr. Churchill's pledges to the Nation
alists regarding; home rule. Mr. As
qulth did not enunciate any new prin
ciples in his address.
Panther and Arethusa Arrive.
SAN FRANCISCO, April 30. The repair
ship Panther and the supply steamer
Arethusa, which accompanied the vessels
of the Atlantic fleet to the Pacific from
Hampton Roads, both arrived in this port
today. After some slight repairs, the
Panther will go outside the heads to join
the battleships next Tuesday. The Are
thusa proceeded to Mare Island.

LAYMEN REJECT HART
Necessitates Election of Xew Man as
Bishop of Delaware.
DOVER, Del., April 30 Samuel
Hart, custodian of the American book
of common prayer, Hartford, Conn.,
was this afternoon elected by the
clergy, at a special session here of the
Protestant Episcopal cnurch of the
Diocese, as Bishop- of Delaware, to
succeed the late bishop Lelghton
Coleman. The laity later, however,
refused to confirm the election, and
the clergy must now elect another
man.
Hart's election, as announced, was
reached on the 29th ballot, which
stood: Maxt, 10; BishOB Iaxtridge, of
Koyoto, Japan, 3; and Rev. Nathaniel
S. Thomas, of Philadelphia, 2.
- Labor After Politicians' Scalps.
CHICAGO, April 30. Organized la
bor wilf make Its influence felt in
the coming Presidential election to an
extent that will make statesmen "sit
up and take notice," according to Sam
uel Gompers, president of the Ameri
can Federation of Labor, who passed
through the city last nignt on his way
to Wisconsin. The leader of the labor
movement set his teeth when Congress
was mentioned and declared that if the
measures urged by labor do not become
laws at this session those responsible will
have to answer in the Fan elections.
Railway Traffic at Low Ebb.
CHICAGO. April SO. A startling de
cline In railroad traffic during April is
shown in the biweekly statement of
car surpluses and shortages Issued yes
terday by the caV efficiency committee
of the American Railway Association.
The statement which Is regarded as
an excellent business barometer por
trays conditions up to April 15 on 153
roads of the United States and Canada.
During the fortnight following April
1 the number of idle cars suddenly
mounted from 807,507 to 375.77D, the
greatest total In the history of Ameri
can railroads. The figures bear out
the statements of railroad men that
during the mon..i of April business
conditions have been at a lower ebb
than at any time during the panic.
The highest previous surplus figure
was on February 5, when It reached
what was then considered the Immense
total of 343,92s.
BLOWN UP BY UNEMPLOYED
Quarry Foreman Loses Home Be
cause He Barred Italians.
BUTTE. Mont., April 30. The home of
J. G. Wicklund, foreman of the quar
ries of the Washoe Smelting Company,
near Anaconda, was demolished by a
charge of giant powder at midnight. His
wife and baby escaped unhurt. Wick
lund was injured, but not serlouBly.
A Butte, Anaconda & Pacific freight,
en route to the quarry, narrowly missed
a wreck Wednesday, a crowbar having
been tied to the rails. The engineer saw
it in time.
Several hundred Italians and Austrl-ans,-
who had been employed at the
quarries before the panic, were not em-
I ployed when the Amalgamated Copper
I Company properties resumed last Win
ter, and Wicklund has frequently re
ceived letters threatening his life.
When the properties resumed here
thousands of men flocked to Butte and.
Anaconda, where few of the newcom
ors could be employed. Men in charge
of the various industries auxiliary to,
the Amalgamated mines and smelters
have been either threatened or at
tacked. In Butte several foremen and
shift bosses have been seriously beat
en, while on one occasion six weeks
ago a superintendent drove a crowd
of Italians from his mine at pistol
point. No arrests have been made.
