The reports of Governors of Soldiers' Homes nlmw a a disastrous a condition among the old soldiers as prevail among the active members of the Army. The Inhabitants of the Homes are not desert ers, hut they turn up drunk, and $rot into all sorts f trouble, because they, like the troopers, have been dented the privilege of buying good beer and light winea on their reservations, and are driven to the outlying dives, where all sorts of bad liquor is sold, and where other vile temp tntions are placed in their paths. In order that the old soldiers may be protected against bad liquor, and be held in restraint. There is no stronger showing in regard to Soldiers Homes than in regard to the army post, hut it is believed by the fearless Congressmen that if they can restore the canteen to tho Homes this year, tbev can take one more step and restore the canteen at army posts next session, after the election la over. Many of these had started for the Klondike during the first rufh of prospectors, and taken up their abodes instead somewhere along the basin of the Mackenzie. In these regions the ground thaws to a depth of three feet during the Summer months, under a perpetual sun, which sendsi up the temperature toward the nineties. Beneath this is a layer of per petual Ice. North of the Great Slave l.ake. In a latitude parallel with that of the Bering Sea. a temperature of 100 degrees n the shade was registered on several Bucoesslve days. Wheat, peas, potatoes, and all garden fruits and vege tables, have been grown during this Summer months over the stratum of per petual Ice under the soil. From May until October, frosts In some sections are wholly unknown. Mr. XV. F. Bredln. a member of the Alberta Legislature, gave evidence of the mineral wealth of the country. For miles he encountered wells of natural gas. which could be ignited to a height of 35 or 3t) feet. All along the Athabasca tar oozed continually from the banks, which, for Hiu miles, consisted of asphalt. Asphalt lakes of enormous dimensions were constantly encountered by another witness. Tar .sands exist all along the Coppermine River, up to the Arctic Sea.
