Mr. Wilcox had been invited by the rommltoe to preside at tb Kul ton Hireling in Portl-ind, April IK. in r)."Iininjj the invitation In his let ter to Mr. Wheelwright, because of his iif(T5?ary a hsenoo. hp takes occasion to make a plea for Mr. Fulton's re-nlfction, I'-Hanng at the iame time that he him self In no sense a canclidat. The letter is Given out for publication, by the Fulton campaign committee, and is is follows: tmr Mr. Wheel wrlcht : I hrff to m knowk-dee your invitation to pr.Hf nt the Fulton meeting on April 10. and it 1 a matter of rtrpp rcgrot thHt a most pressing engagement In the Ent will prevent my presence at your demonst ration ft Portland's Interest in the present cam ps'irn. Involved in thU campaign are issues which are of vital IntfrMt to Portland and to Ore nn. Tartly through it miFiinder;ta.ndlng of the gravity of the situation, and partly t h rough a desire on the part of a few to gl ve politic prfcrrtirf ox er our business interests, the tremendous Jnumrt of they"" Issues f Pnm not to ho fully appreciated. I am sendinc j "u this letter to convey my he;i-iest and unqun llfied. indorsement of the candidacy of Chai ley. w. Fulton for r" e Ice t Ion to the t'nited States Senate. In r-'der that my position in the matter, and my reasons for this indorsement may not r misunderstood, I desire at this time to TTinke !t plain that, although tiewiught by ninny f tends to Ifrnmc a candidate. I have not heen a candldnf for the position now to ahly filled by Senator Fulton. I am not now a rsndldste. and I do not intend to he a candidate, but I most earnestly beseech my friends who have urged, me to enter the ra- to do everything tn their power to assure the return of Senator Fulton to the Vnited Slates Senate. Harardnua to Snap florae. I efisclain. any sentimental or political in terest In this Senatorial campaign, viewing the candidacy of Senator Vult-m aolely from a business standpoint, and solclv in the in terest of the city of Portland and the State of regon. It i always a hazardous under taking to swnp noises while crossing a stream, and Portland and Oregon have reai-hed a j.olnt In the si ream of progress where we would all he tet tor cleaned IF the tooting was rnoto secure, and where we certainly enn take no chances of lessening the prestige Senator Fulton has given us in the I'nifd States Senate. Paramount to all .vher issues hefore the people of Portland and Orrgnn, and of the great Columhla liver RmsIh. is the Improvement of the Co lumbia Itiver. Commercial hlstorv. has been making rapidly In the Pacific "Northwest during the last few rears, hut the p.-iee Uxh len slow, compared with that which , toe coming five yonrn will show. And It ; Kivuld not .l forgotten that the channels into which trade w now fulling will hae a degree nf permanence that has heen missing from the ha-tlly constru-ted and unstable avenues In which it has drifted In the past I h completion of the North Bank road Will bring down the Columbia River a very large percentage of all the grain produced In Oregon, Washington and Idaho ; but we must not for a moment forget that this can all be hauled past Portland to Puget Found, nt a le.vs cost to the railroad than hey hae ever hefore heen ahle to deliver it on Puget Sound. There are largo Inter ests there which wtll ,,nlto in an effort to tetatn such traffic as they hnve heretofore enoyM and to divert more And, to prevent them from attaining success, the Columbia Jtiver must he improved to a point where we can handle the shipping as expeditiously and as economically as it is handled on 3'ucet Pound The terminal market for the products of a country la also a source of eiH'p'y for merchandise and other commodi ties, and. where the grain or the Columbia J.itsin la marketed, there will the supplies cf the Cnltimbla Pnoin b purchased. It is rot alone a question of the grain business, but the ,1eMing- business aa well, with which we are concerned. Important Interests nt Stake. Ue have too much at atakm In this mat ter, to admit of any change which might fl'-opa rdie our chanres of securing the further, much needed appropriations for this river Improvement. Senator Pulton haa rroven his ability to aectire thoxp appropria tion in the early yeaiT of his term, the bandJcap hteh a new man ahvavj s-uffers was Inteneltled by the enforced retirement from the Senate and J louse of the three Cther members of Oregon's delation But In irptte of these seemingly insurmountable rbatactes. he eevured for Oregon rivers and liarbora the largest appropriation ever ee rured bv the Mate, and even more notlee fthle evidence of his ability and Influence to yroeiir-e what la needed, was shown In t!Hl when he secured an emerroncv approp'-ia-tJon of $400.tio for continuant of WOrk on the i oiumhta River bar. that being1 the only appropriation for rU er and harbor Wric made at that session of Congress. With hie r-tlier work htf the Senate, such aa the authorship of the celebrated "Mlison Amendment" to the railroad-rate bP! for nhlh he was personally thanked by Presi dent P. -osew!t. his amendment to the tnter Fta t commerce law. granting a hearing before a ra-e can he increased. Tvlth the Ftilton resolution which opens the way for te Attorney. general to proceed against the Foghorn Pacific for violation of the Oregon and California. land grant, and with other work t ht hna given him National prom inence o,i are familiar. These are matters ef National import, and I mention them at this time onlv be-ause they, in a degree, explain the inrtuenee which be commands in Ma efforts for Oregon rives and harbor appropriations. And it is by reason of his f'ct-s' ability and success in securing- what i t-ecop needs, that I most earnestly indorse bts candidacy, and protest against taking Mm away from a position where he la ao admirably fortified to carry on the work of which we are In mch need The Tort of Portland is spendfng between r.'-wVOOn and $:itV).(HH ier year tn matrrtaln a channel between this city and Astoria. The eTpendit'ni brings, the results, but it is a uork which every fair-minded man In the Northwest will admit is beneficial to t e Sorthwe-t a a whole, and that it should be earned en at the expense of he Federal CbM ernn eMt . (r.stead of being taxed upon a small rommttnlty like the City of .ir i.ngn:t. who was with us a number of xeHr. surveyed and mapped out an exce.!ent r!an for permanent and controlling works between Portland and Astoria. Pi undoubtedly be stationed at Portland again this Sprlrg. The aurvey and p'an presented by him have alreadv oeen adopted, and it only remains for our people secure an appropriation from the Federal ;mernment to have this work car rvd on nt pit!tc expense instead taxing the people of Portland $VVO10 to :O.0i a er t.i continue a work that ia of benefit to the entire Northwest. Tne appropriations obtainable up to the present time have been directed to th eoinpiriTon oi rn- soutn jetty, and continu ing worK at CeMIo. and fr thie reason ef forts toward the improvement of th river from Portland to Astoria have neee-sar!!y been delayed. later on It wi'l nndouhtedly hec-me necessary to secure appropriation. for a jotty on the n-rth side of the Columbii r,r at ifm mouth, but the all-important matter In the near future for the nerma- ncnt advantages of the port and the relief of our comrnuntiy i the Improvement of the RIvt between l-ortland and Astoria, by the Ftilton'a Ablitiy Dfmonat rated. I think Senator fallen has fully demon-e-rated his ability to secure this af.-propria-tlon. and I alPo think that. if. we send a rew and untried man to succeed him. It will, under the most favorable conditions. require at lejt several years for him t :n "tb cotnmajidinc post coin sow hold, FULTDN1ND0RS WILCOX J.aiactSGo. rrrr or. V KXXVvXV M SI "VVTE MOVE to our new building, Fifth and Stark streets, at ,the end of this week. We believe that our display of new furniture will be a credit to the city, and a delight to beauty-loving, economical buyers J. G. Mack 8 Go. by Senator Fulton. Indeed, If he ever does. Meanwhile the people of Portland, working through the Port of Portland, will be forced to carry the burden of thee river Im provements, alone and unaided, until such Federal assistance can be had. The North Bank Road la practically eom-pleted;- the grain will flow down the Co lumbia River, and If an adequate and eco nomical out let is not provided, it can only overflow to Puget Sound, and. once di verted to that channel, tt will be difficult to recover It. It is simply a business proposition. When In the course of our regular business it be comea neeeisarv to employ a man for a mission of importance, we do not select an inexperienced man. if It Is possible O get one who haa (earned the ways and is well acquainted with the people with whom we would deal. The case of our T'ntted Btates Senator is not dissimilar.' We have In Senator Fulton a man who. after Ave years of diligent effort, has reached a com manding position, a position of Importance and influence. He ha made good, and to replace him at this time with an untried man. however good, would be. I fear, a costly mistake for Portland and for Oregon. And I believe tt the duty of every taxpayer and every citizen, who has the welfare of the city and state at heart, to support Sen ator Fulton in thia contest, and see that he is retained where he can continue the work on which he has made such, a splendid beginning. Yours truly. TH BO. B. WILCOX. BONDS FOR HIGH SCHOOL Only Seven Taxpayers Oppose Fro- posed $250,000 Issue. Only seven taxpayers in Sk-hno! FMstriet No. 1 opposed, the issue of JlTrfUJOO worth of bonds for tho proposed lileh school In Albtna. They were outvoted by 478 who wished the bonds authorized. The bal lots were also largely in tho majority to tix the County Treasurer as the agent who shall sell the Issue. The balloting continued froin. 1 to 4 P.
