The Army pay b!l nag passed by the Senate today. Tho bill provide for Army officers a graded increase of pay ranging from 5 per cent for Lieutenant-Generals to 20 per cent for, Junior officers. It also provides that "the average pay of enlisted men of the Army, as now established be in creased 40 per cent." This amendment, pustfested by Culberson of Texas, takes away the discretion of ihe President in fixing the pay of soldier. . Scott read a letter from a banker who stated that Army officers pay 3 per cent Interest per month to have their salaries discounted because their incomes are so small. . An amendment Was offered by Bacon, and adopted, giving six months' pay to families of officers and enlisted men upon their death. The Navy pay- bill, equalising the.-par of officers of the Navy and Marine Corps with the pay of officers of the Army, was ordered favorably reported to the House today by the committee on naval atTaira. That committee "also agreed to report favorably the bill extending to Rear-Admirals who were retired by the passage of the naval personnel act in 1899 the benefits of that act, whereby the rate of their retired pay will be. increased. Agreement was reached .by the commit tee to report favorably the naval 'militia Mil Introduced by Chairman Foss, which Hives the Navy Department control over the naval militia. (Special.)- is altogether likely that 15 Hin dus who are under arrest here under the natul act for examination of immi grants, as arranged by the Provincial .government, will escape on a technical error of the officer who applied the ex amination. According to the regulations the new arrivals must be asked whether or not they can "rend or write in Eng lish or any other European language." What the Interpreter really asked was: "Can you read or write In English or any other white man's language?" The House today passed the bill providing for the payment to tho Roman Catholic ardii hlshop of Manila of $4'i3.0UO for damage done to church property during the Span ish War and the subsequent Philippine in surrection. The bill was debated for sev eral hours. Bids for Canal Supplies Postponed. WASHINGTON.- March S.At the di rection of Secretary Taft the opening of bids by the Ixthmlan Canal Commission lor supplies of cement, set for March 11 has been extended until April 13. The commission expects to purchase 4.500.000 barrels- of cement. The approximate cost of material and transportation will be about llOiOOO.OOO. . - ( Treaty With Mexico. WASHINGTON. March 6. A treaty of arbitration between the Vnlted States and ilexk-o has beon agreed upon and will be signed in a few days. It is said the treaty will follow the same lines as that negotiated with France recently ratified by the Senate. Government Buys Silver. WASHINGTON. March 6. The Treas ury Department today purchased r-fto ounces of silver for delivery at Denver ut 55.769 cents, per fine ounce. TROOPS TO BREAK CAMP Will Leave Goldfield Today and Re. turn to Their Quarters. WASHINGTON. March 6. The Unit.-J States troops which were ordered to Gold- field to suppress mining riots tnree ' months ago will break camp tomorrow and return fo their quarters at the fre sidio and Monterey, Cal. Nothing is known at the War Department of the preparedness of the state to take over the responsibility of preserving order. State Police Take Charge. RENO. Nev., March 6. The state po lice organised at a special session of the legislature about six weeks ago have been enlisted, drilled and equipped, am are now In Goldfield under the command of Inspector Cahlan. There are S3 pri vates and four sergeants. There baa been no unusual disturbance at Goldfield and it not. thought the special police will have any difficulty about preserving the order now maintained.' RAILROAD MAY HAVE TROUBLE Rio Grande Requests Men to Sign ' 10-Hour Schedule. DENVER, March 6. The News today says: Ali employes in the mechanical department of the Denver & Rio Grande were yesterday requested to sign printed slips containing the rules under which the company expects to . operate in fu ture. The new rules provided for a 10 hour day instead of nine hours, as agreed upon in the contracts, and only four holidays during the year. Instead of all the holidays usually observed by union men. The four days to be recognized as holidays are Christmas, Fourth of July, Labor day and Thanksgiving. The com pany reserves the right to alter these rules at its option. Only a few of the men signed the slips, and. although is declared that failure to sign might result in dismissal, the -majority of the em ployes turned sack the agreement. A few- days ago notices were posted in the Denver & Rio Grande shops stating that the eight-hour day would be re sumed and the force employed on March 1 would be retained. The rules sub mittea to the men yesterday are consid ered by them in abrogation of this notice. All the ballots in the machinists' strike vote have not been returned, but they are expected to be in before Saturday night. It is claimed the vote is In favor of ! striking to protect the contract, but the actual returns of the ballot will not be made public. If the vote is for a strike,' one of the grand officers win be called to Denver to hold a final -conference with the railroad officials before action is taken. SECRETS OF TORPEDOES Bliss Company Says Employe Has Stolen Brass Models. NEW YORK. .March 6. The E. W. No rep resentative of the Government appeared against Esser. GOVERNMENT IS NOT ALARMED Does Npt Think Any Secrets of Tor pedoes Have Been Sold, WASHINGTON, March 6. Little im portance is attached here to the arrest in New York yesterday of William Esser, reported to have negotiated with the Ger man government for the sale of Govern ment secrets employed in the manufac ture of high explosives. It was stated today' at the Navy Department that the Bliss firm, for which he had been work ing, possessed none of the Government secrets. This .firm Is manufacturing a limited number of torpedoes for the Gov ernmetn and also has a small contract for "common projectiles," but makes no armor-piercing shells. The Bliss Company possesses secrets of Its own and is known to be constantly experimenting for the development of others. INSANITY PLEA FOR ALIA Judge Appoints Commission to Ex amine Assassin's Mind. DENVER, March . Robert H. Whit comb, attorney for Giuseppe Alia, slayer of Father Leo Heinrichts. O. F. M., today applied to Judge Greeley Whltford in the Criminal Court for a postponement of the trial set for next Monday,- and for the appointment of alienists to make an examination of the prisoner. Judge Whltford refused a continu ance of the case, but in order that Alia might be sure of a fair trial said he would name Baron G. Tosti, Italian consul, and an expert .on mental diseases. Dr. Jos. Cuneo, and another alienist, whom these two might select to examine Alia.. COMMUTATION IS CERTAIN Emperor Nicholas W ill Not Condemn Stoesscl to Death. ST. PETERSBURG. March 6. The ver-H diet in the cus.5 of Lieutenant-General Stoessel, who was recently sentenced to death by a court martial for the sur render of the Port Arthur fortress to the Japanese, was formally pronounced today. It is regarded as almost certain, however, that Emperor Nicholas will accept the recommendation of the court that the sentence be commuted. The court has annull.d the sentence of reprimand passed upon Lieutenant-General r'ock, because of the remoteness of his offense. The Creceliue bill, which tobacco-growers say will cause the end of night-riding, was passed by the Senate today. It had already passed the House. Bank Examiner Miller Protests ' Against System as Applied to the State Bank ,& Trust Company. CARSON, Nev.. March 6. The most sensational development in the affairs of the State Bank & Trust Company today was the Issuing of a statement by the State Bank Commission that hereafter the trading accounts, which had been prohibited by Bank Examiner Miller, could be continued. The statement was issued in the face of the second report or Miller, which showed the bank to be insolvent to the amount of 451.069.27. Miller insists that his statement is correct and that the system of trading accounts is wrong, is pernicious and is robbing the assets of the bank. . ORIENTAL BANK TO LIQUIDATE -Will Receive Loan or $4,000,000, Giving Assets as Collateral. NEW YORK. March 6. Justice O'Gorman today gave his consent to a plan to liquidate the affairs of the Oriental Bank, by which the Metro politan Trust Company will roan S4,00J.()O0 to the bank, enabling it to pay off all Its depositors. The trust company will take over the bank's assets as collateral for the loan. Heiuxe Given More Time. HELENA, Mont., March 6. Because counsel for F. Ausgustus ' Helnse had ' re ceived no reply from President Roosevelt regarding a pardon in connection with a fine of $30,000 imposed upon Mr. Heinze for contempt during his copper war with the Amalgamated Copper Company, Fed eral Judge W. H. Hunt has granted 10 daye more in which to deposit the fine money. Counsel asked for an extension of 60 days. Private Bank Assigns. PHILADELPHIA, March 6. William Stade, .Clark & Company, bankers and brokers, announced their assignment today for the benefit of creditors. It is understood the failure is important. No cause is given. BODY OF MRS. NO YES HELD Effects Auctioned Off McComas Is Formally Charged With Murder. LOS ANGELES. March 6. The body of Mrs. Charlotte L- Noyes, who was snot and killed by W. P. McComas in her apartments last Friday morning. Is held by the firm of undertakers which prepared the body for burial. A relative in Newburyport, Mass., has asked that the remains be forwarded to that place, but a request for funds to defray, the undertakers' expenses has met with no reply. The effects of Mrs. Noyes were auctioned off today in her apartments where the tragedy occurred. McComas has been formally charged with mur der and will appear for hearing next Tuesday morning.. Construction V.'orU to Begin Soon . ej Contracts Can Be Let. Trains by 1909. SEATTLE, . March 6. The' franchises giving the Union Pacific right to enter Seattle were signed today by Mayor W. H. Moore. Work will start at once on the extension of the line from Portland to Puget Sound. The Harrhnan line has been waiting to settle its franchise questions before be ginning construction work, save in a small way. The tunnel under the -city, which was started six months ago, has been driven 900 feet, and a small branch road to the Hanford Creek Coal mines, nine miles In length, connecting with the Northern Pacific at Chehalis, has been all the construction work uone on the line. The announcement was made by J. D. Farrell. Harriman's representative In Washington, that work would begin at both ends of the line as quickly as the contracts were let. The Union Pacific has spent U5.000.000 in Seattle for termi nal propsrty and proposes to spend at least t25.OUO.O0O In addition to the de velopment of Hs property in the city. It Is the purpose of the company to hasten the work of road building so that it will be running trains when the Alaska-Yukon-Pacific Exposition bpens in 1303. Tunnel to Goat Island. SAN FRANCISCO, March 6. To con struct a tube, tunnel or subway connect ing the pier head line on the Oakland side of the bay with Terba Buena Island, commonly known as Goat Island, is pur posed in pap3rs filed in Oakland yester day and effecting the consolidation of the San Francisco, Oakland & San Jose Rail way, ordinarily referred to as the : Key Route, and the San Francisco & Bay Counties Railway, which was recently in corporated for the purpose of constructing an electric line to San Jose and to build two minor lines. The capital stock of the consolidated corporation fa fixed at r. 750,000. Fix Rental of Cars. CHICAGO. March 6.
