" Owing to the large accumulation of business, the City Council yester day afternoon adjourned to meet at 2 o'clock P. M. today. At the session this afternoon the ordinance for the relief of the city- unemployed, the alleged defects In the grading of Dekum avenue and other matters of much Importance -will be discussed. lielief for the unemployed of the city to the extent of $10,000 may be voted by the Council at an adjourned- meeting to be held at 2 o'clock this afternoon. At the session yesterday, Councilman Rushlight Introduced an ordinance ap propriating that sum, but as it was late in the day and the members were anxious to get home, action was post poned until today. It is believed the relief measure will pass. According to the terms of the ordi nance, introduced yesterday by Coun cilman Ilushllght, employment is to be given to the deserving men of the city at a maximum wage of ?2 a day. It is proposed to name a special commis sion, composed of five members, to handle the rrfbney, and to supervise the work. Mr. Rushlight requested that City Engineer Taylor and Superinten dent Donaldson, of- the 6treet-cleaning department, be named as two of the members, and Mr. Rushlight was nom inated by Councilman Kellaher as the representative of the Council on the commission. However, there seems to be a doubt as to the legality of a Coun cilman acting on sich a committee. The ordinance, as It stands, calls for the cleaning up of the streets, docks and public places by the men given employment, and plainly sets forth that this is an emergency call for addi tional workmen, for the purpose of put ling the city into first-class condition for the approaching Rose Carnival. The appropriation is to be made available within 10 days after the pas sage of the ordinance. If there is any of the fund left, it is to revert to the city. COLNCILMEN" IX CLASH Mr. Driscoll Hotly Resents Remarks Made by Sir. Vaughn. "I am speaking seriously now, and did not mean what I said a moment s ago, when I remarked that I have as much sense as Councilman Concannon, for I've KOt more sense than Concannon and Dris coll put together," declared Councilman Vaughn, when he was addressing hla col leagues relative to the Dekum-avenue im provement contract yesterday afternoon. After Mr. Vaughn finished his statement, In which he declared the work is outrage ously poor. Councilman Driscoll arose "and, with a dramatic wave of the hand and with a most earnest expression of counte nance, declared that he would sooner or Inter stop Mr. Vaughn from making slur Ing remarks. Mr: Vaughn merely smiled, for he weighs about 100 pounds more than does Mr. Driscoll. "I wish to serve notice right now on Mr. Vaughn," said Councilman Driscoll, "that 1 am tired of his slurring remarks about me. I want to tell him right here, in the presence of this Council, that I have had enough of his words in reference to me, and I will say that if he continues It, I will stop him; I want it strictly under stood." Mr. Vaughn encountered all kinds of opposition on this matter, he being per sonally interested in the Dekum-avenue improvement, being a resident on that thoroughfare. His share of the cost is J307. and he maintains that he could have had it done by private parties for ioO. He also declares that the work is poor and that the contractor," Harry Howard, mined gravel in the street. Councilman Kellaher was the only mem ber who supported Mr. Vaughn, Mr. Kel laher declaring that he inspected the job and found the curbs falling in, the side walks covered with water and large holes in the middle of the street. "The matter Is out of our hands," de clared Councilman Driscoll, "as the con tract has been accepted by the city." "I will say personally that I found the . job to be a good one," said Councilman Concannon, Mr. Vaughn's Democratic col league. "It seems strange Democrats will dis agree that way," remarked Councilman Baker. "There's too much hot air atout the whole thing to suit me," remarked Coun cilman Bennett. "I think we ought to postpone it." Mr. Vaughn then assailed Mr. Bennett for the latter's remark. About 40 peopls had been waiting for a long time, Mr. Vaughn said, to address the Council on the work, but went away when Mr. Vaughn told them the matter would not come up at the afternoon session. Mr. Vaughn therefore desired postponement of the subject, to give them opportunity to speak, but Councilman "Wills and oth ers desired the matter settled for all time. It finally went over until the adjourned session, at 2 P. M. today. Paves Way for a Suit. Formal application was made to the City Council, at its session yesterday af ternoon; by the. Mount Hood Railway & Power Company, for a right of way across the city's property on the Bull Run River reserve, in Clackamas County. The matter was referred to the Council committee on parks and public property and the committee on Judiciary. 1 The company recently attempted to se cure this right of way from tn city by means of condemnation proceedings in the courts at Oregon City, but Judge Mc Brlde ruled that its officials had not taken the proper steps.
