MONTHLY MEETING HELD Nfw Quarters of Organization Pro posed as Commercial Center by President Townsend and Secretary Muller. Plans for the establishment of a com Tnrrclal exchange In Portland are under 'consideration by the members of the Hoard of Trade. At the regular monthly meeting of the organization last night, tho project was discussed fully and a bet ter understanding was reached by the members In regard to the proposed change. The Board has recently secured" larger quarters in the new Commercial flub building where there will be facilities for putting In an exchange If the body decides In favor of It. The proposal was the etiief subject of discussion at last night's meeting. Presi dent T. 9. Townsend Invited the co-op-rration of the members to bring about the changes and urged a closer unity among the business men through the medium of . tho Board of Trade. He explained that the action of the executive committee In leasing larger quarters In the new Com merclal Club building contemplated the inauguration of the exchange idea as .it is followed in other large cities of the country. How Exchange Would Work. In the new quarters, he said, merchants could come between 11 A. M. and 1 P. M. to the exchajige rooms, where they could arrive at an understanding In regard to tho day's quotations on all commodi ties ancHn fact meet their customers and others In the same line of business. In this way it was believed more (business ran be transacted with less loss of time than under the present system whereby one merchant has to cover a good deal of territory if he wants to meet others in his own line of business. ' "While Innovations of this kind will take hold only gradually," said Mr. Town send, "the consensus of opinion has con vinced me that business men generally are In favor of such a move" Captain Chilcott. E. B. Caldwell, George W. Cnmmings, Willis Fisher, G. F. John son, O. W. Taylor, J. D. Lee, J. R. Laber and others spoke briefly in favor of the proposed change. Tho new secretary, Fred Muller,' who came here recently from New Orleans, where he was for years secretary and treasurer of the Board of Trade, was called upon to give the practical workings of such an exchange and showed how valuable to all merchants a commercial exchange may become. He said: Miller Outlines the Tlan. In the evolution of commerce and busi rt.ps in this country. Boards of Trade have ben organized and have grown to impor tance. The g-eneral objects and purposes of these organizations are very similar. The Board -or Trade of New Orleans, which I ehall .e as an example, has existed for 26 years. It is -a part of the general expan sion and development of the South. It is an example, alao,. of an exchange which Is maintaining on a broad and high plane, the purposes for which it was organtezd. -The general objects and purposes of a Board of Trade are: To maintain a com mercial exchange. To promote uniformity In the customs and usages of merchants; to Inculcate principles of justice and equity In trade; to facilitate the speedy adjustment of business disputes; to acquire and dis seminate valuable commercial and economlo Information; and generally to secure to its members the benefits of co-operation in the furtherance of their legitimate pursdlts; to secure uniformity In commercial laws and customs and to promote equitable prin ciples. That these obtects are of a high order and not only productive of benelit to the members of the organization, but to the general public is largely self-evident. The Board of Trade should facilitate the buying and selling of commodities by providing a large trading room; by bringing together in that room all of the dealers, the buyers and sellers of products; by equipping such trad ing room with various facilities, such as tables for the dtsxlay of samples; by pro- vidtng ppace for the'telegraph and telephone companies, so that messages may be re ceived and transmitted With promptness; by arrangements made with the telegraph' com panies tor the receipt of the various markets of the world; by displaying the continucXis quotations of such markets, as well as other general information upon blackboards in such trading room, thus giving to the mem bers all the Information which is needed to aid them in carrying-on their business in telligently; by the framing of rules In har mony with which members must act. and whU'h rules reduce this business to such a system as to enable large volumes of busi ness to be transacted ' with comparatively few disputes. Kqutty In Trade Object. The purpose "to inculcate 'principles of justice and equity In trade" might be con sidered a mfost Important object. A careful scrutiny and selection of all applicants to membership, and, insistence upon a high standard of business integrity, should be a prerequisite for admission. Any complaint . Rgalnnt a member for the violation of the Board's rules, or- for uncommercial conduct, should be promptly and courageously met. The Board of Trade should also foster just and equitable principles of trade by offering the facility to all shippers who - have a complaint against any or its mem bers, to have the seme fully Investigated, through its proper officers; such investiga tion is made without any expense or charge to the country shipper. The Board of Trade in such cajes should compel the righting of any wrong and take steps in case of re fusa-1 on part of a member. Adjust Business Disputes. The Board of Trade should facilitate the speedy adjustment ot business disputes through the medium of a board of arbitra tion and a board ot appeal, which boards at very small expense and with great promptness, decide all disputes between members, which disputes might otherwise result in expensive end tedious litigation in the courta The Board of Trade should also carry out the aim of acquiring and dissemi nating valuable commercial information. In this respect the only limit upon the extent of the data is the amount of money at the dlsnosal of the Board for such pur cose. "While a general outline of market quotations from other trade centers can be obtained at prices ranging from $150 to $800 a month., some of the larger Institutions are expending as much as $10,000 and more a year to place before the members the van cus information as to market values, re celpts. etc. - ,. The suggestion was made during tho meeting that the Board of Trade become Incorporated, that the maximum member ship be -fixed at 1000 and that each mem- her become a stockholder of the Incorpor ated organization. The par value of such a corporation, it was suggested, should be $t a share. It was argued that the changes would mean a great benefit to every merchant In the city, each one of whom should become a member of the corporation. Appropriate Millions tor Relief. ST. PETERSBURG. Feb. 4. A bill ap propriating $3.r3,O0O for famine relief, in addition to the gum voted by the Douma, has been submitted to the Cabinet, and soon will bo introduced. A. R. COUNCIL TO MEET AdmlnlstratlTe Body Holds Session In This City Saturday. The Council of Administration of the Denartmen of Oregon. G. A. R., will meet Saturday afternoon, at 1:30, in Grand Army Hall,- Second and Morrison streets. There are a number of matters of im portance to the organization to come up for discussion, chief among them being the fixing of the date of the annual state encampment. Other matters of in terest to the department will be con sidered. Department Commander Blythe, of Hood River, will attend and will pre side at the meeting.
