WILL LOAD FOR THE ORIENT Strainer Came North From Guny. mas and Missed Uer' Canceling Date by Eight Days Kates Now Are 1owered. ASTORIA, Or., Feb. 3. (Special.) The Briish steamer Mortlake received orders tonight to proceed to Portland and load lumber. She will leave up the river tomorrow morning. The Mortlake has been rechartered by the American Trading Company, of San Franci3co, and will load lumber for the Orient at the Portland Lumber Company. She will leave up the river this morning and will arrive in Port land late in tha evening. The Mortlake was under charter to the American Trading Company to load lumber at Portland for the Orient. She came north from Guaymas in ballast end missed her cancelling date by eigrit days. In the meantime the charter rates on both wheat and lumber had fallen and the owners of the steam ship were forced to accept a new char ter at a considerably lower rate than the original charter. Lumber exports have been on the in crease for the past three months and the rates to Australia and the Orient have been a iittle better than those for wheat to the United Kingdom. This threw considerable tonnage into the lumber business, but lately"- there has been a slump in the rates on all goods from the Pacific Coast porta. GOVERNOR WANTS NAME Shipping Men Asked to Nominate a Man for Boardlng-IIouse Board. Governor Chamberlain has dispatched a letter to all shipping men in Port land, requesting that they get together as soon as possible and agree upon a man to be appointed In the place of Captain Andrew Hoben, resigned, as a member of the State Board of Sailor Boarding-house Commissioners.. The act of appointing a man to fill the office of Boarding-IIouse Commis sioner is one that is exceedingly diffi cult. The appointee must be a man who is thoroughly conversant with the business and one who is interested in the welfare of the port. The resignation of Captain Andrew Hoben took' effect February 1. The other members are William MacMaster and Amadee Smith. STEAMER SENATOR ARRIVES Vessel Reaches Port After a Fair Passage Vp the Coast. The steamship Senator of the San Francisco & Portland Steamship Com pany, arrived up yesterday morning at 10;10 o'clock with 52 passengers and ii light cargo of freight. On the voy age up the Coast the Senator experi enced fine weather, but after enter ing the river she encountered snow and 'rain. James Byrnes, the veteran purser, failed to come north on the Senator this trip. He was transferred to the new steamship Rose City. Mr. Byrnes' place was taken by Mr. Wardner, form'eriy purser of the steamship City of Panama. On the next trip north th berth will be filled by F. H. Hay ward, now on the Costa Rica. Mr. Wardner will return to his duties as freight agent at San Francisco. YAKIMA WRECKED ON SNAKE Freight Steamer Cornea to Grief at Diamond Crossing. The steamer Takima, under lease to the O. R. & N. Co., as a freight boat between Riparla and points below Lewiston, has been wrecked at Dia mond Crossing. The steamer Spokane has taken off the larger portion of her cargo and the vessel will be floated to day. The extent of the damage has not been learned. The Yakima is a small sternwheel steamer and was built by Captain "Jim" Miller. She was in command of Captain Charles Miller at the time of the accident. The Yakima was bound for Riparia with a full cargo of wheat. Weekly Concert for Sailors. The Portland Seamen's Friend Soci ety gave its regular weekly, concert for sailors last evening before an euthusl astic audience of seamen and lands people. The performers were all high ly talented, and repeated encores were the order of the evening. W. A. Cough lin showed great ability as a ventrill quist and mimic. The steam er Takima, employed 6n Snake River in the grain traffic, was slightly injured' at Diamond Crossing, 15 miles above Ripa ria, yesterday. The steamer la now on the beach discharging her cargo. She will be taken to Riparia tonight. Breakwater Arrives From Coos. The steamship Breakwater, Captain MacGenn, arrived up yesterday from Coos May with a large list of passengers and -a full cargo of freight. The Breakwater had an exceptionally smooth passage up the Coast and came up the river ahead of the snow etorm. The Breakwater will sail Wednesday night. San Francisco Wheat Shipment. SAN FRANCISCO, Feb. 3. Wheat clear ings from the Pacific Coast for the month ending February 1 amounted to 1.172,542 bushels of wheat and 85,443 barrels of flour. St. Hugo Finishes Grain Cargo. The British steamship St. Hugo finished loading grain last night. She moved to the stream late in the afternoon and will leave down this ' morning. The St. Hugo has on board upward of 200,000 bushels of wheat and will clear for the United Kingdom for orders. The British steam-, ship Bessie Dollar will follow close on the heels of the St. Hugo and the Ger man steamship NIcomedia will not be far behind the last. . Despatch Not Badly Damaged. HONOLULU Feb. 3. The steam schooner Despatch, which struck- on a reef just outside this harbor yesterday, succeeded in getting off without assist ance. She sustained no serious damage. Marine Notes. LOWIT ON TRIAL IN MUNICIPAL GOURT Ex-Manager Accused of Steal ing Goods From Golden Eagle Store. HE PLEADS WOT GUILTY District Attorney Manning and Spe cial Prosecutor Slower Intro duce Strong Evidence ' Against Accused. Gus A. Lowit, erstwhile manager of the Golden Eagle Drygoods Store, who piloted It to insolvency in barely -a year, was arraigned in the Municipal Court yeeterday afternoon. After his plea of not guilty had been entered, hia preliminary examination was taken up on a charge of stealing drygoods from the store. Half a dozen witnesses were heard and the entire afternoon was consumed without so much as exhausting the testimony for the prosecution. The state has several more witnesses in re serve, and It is understood that Lowit has an elaborate defense prepared. The case will consume , all this afternoon and may continue tomorrow before Judge Cameron has a chance to decide whether or not Lowit must answer to the CJrcult Court for his alleged theft. That the prosecution means business was evidenced from the fact that Dis trict Attorney Manning and Special Prosecutor Gus C. Moser were on hand in person. Every witness Was ex haustively examined, and quite as care fully cross-examined by Lowit's law yers. Long and Sweek. Lowit was ac companied in court by several personal friends, and the spectators' section was well filled. Two important pieces of evidence were brought out by Mr. Moser, who conducted the examination of the wit nesses: First, that a wagon used to have a. habit of backing up at the Golden Eagle store at unseemly hours of the night, and secondly, that Lowit, on at least one occasion, sent ship ments of goods out to a branch store without charging the same. Inciden tally, it was brought out that the branch store was conducted by Lowit, and that Lowit owned an interest in the concern. While not bearing directly on the case, a significant fact was the state ment of the company's affairs under the Lowit regime, as presented by Major J. P. Kennedy, assignee of the insolvent institution. At the time the store stranded, after a year of Lowit's man- agement, the total liabilities were $229,000, while the total -assets were but $112,000. This last figure repre sented a statement of the cost price of all goods in the store. Dr. George H. Strowbridge was the first witness. A year ago he had. rooms opposite the Golden Eagle store at Sec ond and Yamhill streets. Several times, when called out on professional calls, he noticed a wagon backed up at the store long after midnight. He would see men loading boxes of mer chandise into the. wagon. He was sure it was not a garbage wagon, as was suggested by Lowit's counsel. W. G. Lutz, former department man ager and buyer at the defunct estab lishment said that when he arrived at the store one morning he found a ship ment of goods from the Princess Man ufacturing Company. Knowing it had not been ordered, he asked Lowit about It, who said the goods were intended for the branch store. According to the contention of the members of the association, tta Steel bridge, at present doing duty a 6. means of access to the 'business district of the city, is too small to accommodate the increased traffic from the district served. It is also declared by members of the as sociation who travel over the structure, that they are continually interrupted by the opening and closing of the draw, and also that the deck of the structure is In a filthy condition. In rainy weather the bridge is covered with slimy, sticky mud which passing vehicles splash over the walks reserved for pedestrians. It is further contended that the popula tion of North' East Portland. Albina, North Albina, Irvington, Holladay Park, and the localities between Portland and St. John, have .increased to such an ex tent that that section of the city is en titled to better facilities. Dan McAllen, one of the members of the association and a resident of that district for many years, speaking on the subject last night said: "The Steel bridge has become utterly in adequate to accommodate the needs of the increased population in the district north and west of Holladay avenue. This section of the city has spread out to such an ' extent that it now extends to St. John and almost to the Columbia River. In this district at present there is nearly double the population of all other sec tions of the East Side now accommodated by three bridges, yet we have but one, and that is the worst, as far as trafric accommodations are concerned, of all four "The railroad company is about to con struct a new bridge, but we want a bridge independent of a railroad or any other corporation, and we sincerely believe that we are entitled to it. SEWERAGE FOR SELLWOOD Question Discussed at Meeting or the Local Board of Trade. At the meeting of the Sellwood Board of Trade last night, A. N. Wills presid ing, the question of sewerage was ex tensively discussed. Plans for a sanitary system for the entire suburb of Sellwood were submitted by Engineer H. Gilbert, which would cost ?47 a lot. He figured oil about 3000 lots. M Gilbert figured that the cost of a 24-inch conduit through the Scott farm to the Willamette River at Milwaukie would be $10,000. For the combined system, which would take care of both the storm water and the sani tary sewerage, the cost would be J80 a lot.
