Minneapolis Corporation's Bid- Is ltcjccted by City Board w Tenders Asked. After lengthy discussion, during which representatives of the Minneapolis Steel & Machinery Company., the Northwest irid(te Company and other bidders were heard, the Kxecutlve Board yesterday af ternoon rejected the bid. of the Minneap olis concern, on the ground that it was irregular, and awarded the contract for the construction of the Unton avenue bridse over Sullivan's Gulch to the Northwest Bridge Company, a Portland lirm. the next lowest buftler. The local company has all of the steel required for the job on hand, and will immediately begin work. The specifications on the back of the check were that he contract must be awarded within ten days from date of receiving proposals. Over this techrilcality there arose an argument. In which City Attorney KavanaugU held that this was a most unreasonable con dition, and strongly advised that all fu ture calls for bids be made to read that unconditonal certified checks be ten dered. Ex-City Attorney. McNary read a seotion from the Oregon code, which made it clear that . to be ner-iable a certified check must be unconditional in Its terms of payment. In -view ol all the facts, and because of a possibility of lit igation, the Minneapolis' company's bid was rejected, upon motion of L. T. Peery. Only two of the board voted against re jection. Speaking for the Minneapolis Company, Its lawyers, F. V. Holman and R. D. Montague, argued that the check was good, and they offered to deposit its face value in gold coin, -- necessary, to guar antee it, or to furnish an additional un conditional certified check, but the board members voted -to reject the bid because of what they declared to be an irregular ity. The board unanimously voted to reject tho bid of Backus. Gleblsch & Joplin for the proposed reinforced concrete bridge across Sulllvan'a Gulch. The City Audi tor was authorized to readvertise. City Engineer Taylor declared it to be his belief that a better bid will be received. The alleged indefinite specifications of the lowest bidder was the cause of -the rejection. LOWER To Milwaukie, 5 Cents; to Oak Grove, 10 Cents, With Transfers. SALEM, Or.. Jan. 31. (Special.) The residents of Milwaukie have secured from the Oregon Railroad Commission the de sired order directing the Portland Rail way, Light & Power Company to reduce its fare between Milwaukie and Alder street" from 10 to 5 cents, with transfer privileges. At the same time the Com mission has ordered a reduction of fare from 15 cents to 10 cents between Mil waukie Heights, Courtney, Oak Grove, Center and Risley on the O. W. P. lines and Alder street In Portland. In addition to this reduction, transfer privileges the same as between Lents and Portland must be granted. The order 'of the Commission also requires the com pany to continue selling- 20-ride commuta tion tickets as in the past.
