September exports of grain, lumber and flour from Portland for tho month of September amount to 1,400,32 In "value. The month' has been by far the heaviest if the fiscal year, and both In volume of business and the value of the exports Is far ahead of the corresponding month of last year. Oriental flour shipments ran up to 164, 2!6 barrels, valued at $006,625. In addition to the regular line steamers there were two tramps loaded here. They were the :icrman steamship .Eva and the British steamship Kalomo. The former went to Shanghai and the latter to Japanese ports. The clearance of the Arabia yes terday added 66,118 barrels of flour to the 'total for the month. Wheat and barley shipments were ex ceedingly heavy. Of the former there were 697,626 bushels sent foreign and of the latter 194,444 bushels. Two cargoes of wheat went to the Orient and the balance "to the United Kingdom for orders, with the exception of the bark Conway Castle, 'which cleared for Dublin direct. Lumber shipments both coastwise and foreign showed a decrease over the month of August, only about one-half of the amount going each way. Shipments were on a par with July exports. The end of September closed the first quarter of the grain season of 1907-8. Exports In all lines show up well over the amount set afloat last year during the corresponding period. The outlook foi a heavy foreign movement during October Is very good. "Wheat receipts are Theavy and there Is a sufficient amount of tonnage in sight to handle the grain. THREE STEAMERS ARE TAKEN FiUpatrtck Is Chartered far Grain to the United Kingdom. Balfour. Guthrie & Co. have chartered the British steamship Fitrpatrlck to load (rain at Portland for the United King dom for orders. The Fttzpatrlck is a steamer of 2838 net tons register and is due at San Francisco with a cargo of -coal from St. Lucia. She sailed from the latter port August 3. She is a good carrier and will take close to 7000 tons on the outward trip. The British steamship Bramley was also chartered yesterday. She was fixed for an outward cargo of lumber for the Orient. The Bramley is at San Francisco, having reached the California port with a cargo of coal from Newcastle, N. S. vv., August 14. She is a trifle smaller than the Fltzpatrick. E. T. Williams has chartered the Brit ish steamship Angus for Puget Sound loading. The charter on the Angus is a long distance one. The steamer is sev. eral months amy. The rates paid for the three charters have not been made public, but the grain ship Is in the vicinity of 33s 9d. Two spot steamers on the Sound recently refused; that flgure and one of them was later fixed at 35s. Charters will be active during the next few weeks. There Is a large amount of onnage listed for the port which is not yet taken out. They are principally coal steamers from Newcastle, N. S. W. Wireless From the Governor. District Forecaster Beats, of the Wea- ther Bureau, received a wireless yester day from the Pacific Coast Steamship Company's steamer Governor, while that steamer was oft Heceta Head on the Ore iron Coast. The message from the Gov ernor stated that the barometer had fal len to 27.79 and was still falling rapidly. The temperature was 65 degrees and a blow was expected. Storm signals were ordered displayed and from all stations tietween Mendocino and Cape Flattery the signals have been out since yesterday morning. Marine Notes From Hoquiam. HOQUIAM, Wash., Sept. 30. The chooner O. M. Kellogg, Captain Iverson, arrived in today in ballast 19 days from Wahukono, H. I. Captain Iverson reports a quick and pleasant passage and all hands well. The schooners Zampa and Borealls ' Ifrom San Francisco, 'arrived and passed quarantine. Ten sailing vessels either sailed or towed in over the bar today, both the 'wind and tide being favorable. This is the largest fleet to arrive for many months In a single day. Takes Examination for Master. Charles H. Johnson, mate of the steam hip Costa Rica, has left the steamer temporarily and is before the local in spectors at San Francisco taking his ex amination for master's papers. During his absence his berth is being filled by Second Officer Preston. Mr. Johnson is the son of Captain Johnson, the veteran pilot of the Columbia River Bar. He has been running Into Portland on the steam ers of the San Francisco & Portland Steamship Company for several years. River Pirates Steal Light. The brlftht fixed light which marks the channel of the Willamette River between Oswego and Oregon' City has been stolen by river pirates. It will be replaced by the Lighthouse Department as soon as possible. Interference with aids to navi gation is a serious matter and if caught tho culprits will be dealt with by the Federul Government. French Barks Arrive In. The French bark Turgot. 73 .days from Newcastle, N. S. W., in coal, and the French bark Laennec, from Swansea, ar rived in at Astoria yesterjp-y afternoon. The vessels were reported Sunday morn ing by the lookout from' North Head. They stood off shore anil in the morning were not in sight. Both vessels are un der charter for outward loading. . Robert Balfour Here. Robert Balfour, M. P., arrived In Port land last night from London. Mr. Bal four was a passenger across the Atlantic on the maiden voyage of the steamship Lusitania and Is now on a tour of inspec tion of the branch houses of the com. pany. He will proceed from Portland to San Jranclsco. Marine Notes. The steamshiD Breakwater sailed last night for Coos Bay ports. Sbe carried a large passenger list and considerable freight. The steamship Costa, Rica, from Ban Francisco, arrived up yesterday morning. On the trip up the river she was detained for several hours by fog. The schooner James Rolph arrived in at Westport yesterday. She will load lumber for the voyage South. The French bark Genevieve Molinos, from London, in cement, arrived yester day. An objection was made yesterday by the attorney for John Conrad when Dep uty District Attorney Moser asked that the saloon man's' case be set for a sec ond trlak Conrad's lawyer will submit a motion for a change, of venue. He holds that the case was tried by the newspapers rather than by the court. Conrad Is charged with having allowed his wife. Essie Watklns, to keep a house of 111 fame. Will Hear Parker's Appeal. A meeting of the Civil Service Com mission will be held tomorrow morn ing at 10 o'clock, for the purpose of hearing .the charges against H. E. Parker, who was recently discharged from the police department by the Ex ecutive Board. Parker was dismissed for absenting himself from duty with out leave, and appealed to the Com mission. Many lines established entirely new records, while other report the heaviest business since September, 1905, when the Lewis and Clark Fair was drawing to a close and travel was unusually heavy. The splen did business of the past 30 days shows that people of the entire state have been traveling to an extent heretofore un paralleled. This fact Indicates the pros perlty of the Pacific Northwest. It is only when conditions are unusually pros perous, say tioket agents, that there Is such a demand for transportation. The allied Harriman lines, which lead in the number of passengers carried, re port that their passenger business has been the heaviest since September, 1905, when the Lewis and Clark Fair brought hosts of visitors to Portland. Through out the month, the Third and Washington-streets office has been crowded with patrons, and the force of clerks was in adequate on rush days. The special excursion rates to the East. put In because of the Jamestown Exposi tion, Induced many from this state to go East during the Summer, but the Septem ber dates for the sale of these tickets were the heaviest of the year. This fact brought up the total business for Sep tember to a large total. The Hill lines have had a heavy Sep tember business In common with their rival roads. The figures compare with those of any other month since the North ern Pacific was built Into Portland. On Intermediate Lines. , As indicative of what the Intermediate lines did during September, It Is pointed out that the Denver & Rio Grande more than doubled the ticket sales of Septem ber, 1906. It was the only September with that line that compares "with the business done the year of the St Louis Fair. At that time travel from the Pa cific Coast to the East was "very heavy. Not nearly so many who bought tickets visited the Jamestown Fair during the past month, but the inducement to travel because of the low Eastern rates was such that many took advantage of the low fares. Westbound travel has been even heavier during the month of September than east bound. The Denver Rio Grande re port shows that July was the best month In the road's history, and the greatest part of the showing was made on west bound passenger travel. The Harriman lines, in compiling the weekly record of colonist travel, report that the movement of settlers to Oregon during the week ending September 23, was far ahead of that during the cor responding week of last year. Figures for that week this year are 1318 colonists carried to points on the O. R. & N. and Southern Pacific lines in Oregon stations. For the same week of 1906, 1201 people were carried. - During the week ending September 23, Portland received S38 homeseekers from all parts of the East and Middle West. South of Portalnd stations on tbe South ern Pacific received 130 colonists. Spokane got 119. Walla Walla 23, Baker City S3, Elgin 11 and Pendleton 12, Fight on Colonist Rates. It is understood that there is a move ment on foot among some of the Western roads to do away with the usual colonist one-way rates to the Pacific Northwest that are put in each Spring and Fall This subject will be brought up at the meeting of the Transcontinental Pas senger Association, on October 9. at Chi cago. William McMurray, general pas senger agent for the allied Harriman lines in this . territory, will attend this session to do what he can to keep the colonist rates in effect. "Oregon needs these colonist rates,' said be yesterday," and we must do all we can to continue them in effect. These low one-way rates are a great factor in building up this section and in fact the whole coast. It Is very important, I think, that they remain just as they are. I have heard that there will be- &' move ment started to annul these rates but I shall do everything I can to prevent such a move being- made. While in the East, Mr. McMurray will attend the convention of the American .Association of General Passenger Agents, which meets in Washington, D. C-, on October 15. He will leave Portland Thurs day and expects to be in the East for several weeks. While awayjhe will call the attention of heads of passenger de partments to the Rose Festival to be neld in Portalnd next year, and will awaken general interest in the affair so that travel may be largely '"directed this way during the time the Festival is in progress- -Board to Discuss Rail Rates. The question of changing' freight rates without the sanction of the In terstate Commerce Commission will come up for discussion at the regular meeting of the Board of Trade to night. The Lumber Manufacturers As sociation has brought the matter to the attention of the Board with view to protecting the interests of the shippers, who are now obliged to sub mit to .tho schedule published by the railroads. It is proposed to ask Con gress to pass laws compelling the rail roads to notify the Interstate Com mission when changes In rates are con templated. Public docks for Portland and the Davis bill for the extension .of Government support for economic ed ucation In the public schools will also be discussed at tonight's meeting. Reduced Rates on Hay. Reductions have been made in. freight rates on hay from Idaho points to Port land by the Harriman lines. The new rates become effective at once. From Boise the rate will be 85 per ton. From Twin Falls, which is a much greater dis tance from Portland, a rate of $6 has been made. Alleging .hat the moforman of a Fifth- street car, on seeing him driving along on Fifth street, between Everett and Flanders streets, one day last January, threw on more power so that the car dashed forward and crashed into his wagon, Masanosuke Tomioka has filed suit in the Circuit Court against the Portland Railway, Light & Power Com pany to recover S1.545 damages. Tomioka alleges that the wagon and harness were ruined, that he was thrown under the wagon-wheels and run over, and that when he attempted to rise he was struck by the car, which was going 25 miles an hour.
