Runyan. the defaulting teller of the "Windsor Trust Company, had known Iaura M. Carter only two weeka and had b on in her company loss than 12 hour altogether when he gave her $15,000. ac cording to. his testimony at the trial taday. Mrs. Carter is charged with having recflved money which she knew to have ben stolen and Runyan was the principal witness against her. Asked it he did not think he was invit ing disaster when he showed the $30,000 which he had taken from the bank to the woman on the street he replied. "I don't know. I don't think that it ever occurred to me." He said that up to the time he offered Mrs. Carter $5000 to keep him out of the way of the police for two or three months, he had never thought of deserting his wife and home. At that time he did not have a dollar. When he left the bank with the suit case stuffed with bank notes, he had no Idea of the amount of money it contained. The packages of bills had been picked up at random and thrown into the suitcase. The first time he knew the exact amount of his filchlngs was when he counted the money In the presence of Mrs. Carter in the flat which she had engaged as a refuge for him. Members of the legal fraternity representing the prin cipal countries of Europe and America are in attendance at the 24th annual con ference of the International Law Asso ciation, which opened today. This is the second time the association has held a conference in the United States. Officers for the ensuing year were elected as fol lows : Honorary president, Simon E. Baldwin, LL. D. Chief Justice of the Supreme Court of Errors. Connecticut: president. Right Hon. Lord Justice Kennedy, LL.Q, Court of Appeals, London. Evans Dearby. London, read a paper on "Intermittent Progress of International Arbitration." James Bryce, the British Ambassador, made a brief address, stating that in his opinion the sentiments of the American people are in favor of those objects whose accomplishment is the aim of the Inter national Law Association. He believed the association was doing a great work lit paving the way for points likely to come before courts of arbitration. Plays Races on Employers' Money. NEW YORK. Aug. 29. Charged with the larceny of $9000 of his em ployer's funds, Edward Phillips, a clerk for the firm of Salisbury & Com pany, was arrested toaay. The police asserted that Phillips confessed that he had been losing money by playing the races. It is charged that he has been using the firm's funds for more than a year. - If Baby ! SEEKING WORK IN SPOKANE Advance Guard of Hindoos Coming South From British Columbia. SPOKANE, "Wash., Aug. 29. Special.) The advance guard of the Hindoos has struck Spokane. The army from South ern Asia which has been the cause of so much complaint in British Columbia, and which recently invaded Washington, has moved this far toward the east. License Inspector Gywdir had a scare this morn ing when be saw two Hindoos on the street near the central fire station re splendent in their gaudy turbans. He anticipated a fresh batch of fortune tellers, but on investigation found they were two lone laborers from the colony of Hindoos who have been stranded, in British Columbia. They are hunting work. The pair were deeply interested in the working of the fire department and were shown through the department by the men. Tho Portland delegates to the Amer ican Association of Advertisers, which is in session in this city, are making a strong effort to capture next year's convention for Portland. The question will not be' decided until tomorrow, and from all indications tonight, the Oregon metropolis stands an cual chance with Kansas City of winning out. Something like a carload of literature has been distributed by the Portland delegates, and every method vof persuasion hti been used to secure votes for Portland C. N. Black and W.
