Governor Hughe, of New York, and "Woodrow Wilson, president of Princeton Univer sity, were the orators of the day at the Joint Independence day celebration and first annual reunion of the lineal de scendants of the signers of the Declara tion of Independence at the Jamestown Exposition today, the descendants' re union being held under the auspices of the Thomas Jefferson Memorial Associa tion, of which ex-Secretary of the Navy Hilary Herbert Is the acting presi dent. A military parade, reviewed by Mr. Hughes and others, preceded the formal exercises of the day which were opened with the singing of "America" by a chorus of several hundred school children. Ex-Governor Roberts, of Connecti cut, vice-president of the Jefferson Me morial Association, presided, and spoke briefly, being followed by the reading by William Shields MoKean, of New Jersey, founder and secretary of the Memorial Association, of the list of vice-presidents representing the 14 original states and named by the ' respective Governors of these states. President Tucker of the ex position company, delivered an address of welcome, the Declaration of Independence was read by Holllns N. Randolph, of At lanta, a great-great-great-grandson of. Thomas Jefferson. . Pot Trust Kings In Jail. The singing of "Columbia" and other patriotic songs by the chorus of children preceded the addresses of Mr. Hughes and Dr. WUson. "The Star-Spangled Banner," rendered by the school children, closed the formal exercises of the day. '. Individual accountability for the acta of corporations, the arrest and imprisonment of corporations' heads Instead of the fin ing or dissolution of corporations them selves is the remedy for the monopolistic tendencies and the unlawful practice of modern Industries, urged by Woodrow Wilson in his address. "One really responsiblle man In jail," he said, "one real originator of the schemes and transactions which are con trary to the public interest, legally lodged in the penitentiary, would be worth more than a thousand corporations mulcted in fines if reform Is to be genuine and per manent." "What tola country needs," Mr. "Wilson set forth, "Is not Government ownership of the railroads, etc., but laws that will attack and punish presidents and gener al managers of railroads for evasions and violations of the statutes. Stock manip ulations he call: "sheer thefts," and says they should be punished as such. Failure to do so, in his mind, is like Overlooking highway robbery. Hold Individual Responsible. "Every corporation," the educator stat ed, "Is personally directed either by some one dominant person or by some group of persons. Somebody In particular la re sponsible for ordering or sanctioning every illegal act committed by Its agents or officers; tout neither our law of per sonal damage nor our criminal law has sought to seek the responsible persona out and hold them accountable for the acta complained of. "We have never attempted such statutes. We indict ' corporations themselves, find them guilty of Illegal practices, fine them and leave the indi viduals who devise and execute illegal acts free to discover new evasions." Such aots could be passed and should be if we are to better our Industrial condi tions, Mr. "Wilson believes. Unless some thing of this nature Is done and dona quickly, he fears Socialism will result. Only Escape From Socialism. "It is only in this way," he said, "that we can escape Sooiallsm. Unless we can single out the individual again and make him once more the subject and objeot of law, we shall have to travel still further upon the road of Government regulation, which we have already traveled so far, and that road leads to state ownership." The launching of a movement for the raising of an endowment fund of 1500,000 or more was the feature of the opening session at the Jamestown Exposition today of the National Association of the Deaf. Dr. Edward Miner Gallaudet, of Wash ington, D. C, founder of the higher edu cation for the deaf, announced that he had appealed to Andrew Carnegie. John D. Rockefeller and Mrs. Russell Sage for assistance for the association. Several hundred deaf mutes representing prac tically every state In the union are at tending the convention, which was called to order by President G. W. Veditz, of Colorado Springs. The opening invoca tion was by Rev. J. W. Michaels, of Little Rock, Ark., a notable feature being the repeating with him In sign language of the Lord's Prayer by the assembled delegates. BOND COMPANY NOT LIABLE Local Bondsmen of Robbed Treas urer Must Make Loss Good. GALLIPOLIS, Ohio, July 4. Some mis understanding arose over the verdict returned yesterday in the case of the local bondsmen of Thomas J. Chase, ex-County Treasurer of Meigs County, against the United States Fidelity Guaranty Company, of Baltimore, Md. The verdict, instead of being adverse to, was in favor of the guaranty com pany, as it relieved the company of all responsibility on account of the dieap- pearance of $15,000 from the CJounty Treasurer's vault at the time Chase said he had been attacked by robbers, who had locked him in the safe and taken the money. Twenty-seven local men were on Chase's bond as Treasurer. The guar anty company was under $15,000 bonds to -guarantee the county against loss by robbery. Chase was tried on the charge of having taken the money himself, and was acquitted. His bondsmen made good the ahortase and they undertook to hold the guar anty company, under Its bond indemni fying the county against robbery. They sued and the verdict was the outcome.
