Principals and teachers for the Port
land public schools for the school year
of 1907-8 were elected at a meeting
of the board of directors at the City
Hall last night. The new list of in
structors Includes four new principals.
13 new grade teacher and eight as
sistants in the high schools. Of the
eight new instructors In the high
schools, three were named to fill vac
ancles, two In the West Side school
and one In the East Side Institution.
The other five new teachers will be
added to the East Side school, In which
additional rooms will be euplied for
the ensuing school year.
The four new principals are Charles
A. Rice, who has been assigned the
Clinton Kelly school; Walton C. Mc
Kee, who goes to the Davis; O. R.
Dinwiddle, to the Terwllltger. and Miss
Addle E. Clark, to the Fulton Park
school.. Professor Rice comes from
Monmouth, Professor Dinwiddle is a
new arrival in the state and Professor
McKee was formerly principal of the
Eugene High School and for the last
year was city superintendent of the
Oregon City schools. Miss Clark, pre
vious to a year ago, when she went
abroad, was city superintendent of the
public schools at Oregon City.
Five of the principals re-elected last
night were transferred to other schools
as follows: Hopkin Jenkins, from the
Atkinson to the Holladay school; I.
H. Morgan from the Clinton Kelly to
the Chapman; Mrs. A. E. Watson, from
the Davis to the East Twenty-eighth;
H. M. Sherwood, from the Peninsula
to the Mount Tabor; and H. N. Goode,
from the Terwllllger to the Glencoe.
Four Are Not Re-elected.
Four of the principals in the schools
were not re-elected last night. They
are: Ella E." McBride, of the Atkinson
school; W. F. Conover, of the Chap
man; E. J. Hadley, of the Holladay,
and J. L. Tousey. of the Shaver. They
have secured positions elsewhere.
Two new teachers were added to the
West Side High School, Marion Culver
and Gertrude James, and six were add
ed to the corps of the High School on
the East Side as follows: William
Greene, Carl H. Bramer, Fannie I
Barber, Bessie Hill. F. E. Harrigan
and Jean Slauson. New teachers were
elected to positions In the elementary
schools as follows: Arleta Pearl Mar
shall, Mary G. Smith, S. Alice Peebles.

Salaries Not Changed.
Nothing as done at last night's
meeting towards readjusting the sal
aries of the teachers, the board ' de
ciding to defer this subject for an
other meeting. It was also decided to
postpone electing teachers for the
Lents School until just before the
opening of school In the Fall. At the
school election Monday the taxpayers
voted to consolidate Lents district with
the Portland school dlstrlot.
The election of janitors for the dif
ferent school buildings will be attend
ed to by the board at another meeting.

BOARD . GRANTS PETITION
Large District to Be Called On to
furnish $4,075,000 to Excavate
a Canal Connecting With
Paget Sound.
SEATTLE, Wash.. Juno 18. (Spe
cial.) The King County Board' of
Commissioners this afternoon granted
the petition of the Lake Washington
canal enthusiasts to form & $1,076,000
assessment district to construct the
waterway between Puget Sound and
Lakes Union and Washington. A peti
tion will immediately be filed in the
Federal Court for the appointment of a
board of assessors to levy an assess
ment upon benefited property.
This board will number 11 persons
and a tentative assessment district ex
tending from the Snohomish County
line to a point three miles south of
Kent has been approved. This would
Include the entire city of Seattle and
half of the valley between Seattle and
Tacoma in the area adjudged to be
benefited by the canal. The valley
benefit consists largely In a removal
of danger from damage by floods, with
the improvement In real estate values
from the opening of the canal as a
secondary consideration.
By the action, of the County Commis
sioners approval is given to the plan
of raising 11,000,000 by special assess
ment up to 10 mills for the construc
tion of a canal. The extra 175.000 is
needed for office work and the ex
penses of the commission.
The canal will be a temporary af
fair, the single lock in Shilshole Bay
being the only piece of concrete work.
It is believed by the property owners
in the Lakes Union and Washington
district that the opening of a water
way between the Sound and the lakes
will be followed by Government con
trol and Improvement.
ST. JOHNS C0UNCIL METS
Gas Franchises Topic for Lively Dis
cussion. At the regular meeting of the St
Johns Council last night the gas faui
chlses were under discussion. Jamee
Steel and also the F. L. Prasch Gas
Company have applied for franchises,
and after discussion the matter was
referred to the Light and Water Com
mittee. Representatives of the differ
ent franchises asked for will appear
before this committee and submit their
offers and details. A report will be
submitted at the next meting of the
Council. Both representatives seem
anxious to erect gas plants in St.
Johns.
City Engineer Goodrich announced
that the new City Hall will be com
pleted and ready for occupancy by
July L
The vacation of Charleston street
for the Marine Iron works was again
up for consideration. One report
shows the city dock projects on the
company's property and another re
port shows the building of the com
pany Is 10 feet in the street. Owing
to the conflict of these two reports
of surveys the Council decided to maite
a thorough investigation and hire an
expert.

Democratic Convention Opposes
State-Wide Prohibition.
OKLAHOMA CITY, June 19. After a
spirited discussion lasting until 1 o'clock
thi morning the Democratic State con
vention decided not to go on record as
favoring state-wide prohibition.
The platform provides for local self
government; condemns efforts attributed
to the Republican party to prevent slate
hood; indorses the constitution adopted
by the constitutional convention; favors
the purchase of segregated coal and as
phalt lands; the speedy development of
the gas and oil Industries and the im
provement of the waterways of the Mis
sissippi Valley.
The question of prohibition will be sub
mitted to a vote of the people.
The convention ratified the state ticket
nominated at the primary elections.

intosh, writes that the great majority
of the people favor enforcement and
there are few who need any such law,

sends children to school more than a
few days a year and he proposes to
