PETERSBURG, April 21 Russian Industry Is being placed In a critical sit uation owing -to the continued strike of sailors belonging to the naphtha flotilla on the Caspian Sea. The oil residue. known as maxout, the principal fuel used In the factories In Central Russia, the stocks of which (ordinarily replenished during the Spring floods when the Volga branches are navigable for big steamers Into the remote interior of Russia) ia now exhausted. A panic has been precipitated upon the Kasan Bourse by the announcement of representatives of the oil companies that no mazout is available even for steamers. The president of Moscow Bourse today expressed the opinion that & continuance of the strike would force most of the fac tories to suspend, which would throw hundreds of thousands of men out of work. , Russia to Build Parliament House. ST. PETERSBURG. April S3. The first steps toward the erection- of a new building for Parliament to take the place of the Tauride palace, where the sessions are now held, were taken today. The House adopted a motion to appoint a committee to report on the matter and to set aside funds for construction of the new building in the 1907 budget. Shoots Head of Seminary TAMBOV, Russia, April 22. Father Simmeon, rector of the Ecclesiastical Sem inary here, was shot and seriously wounded today. The seminary was closed recently as the result of political disor ders, and it is thought that the would-be assassin Is an ex-student. Lynch Law Rales Lodz. LODZ, Russian Poland, April 22. Lynch law has been Inaugurated by the Nation alists to end the Socialist outrages here. Having captured one of the three So cialists who murdered a 15-year-old girl, the Nationalists took him to the outskirts of this city, tried him, sentenced him to death by hanging and carried out the sentence. Last week's victims of Nationalist and Socialist lights totalled 23 killed and 57 wounded. The majority of the casualties were among the Socialists. Deterimned to Kill Nepuleff. . The petitions for the transfer of General Nepuleff, Com mander of the Fortress here, to some other command have remitted In his ap pointment to command Kovno Portress but the revolutionary committee declares that the General wiU never leave Se bastopol alive. Will Prosecute Owner of Ferry. ST. PETERSBURG. April 22. It was definitely established today that 39 persons lost their lives through the foundering of the ferry steamer Arch angelsk on the Neva Saturday night. According to the Japan Mall, the Japanese delegates at The Hague Conference, will present a series of independent propositions, among them being the conclusions of conven tions for the conduct of battles on land and at sea, the use of mines In com mercial routes, the use of wireless teleg raphy between besieged fortresses and points In neutral territory, the use of neutral ports for belligerent purposes, methods for declaring the opening of hos tilities and the limitation of armaments. Robs Trust Company of $50,000 In Bonds Which Are Recovered in 3few York Clnb. NEW YORK, April 22. On Saturday W. O. Douglas, assistant loan clerk of the Trust Company of America, disap peared and 'It was speedily discovered that bonds valued at $50,000 were also missing. In addition to private detectives and police the office force of the trust com pany, under command of Oakleigh Thome, president of the company, went on a search for the absconder. Two of the clerks followed Douglas' wife from a subway station to the Hotel Portland, where they succeeded In locat ing their man and he was put under arrest. Douglas confessed the theft and ex plained that his downfall was caused by speculation and that the missing bonds had been placed in the hands of brokers through whom he made deals. A portion of the bonds was recovered today In an apartment at the Manhattan Club, according to President Thorns. The club officials refuse to either affirm or deny the story, the detectives were very secretive about the matter and at torneys for a broker, whose name has been mentioned In the case, said they had nothing to say about the affair. It was stated today -that Mrs. Douglas had dis appeared and her friends became exer cised over her absence. She was found tonight at the home of her parents in Brooklyn. There were rumors of possible additional arrests tonight, but the detec tive bureau denied any action had been taken. Douglaa will be arraigned tomorrow. President Thome said today he had found the broker with whom Douglas said he had placed the securities and that they are to be returned. Mr. Thorne declared that the shortage amounted to only $50, 000 and that all will be recovered. He added tonight that part of the bonds had been recovered and that he hoped the remainder would be In the hands of the company tomorrow. He declined to dis cuss the method by which the bonds were recovered. BLACK HAND GANG ON TRIAL Score of Italians Accused of Black mailing Plot. WILKESBARRE, Pa April 22.-More than a score of foreigners accused as members of the "Black Hand" and re sponsible for a large number of crimes In this vicinity were placed on trial here today. Thirteen cases of shooting with attempt to kill, 13 of conspiracy, six of dynamiting and two of robbery by threats and menaces are charged against the men who are alleged to be the leaders. Hun dreds of foreign families In this section have for years lived In a state bordering on terror as a result of this mysterious gang's threats, which in many cases have been followed up with murder. The men who exposed the society are Charles Salvatore and John Riti, of Browntown. The persecution of these men began last year, when a letter was placed under their door demanding $500 unless the en tire family desired to be annihilated. The principal witnesses In the case have been placed under ball to appear, and families that were driven away by the society's persecution have been brought from many cities as witnesses. Taking of testimony was begun today. Several witnesses swore they received threatening letters demanding money and threatening that If It was not paid their homes would be burned. 'Cairo Has Riotous Car Strike. CAIRO, Egypt, April 22. Serious disor ders have occurred here as a result of a strike of the cabdrlvers and tramway em ployes of the city. Mobs attacked tram cars which attempted to run, and much damage followed. British troops will pa trol the chief thoroughfares today to pre serve order.
