ington, June 21. Regardless of whether
or not the Beveridge meat Inspection
amendment to the agricultural appropri
ation bill is the best legislation that can
be framed to cure the evils disclosed in
the Chicago packing-houses, the fact re
mains that no legislation will restore
public confidence In this great Industry
unless It beara the indorsement of Pres
ident Roosevelt. The people have confi
dence In the President; they know he is
working purely In their Interest and is
not in any way dominated by corporate
interests. If he Indorses a meat inepec
tion bill, the people will repose every con
fidence in It, knowing it is honestly drawn
to accomplish good results. If, on the
other hand, Congress settles this contro
versy by adopting legislation which is de
nounced by the President, the packers will
be the sufferers, for the people will have
no faith In the alleged reforms carried
out under suspicious legislation.
Loss More Than Inspection Costs.
There are men in Congress who honest
ly believe the Beveridge amendment is
faulty In many particulars, but unfortu
nately for these men, the opposition to
the Beveridge amendment Is led by Chair
man Wadsworth, of the House agricul
tural committee and by Representative
Billy" Lorimer, of Chicago, both anx
ious to serve the packers in this Hour of
need. Because of the wrought-up condi
tion of the public mind, it is unfortunate
for the packers that these two men have
been so pronounced In their opposition to
legislation favored by the President.
The defeat of the Beveridge amendment
will work far greater injury to the beef
packers than would Its enactment, for,
while the Beveridge plan would shoulder
the expense of Inspection on the packers,
an annual charge of 2,000,000, the substi
tution of other legislation would leave
the packing industry under suspicion and
the falling off in meat sales would amount
to far more than 12,000,000. Some of this
deficit would be made up by transferring
the burden onto the stoekgrowers, but for
all that the loss Jo the packers would
exceed the annual cost of meat Inspec
tion. Judging by statements . of representa
tives of the packers, that' is, officials of
the meat trust, the packers would prefer
to bear the expense of Government In
spection rather than have Congress en
act an Inspection law that would be dis
approved by the President. Unfortunate
ly, Wadsworth and Lorimer took a posi
tion against this sort of legislation be
'fore conferring at length with the Inter
ests they serve, and in that manner made
a serious tactical blunder. " The packers
today see their business tottering; they
find their foreign trade practically de
stroyed .and they know nothing can re
store normal conditions until public con
fidence has been awakened. This, they
admit, can best be brought about by leg
islation which is heartily Indorsed by the
President.
Appropriations Would Be Cut.
There "are arguments to be made for
and against shouldering the expense of
inspection on the Government. The cost
of inspecting other food products is borne
by the Government, it is true, but the
appropriations for this purpose fluctuate
and the efficiency of the inspection varies
with the appropriation. When Congress
is in an economical mood, the appropria
tion Is cut down; when a spirit of liberal
ity prevails; it is adequate. .So it would
be with meat Inspection. The service
would be -adequate some years, again it
would be curtailed, necessitating the dis
charge of Inspectors one year and the
employment of new and Inexperienced
men the next The action of this Con
gress is not binding, on any subsequent
Congress, statements of Wadsworth to
the contrary notwithstanding, and no
legislation could be enacted this, session
which would require Congress at any sub
sequent session to make any appropria
tion whatever for meat inspection.
Might Slip in a Joker.
If Congress places the cost of inspection
on the Government, it will be possible at
a subsequent session for Wadsworth,
Lorimer & Co. to slip a Joker into an
other agricultural appropriation bill at the
close of a session, cutting down or alto
gether eliminating the provision for Gov
ernment inspection of the packing-houses,
and the people would then again be at the
mercy of the beef trust. That 1s the
danger of placing this expense on the
Government; it leave the matter largely
In the hands of the friends of the trust
who hold seats In Congress. Shrewd men,
by resort to' legislative trickery, could
absolutely destroy the good work of the
present Congress and the country would
wake up to find it had been hoodwinked.
President Roosevelt is aware of this fact,
and It is one of the prime reasons why
he insists on the Beveridge amendment.
Legislation of that character is In less
danger of being undermined than legis
lation proposed by the House committee
on agriculture.
Will Investigate Small Packers.
CHICAGO. June 21. Chief Sanitary In
spector Hedrick yesterday detailed three
inspectors to make a thorough investiga
tion of the small packing plants. The
truth of the claim made by the big pack
ers that the little ones really were to
blame for kthe meat scandal will then
be tested. Particular attention will be
paid to the light, air .and ventilation of
these plants, as well as to the question of
cleanliness. The "smaller fry" are said
to have made considerabl progress in
cleaning up.
