SENATE GETS BUSY
Passes Consular Bill and Many
Other Measures.

WASHINGTON, Jan. 30. The Senate to
day passed 40 bills, many o them of con
siderable importance. The list Included a
iiumbcr o measures for lighthouses, fog
signals, revenue cutters and public build
ings, and also the bill providing for the
reorganization of the Consular Service,
which passed practically without discus
sion. It makes many changes In the serv
ice, among which are the following:
It provides for the classification of con
sular officials In grades: gives the Presi
dent authority to transfer officers from
one station to- another; provides an In
spection service, with five inspectors, who
are to rank as Consuls-General; requires
that clerks at consulates shall be Ameri
cans; prohibits Consuls from engaging in
law business and requires that all con
sular fees shall be accounted for.
The shipping bill was under considera
tion for a time. It was amended so as to
relieve it of constitutional objections and
"Lodge delivered a speech in support of
the bill, in which he ga'e the details of a
combination of the owners of foreign sail
ing, vessels for the purpose of controlling
the freight rate in grain shipments from
the united States. Thre was also a uis
cusslon of the bills making common car
riers liable for injuries to employes, which
arose over the question of their reference
to committees. Patterson gave notice of
a speech tomorrow on" the Moroccan and
Dominican questions.
Liability Bills Smothered.
There was some discussion of the change
of reference from the committee on inter
state commerce to the committee on Judi
ciary of two bills relating to the liability
of common carriera for accidents to em
ployes, during which Daniel said bills,
similar to these had been pending before
he Senate committees for four years
without securing a roport.
. Bacon defended the action of the com
mittee on judiciary, saying that it had not
sought to evade responsibility for the con
sideration of the bills, that it had hon
estly considered the interstate commerce
committee as the one by which they could
be most properly considered.
The Question of the reference of the
liability bills had not been disposed of
when, at 2 o'clock the shipping bill was
laid before the Senate. Elkins intimat
ed, however, that he would withdraw
liis request for a change.
Ship Subsidy BUI Amended.
Gallinger, from the merchant marine
committee, suggested a number of
amendments to the shipping bill, all
of which were accepted. Among the
changes suggested was the elimination
of sub-division 8, of article C, granting
an increased subsidy to the American
line, and all of sections S and 10, re
lating to tonnage taxes.
Fryc expressed the opinion that re
duction of the subsidy for the Ameri
can line would drive that company
under a foreign flag and Gallinger
agreed with him.
Gallinger said that the tonnage tax
provisions had been taken out, because
pf the constitutional objections made
to them that, as they provide for the
raising of revenues, they cannot prop
erly originate in the Senate. He ex
pressed the hope that the provisions
would be restored by the House.
Lodge spoke in support of the sub
sidy principle of the bill. He said a
subsidy Is legitimate when given for
a public purpose and is equally avail
able to all and that the proposed boun
ty Is in lino with many precedents.
Lodsre also related the details of a
combination of the sailing vessel own
ers of Great Britain, France and Ger
many, with headquarters in London,
to control the freight price of grain
shipped from the United States. He said
this combination controlled 1,366,003
tons, and that it had Increased the
freight rate from 5 to 10 shillings per
ton.

bills:
Increasing the efficiency of the Ordnance
Department of the Arms'.
Provldlnc for the reorganization of the
consular service.
Repealing section 413B of the revised stat
utes, relating to the admission to registry of
repaired foreign wrecks.
Authorizing the construction of a revenue
cutter service vessel for the harbors of San
Francisco and Honolulu.
Establishing a life-saving station at Half
Moon Bay, near Montana Reef, California.
Establishing a lighthouse and log signal
station on Eliza Island, Belllngham Bay,
Washington. .
Authorizing the construction of three
Kteam vessels for the revenue cutter service
for duty on Puget Sound.
Authorizing a lighthouse and fog signal
station at Cape Arago. Washington.
Authorizing & survey pf Coos Bay, Oregon,
with a view to Improvement of Its entrance.
Establishing a life-saving station at Flat
tery Rocks, Washington, near the scene of
the recent wreck of the steamer Valencia.

fore the Senate committee on privileges
and elections in the Smoot case next Tues
day are: Henry "W. Lawrence, a business
man at Salt Lake City and an apostate
from .the Mormon Church; John P. Holm
gren, of Bear River City, Utah, a Mor
mon; "William James Thomas, of Spanish
Fork, Utah, a Gentile; Charles Smurth
walte, of Ogden, Utah, a Mormon, who
has been cut off from the church; "Walter
M. Wolfe, professor of the Brlgham
Young College, at Logan, Utah, who has
lately been cut off from the church.

Would Increase Taper CJurrcncy.
"WASHINGTON, Jan. 30. Represen
tative .Fowler, of New Jersey, chair
man -offthe House committee on, bank
ing and currency, introduced a bill to
day providing for the Increase of the
amount of gold certificates by empow
ering tlie Secretary of the Treasury to
make deposits of gold-icoln in sums not
less than $20 and to issue gold certifi
cates in denominations of not less than
S5. This T111 Is designed to increase
the amount f paper, money In smaller
denominations. The smallest gold cer
tificate Wow Is for 520.
Chaffeo. Retires on Thursday.
