Theannual report of Rear-Admiral Capps. Chief Constructor of the 2favy, .made public today, refers to his' recent visit to the Pugtst Sound Navy-yard, and recommends many new projects. Among: 0ther-.thlnKs.J1e says: The northeastern portion of the Navy-yard at Pugret Sound Is now being- well built up with shops and store houses, so that further expansion In that part of the yard must necessarily be limited. The shops for the per formance of work under the cogniz ance of the bureau construction and re pair are in general commodious and well located, and the yard is now In a con dition to perform all classes of work under this bureau. As this station will naturally be the principal naval sta tion at the northern extremity of our western coast line, it is recommended that an additional drydock of ample apacity to dock .'the largest battle plilp?, under damaged conditions, should be. provided in the near future. "While that portion of Pug-et Sound adjacent to the Navy-yard is unusually well adapted to naval purposes. Insofar ns concerns deep water, g-ood and com modious anchorage ground and possi bilities of defense, the yard Itself is placed at -a disadvantage by reason of its isolation from the centers of supply of labor and material, this dis advantage being accentuated through lack of efficient transportation service, the only present means of communica tion with the nearest large city being by water. The time consumed in going to Seattle from Bremerton, however, is little more than an hour under normal conditions, and should the growth of the station In the future warrant it, a more speedy ferry serv ice could easily be established, thus making it possible to draw readily from Seattle supplies of both labor and material. "Since It Is quite impracticable to main tain a uniform quantity of building and repair work at any navy-yard, such work being necessarily dependent upon the re quirements of the licet, the necessity for efficient ahd speedy communication be tween navy-yards and large shipbuilding niid manufacturing centers Is obvious; oth erwise any large increase In the force of skilled mechanics at the navy-yards at short notice would be very difficult, as any material reduction of the force Ihro lack of work would involve a riifth. hardship to those so discharged, blnct' it would probably necessitate the removal of residence from t,he vicinity of the navy-yard in order to obtain employ ment In private yards. "The Chief Constructor was also Im pressed with the natural advantages of the waters adjacent to this station for drill and experimental works with sub marine boats. The bottom is hard, any depth of water desirable for such work can bo obtained, and weather conditions are favorable throughout the year. As the bureau is of the opinion that such of these boat as are now completed should be thoroughly tried out to determine their defects, as well as their good points, it Is suggested that consideration bo given to Ihe advisability of sending to the Puget Sound navy-yard such submarines as are now on tho Pacific Coast. "Incidentally, the tug which is assigned as a tender to thin flotilla would. In emergency, add greatly to the resources of this station, which is very inadequate ly provided with tug facilities, there be ing only one at present assigned to this yard." Many improvements are recommended, but nearly all these were Included in the naval estimates already published. Pcnsaeola Xecds a Drydock. WASHINGTON, Dec 10. Provisions for construction of a drydock at Pcn sacola, Fla., capable of accommodating the largest ships in the Navy, is urged by Itear-Adralral "W. L. Capps, Chief Constructor of the Navy, in his annual report made public today. The neces sity arises, it Is pointed out, from tho stategetic Importance of Pensacola. The report calls attention to the ex pediency of sending the ships on the Asiatic station home in divisions or squadrons to navy-yards on the Paciric Coast for repairs when in need of re pairs. "It Is believed." the Chief Construct or adds, "that the effect on both tho personnel and material would Justify such an arrangement and the oppor tunity for drill and the experience gained from such long-distance trans oceanic cruising would be quite as as great as that obtained from short cruises in Asiatic waters." HAVAXA, Dec 10. The convicts In the penitentiary mutinied tonight and a noroo right, between them an J the yu&rdp. followed. In which two of the prisoners were mortally wounded, JC mon or less seriously wounded and iliree of the guards slightly Injured. The convicts to the number of 160 were proceeding from their quarters to supper in charge of s.n officer who was armed with a revolver and three srur.rds who wore armed with nachettes.
