CHICAGO. Sept. 20. (Special.) Tho bat
tle of the hoopskirt, or crinoline or no
crinoline, was fought to a finish In the
Nailanal Dressmakers' Convention this
afternoon and both sides are claiming a
vk-tery. More than COO modistes from the
Middle Wost witnessed the contest, which
ragod among Mme. Baker, president of
the association, who strongly opposed
fcwfcps in any form; Mme. Hosac, of Chi
cago, who advocated a three-rlm crino
line, and Mrs. Belle Armstrong. o New
Yark. who took a position midway be
tween the two extremes.
"I've got on a hoopskirt now," said
Mrs. Whitney. "Would you believe it?"
and she pirouetted acress the stage with
a tremendous rustling. "I could climb a
fence or a telegraph pole with it," she
continued, and the modistes all agreed
that she looked ns it she could do that
very thing.
Reveals the Mechanism.
With some ruffling of skirts and a few
glances to make sure no horrid men were
cancoaled in the convention hall, Mrs.
Whitney revealed the hidden mechanism
of the hoopskirt. Bon'eath the foundation
Hktrt of blue satin was what appeared to
be -a petticoat with a skeleton top. It
was like any other petticoat, but above
It were only three bone hoops connected

steel framework of a skyscraper.
"The secret of the whole thing," said
Mrs. Whitney, "Is that the hoops do not
ga entirely around the body. In front
thra is a panel of cloth, which prevents
de hoops from sticking out, as they did'

"The modified crinoline," continued Mrs.
Whitney, "saves money because It pro

linos, giving all the time the slight flare
needed this season. It keeps the dress
ahead of the feet, permitting one's feet
in glide in and out like mice instead of
Mke hams. Finally. It is a wondorful help
wihen a woman Is going around windy
owners."
Object of Mirth to All.

t Hoop Skirt "Will Come Back.
Notwithstanding the objections of the
Baker faction, however. It Is .safe to say
ltae hoopskirts are to come back, modified,
it is true, but eventually the extreme. The
fact that the balloon effect may be pro
duced without buying an entire bolt of
cteth appeals to many women, and the
thousands who do not possess admirable
figures welcome the full garments, which
Wde bony angles and other defects. It
is fair to predict that the women next
reason wHl be walking around in minia
ture steel cages, modeled very much after
these of antebellum days,.
ALWAYS IN GRIP OF LAW
Strnnsc Career of Aged Forger, Now
Exchanging Prisons.
PLATTSBURG. N. Y., Sept. 20. Leroy
Shear, the notorious forger, was released
from Clinton Prison today and was im
mediately re-arrested and turned over to
the police authorities of Massachusetts,
who started with him for Boston, where
ho is charged with swindling It. H. White
& Co.
Shear, who is 67 years old. has had a
remarkable career. In 3863 he deserted
.from the Federal Army, was captured,
and. while a prisoner at Utlca,'' N. Y.,
poisoned two of his guards In an attompt
to escape. For this he was tried by
courtmartial and sentenced to be shot.
On the day set for his execution he re
ceived a reprieve from President Lincoln,
and before it expired. succeeded' in 'escap
ing. On the day of his escape he was
pardoneU by : the President, but did not
know -of It until years after.
Upon his escape he went to Europe,
where he remained for several years,
finally returning to tho United States and
settling In Vermont, where he led an
exemplars' life and secured a position in
a bank. On being recommended for a
Federal appointment at St. Albans, Ver
xpont, he went to Washington and asked
President Hayes for a pardon, which had
years before been granted him. The Pres
ident, on learning his history, refused to
give Tilm the appointment, and people of
the town, upon learning the reason,
yirned against him, and he lost his posi
tion in tho bank.
While living in Vermont he was a dele
gate to .the Republican National conven
tion at Chicago . which nominated Presi
dent Garfield. He has since served two
terms for grand larceny and forgery in
Sing Sing, and one time each In the Al
bany Penitentiary. Auburn State Prison,
Moundsvllle, W. Va., Penitentiaray and
Clinton Prison.

Edwards Sent From Klckapoo to
Superintend Indians.

ington. Sept. 20. Oliver a Edwards, of
the Klckapoo (Kan.) Indian school, has
been appointed superintendent of the
Umatilla Indian School, Oregon, at
$1500, succeeding- John J. McKoln,
transferred to the Western Shoshone
School, Nevada.
Edward C Godwin, of Ross Forks,
Idaho, is appointed clerk of the Carson
Indian School, Nevada, at $1000.
Jo'hn S. Kidney, teacher at Rosebud
Indian School. South Dakota, is ap
pointed assistant superintendent of the
Klamath Indian School, Oregon, at
31000.

COMES DOWN WITH- CRASH
Bandstand Drops lxad of People
and Injures Many.
BELLEVILLE, 111., Sept. 20. Three
persons were seriously .Injured and it
is believed that nearly 200 were more or
less painfully hurt by the collapse of
a bandstand tonight during a carnival
and street fair.
Seriously injured: Mrs. M. Damrlch,
Belleville. Internal Injuries; Frank
Diets, Jr., Belleville, internal injuries;
Miss Bertha Schrieber, Belleville, in
Jury to leg, sprained ankle and bruised
about body, hands and face.
As soon as the excitement subsided
and the injured were takon from under
the mass of timbers, others who were
on the carnival grounds attended them.
The accident was caused by people
crowding upon the bandstand as a van
tage point to witness a loop-the-loop
exhibition. Hundreds took standing
room on the stand, which was only five
feet high and 30 feet square. Suddenly
there was a swaying and creaking of
the wooden structure and with equal
quickness it crashed to the ground.
PACKERS READY TO PLEAD
Four Will Answer Indictment for
Accepting Rebates.
CHICAGO. Sept. 20. A plea In abate
ment was .filed by the packers indicted In
the Federal District Court on a charge of
conspiracy to monopolize the meat indus
try. The plea Is not supported by affi
davits. It is signed by the officials and
their attorneys.
Four men connected with the Schwarrs
chlld & Sulzberger packing concern named
In Indictments charging them with ac
cepting railroad rebates are now in Chi
cago. They have been notified to appear
before Judge Humphrey tomorrow morn
ing to plead to the indictment. They ar
rived In Chicago yesterday and were in
conference with Joseph Weissenbach,
their attorney, almost all day concerning
tholr mode of pleading. One of the men,
Samuel Well, vice-president of the com
pany, has Just returned from Europe. It
is expected that all four men will appear
in court with their attorneys.
The defendants other than Well are:
Beth S. Cusey, traffic manager; Vance D.
Sklpwortb, assistant traffic manager, and
Chess E. Todd, assistant traffic manager.
Married at Midnight.
VANCOUVER, Wash.. Sept. -(Special.)
A. B. Hager, of Astoria, a brother
of Gus A. Hager, manager of the the
ater at Vancouver, was married at mid
night tonight to Miss Clara Simpson, also
of Astoria. Mr. Hager, who Is manager
of the SJar Theater at Astoria, surprised
his brother this afternoon when he and
his bride to be arrived at Vancouver and
announced their Intentions of getting
married. The marriage license clerk had
gone home, but he was soon hunted up
and the necessary papers secured. Uhe
ceremony was postponed until midnight,
In order that a bridal dinner might be
given the happy couple.
