De ANNAPOLIS, Nova Scotia, June ZL The colobration of the 300th anniversary of tho landing of Sleur do Monts (June 2L 1604) In this country, where he found ed tho first European colony In British North America, and the second on the continent. was begun here today, the first event on the programme being an international military demonstration In the old French fort. In which sailors from French and United States warships took part with the British tars and local militia. The warships In port Included the Brit ish cruiser Ariadne, the United States cruisers Detroit and Topeka. the French cruiser Troude and Canadian vessels. AH the ships were gaily dressed in bunting, and throughout the old town the colors of three countries were generally dis played. Thousands of visitors attended. After the demonstration at the fort the guests were taken on an excursion to Granville, the site of the first fort. France was represented by M. Kosh gowski, Consul-General of Franco, and among the guests were Samuel Vcr planck Hoffman, representing the New York Historical Society: Professor Thwaltes. of the University of Wiscon sin, and Right Rev. Thomas N. Jaegger. Episcopal bishop of Southern Ohio. The celebration here will be concluded tomorrow; after which the warships and most of the distinguished visitors will go to St. John, where an elaborate pro gramme has been arranged. LOOMS' BROTHER DISAPPEARS Assistant Secretary of State, How ever, Believes He Missed Boat. WASHINGTON, June 2L Assistant Sec retary of State Loomls has been notified by officials of the steamship company that his brother, Kent Loomls. who was en route to Europe, has disappeared from the Kaiser Wllhelm. Mr. Loomls, however. Is confident that his brother has not come to harm. His reason for this belief Is tho fact that when the boat touched at Plymouth, which was during the night, tils brother landed, as was shown by the dispatch by him of a cablegram which was received In Washington. Mr. Loomls thinks his brother was accidentally left in Plymouth when the boat departed for Cherbourg. He is expecting to hear from him at any moment. Mr. Loomls was one of a party en route to Abyssinia, with a view to securing commercial concessions. Quarantine Treaty Drawn Up. MEXICO CITY. June 2L The prelimi naries of a treaty on quarantine between this country and the United States have been arranged and will be signed .n the return of the American Ambassador by the Secretary of Foreign Afftlra here for tho .Mexican Government. FAIR PLANS FOR GREAT JULY 4 'Noted Orators Are Invited to Speak at St. Louis. ST. LOUIS, June 2L The Fourth of July arrangements made by the officials of the World's Fair contemplate a celebration which bids fair to eclipse any celebration ever held In the United States. Tele grams have been sent to Senator Foraker, of Ohio: Congressman Bourke Cockran, of New York; Senator Daniels, of Virginia; Senator Spooner, of Wisconsin; Senator Dolliver, of Iowa; Representative Wil liams, of Mississippi; Clark Howell, of Atlanta; Senator Lodge, of Massachu setts, and W. J. Bryan, of Nebraska, In viting them to make addresses at the World's Fair Grounds on that date. Five stands will be erected, and several of the noted speakers will be assigned to each. A feature of the day will be the read ing of the Declaration of Independence over the Liberty bell In the Pennsylvania building. Out of compliment to the United States, all foreign commissioners will keep, open house all day. Theodore Elwald, Commissioner-General of Germany, will entertain Cardinal Sa tolll at a reception, at which prominent clergy and foreign officials will be pres ent. Elevator B, the Canadian Pacific stockyards and a large number of dwellings. Long Speaks at Bunker Hill Banquet. CHICAGO, June 2L-John D. Long, ex-Secretary of the Navy, has been the guest of honor and the principal speaker at the Bunker Hill Day banquet of the New England Society. Mr. Long paid a glowing tribute to President McKlnley, giving him the credit for the Inaugura tion of the Administration's colonial pol icy, and dwelt on his serious views re garding the responsibility of the head of the Government to all tho people. Smith, of Chicago, to the Chicago Pres bytery for the purpose of founding a Presbyterian Home for the Aged. At tached to the gift Is a stipulation that the Presbytery erect certain buildings and that the home, when completed, be recognized as a memorial to Mrs. Smith's parents, Washington and Jane Smith. Governor Bates Receives Filipinos. BOSTON, June ZL Governor Bates at tho Statehouse today received the Filipino Commissioners, who later were taken to Cambridge, where- they visited Harvard as tho guests of President Eliot. B0BRIK0FF LAID IN THE TOMB Emperor Attends the Funeral of the Governor-General of Finland. ST. PETERSBURG, June 21". The body of General BobrlkofC, the late Governor General of Finland, arrived here today from Helsingfors. It was received with full military honors, and was Interred at the family vault at Sergievo, near St. Petersburg. ' The Emperor was present, but the Em press did not attend the burial, although she intended to accompany the Emperor. A long-expected event In the imperial family Is understood to bo Imminent. Friendship of Nations Demonstrated. NEW YORK, June 21. The friendship between Argentina and Italy has received a most emphatic demonstration on the occasion of the dedication of a large equestrian statue of Garibaldi, erected at the entrance of Palermo Park, says a Herald dispatch from Buenos Ayres, Ar gentina. The ceremony was attended by President Roca. the members of his Cabi net and about 100 Italian associations, with flags and bands. Many representa tives from Italian organizations In Brazil and Chile were present. Troops formed a guard of honor. Phipps Still Unable to Agree. PITTSBURG. June 21. After a day of wrangling, the attorneys who have been trying to adjudicate the troubles of Mr. and Mrs. Lawrence Cowle Phipps ad journed not to meet again until the case Is argued In the courts, when the motion for a change of venue Is made In Denver next week. British Commisisoner Resigns. MOMBASA, British East Africa Protec torate, June 21. Sir Charles N. F. Eliot, British Commissioner and Commander-in-Chief of the East African Protectorate, has resigned the Commlssionershlp be cause he Is opposed to the proposed Jew ish settlement In the East African Pro tectorate. Sir Charles has cabled to Premier Balfour demanding a public In quiry of the circumstances of his resig nation. The British government, as announced in August last, had offered the Zionists a large tract of territory In East Africa for colonization by the Jews, who would have an automonous government under British suzeranity. The matter was re ferred to a committee which decided to accept the offer. New President of Santo Domingo. WASHINGTON, June 21. Consul-Gen-eral Maxwell. In a cablegram from Santo Domingo informs the State Department that General Morales was elected by Congress and Caceres Vice-President, and that the Inauguration took place last Sunday.
