The tin market was weak, being depressed by liberal arrivals, while the London cables reported declines abroad. Locally prices were marked down to 23.02HC 25.70c and In London prices were 10s lower a: 113 12s paid for spot and 114 7s paid for fu tures. Copper declined 7s Cd In London to 34 2s 6d for spot. Locally, copper was dull. Lake and electrolytic are quoted at 130J3.23c and cast ing at 12.87HC Lead was unchanged locally at 4.50c. but London reported a decline of Is 3d to 11. The stock market spent a bad half-day up to noon, but during the latter part of the day a Jlttle better spirit showed Itself and there was some re covery. There was a veritable slaughter of "values among the industrials during the morning and It was very evident that the disfavor caused by the developments last week In the United 'States Shipbuilding re ceivership case Is still an active force In the market. Industrial stocks were sold at vio lent declines with apparent discrimination. Just as they were bought during the period of prosperity in the stock promotion progress. It Is not to be supposed that all of the present sellors of the securities, however, re ceived their first enlightenment from the Shipbuilding muddle of the processes em ployed In the promotion, underwriting and flotation of Industrial stocks during the last few years. .Over-capitalization, over-valuation of constituent companies and market manipulation by managers for Inside pools have been flagrantly in evidence and have been persistently pointed out from the out set. Now it Is evident that speculators paid exaggerated Importance to every suggestion In this direction, while It seems a warrant able presumption that the investing class is In a state of disgust whlclV turns them from all consideration of the Yidustrial stocks. Promotion deals which havcbeen held up in iA state of partial consummation, with the iSje of later completion, are now regarded as hopeless failures. The throwing out of collateral for loans of some of the securities In disfavor Is an other cause for their sacrifice in the market at wide declines and the prevailing ease of the money market and the growing confi dence In Its continuance do not avail to over come the repugnance to this collateral for loans. In the early stock market there was additional depression In response to London selling on account of the acute stage In the dispute between Russia and Japan. The pre vailing state of mind over the market has its greatest effect upon the United States Steel stocks and both touched new low records today, the common selling at 12H and the preferred at 57 H. The bonds were somewhat better supported. The list of losses In the industrial depart ment running from 2 to 12 points Is too long to recapitulate. A number of Inactive rail road stocks also suffered severely. Reports of larce reductions' in their working forces by the New York Central and Southern Pa cific had a strong effect on sentiment follow ing last week's reduction of the Steel cor poration's working force. With the comple tion of the London selling better opportunity was given for the effect of the Government crop report issued Saturday to assert Itself. xne very sanguine view expressed ny rail roads of the outlook for traffic and their re ports of the large current traffic also helped the recovery.
