Gasoline engine men are vainly endeavoring to Introduce their pow er on a large scale, and sundry Inventors with divers machines are working on tho irrigation proposition, all undertaking to find some way for cheaper water and water power, while all the time an almost unlimited power passes by the door of those who are in the throes of economic agony. Snake River at its medium capacity will generate 100,000 horsepower to the mile, and rarely -ever gets low enough to reduce this power to 60,000 horsepower. No aalraon can equal it, and it's outside of the competition of canned goods, within a few years you will see every chlnook salmon that weighs more than 20 pounds going into tierces. In one place four such wheels are cent issues, and the replies have never been within one-twentieth of the actual energy always falling below. After mak ing several practical tests with the various kinds of apparatus, I went over to Pay ette, Idaho, where they have numerous wheels in the irrigation ditches. These wheels are raising water to the high land contiguous to it. They are tho simplest kind of paddle-wheel, working after the manner of the well-known undershot. Theso wheels run in a ditch 14 feet wide. and dip about 5 Inches into the current. The current moves about two miles per hour. The Scientific American calculates for us that a wheel in this ditch would barely turn without any machinery at tached to it, and finally compromises tho point by allowing about one-eighteenth of one horsepower. The fact in the case is that such a wheel is lifting about 250 gal ditch Is normal once more, and the re tarding of the water has not diminished the flow an iota in any respect whatever. I am aware that therje figures will be called into question by the theorists along these lines, and wm also aware that it Is time for theory to be called into question herself. In one place in the Payette ditch Is a wheel the same as mentioned above, but this time connected to a pump. This wheel is 12 feet in diameter and runs a three-way cyllnder-Ilft pump with sprocket chain around the center of the water-wheel. This apparatus is lifting u gallons of water per minute ana shoving it through 1100 feet of pipe and delivering it 39 feet above the water in the ditch. One hundred feet down the ditch from this wheel the ditch: is again normal and a headgate at that point could be supplied with every gallon of water that would reach it if this wheel were not la exist ence. The water is backed up in the ditch about the same as above the four wheels described above, and this leads me to be lieve that four wheels retard the flow no more than one wheel wllL . Now, we have this enormous water sup ply n Snake River. It rolls on down its bed to the sea. Theorists tell us to let it alone, that there is nothing in it, while it is being demonstrated every hour In the day that pdwer enough exists therein to reproduce all the Irrigation canals in the country 40 times over and put them on an almost eternal basis. Great canals that run, at some point, conveniently to the Snake River could establish a current lifting plant, devote its headgate supply to the farmers above the pumping plant and supply those below with Snake River water and thus preclude any possibility of a shortage of water. Of course the man with gravity in his head bobs up and tells us that nothing but the ancient gravity ditch Is profitable for irrigation. The man who has tried the gasoline engine at the rate of $30)er day and now has the engine stored In the shed back of the old header, turns up on the scene and cries against the pump, and the man who a few years since put a rattletrap in the Snake and called it a waterwheel and lost it the first time the river got high, wants no more land on the banks of the river that must be wat- STOOD OFF A CONSTABLE SHEEPMAN WASTED FOR ASSAULT OX DOUGLAS BELTS. A warrant was sworn out before the Jus tice of the Peace of Pilot Rock precinct on the 16th lust, charging Ernest Kon ker, a sheepman, with, the crime of as sault with a deadly weapon by Douglas Belts, the well-known stockman of this section. The warrant was placed In the hands of a Constable, but no arrest .wag made, for the reason that KonKer de clared that no living man would ever ar rest him, and. with a Winchester in his hands' made for the brush. Sheriff Taylor, of Umatilla County., was then notified, and that officer started in pursuit of the bad man, Konker, on Mon day last but could not find him anywhere. It Is now learned that tie has disposed of his sheep, and, with a teoxri of noraes. has left for parts unknown. The horses; sheep and everything he. had were mort gaged. He Is reported to have been seen In the neighborhood of Granite, accompanied by his brother. CarL Both men are welt known nere, and Ernest la believed to be of unsound mind. Carl Is said to have killed a man in South Dakota some years ago, and Ernest was arrested about one year ago for having chased a man some distance with a pitchfork. Mr. Seufert said that the shrinkage in tk rC8 is about the same as that In cases. namely, one-third. Two hundred pounds of ilsh will make an 800-pound tlerco and C5 pounds of fish will make 4S pounds of tinned product, or four dozen one-pound cans. "The great bano of the industry Is fish ing on the bar. It drives the salmon back rom the river, keeps them outside, makes them late In coming In, diminishes tho Bupply of fish and makes the runs later every year by preventing the fish from ascending far inland to spawn. The fish ara attracted to tho mouth of tho river liy the enormous efflux of fresh water. "In 1S90 the bar fishermen were on striko until about Juno 6. That year more fish were In tho river than ever before and tho canneries packed more salmon in tho three weeks after the strike than for a rumber of seasons preceding that time. And when we had the closed Sunday law. there were always more fish In the river on Monday than any other day of the week. Tho pack of canneries this year is less than 800,000 cases, and the cold storage pack is the equivalent of approximately working In a 70-foot section of the ditch. and each wheel Is raising 250 gallons of water 15 feet. The upper one of these four wheels Is doing Just as much work as tho lower one, and of tho inside wheels, each Is doing Just as much -work as either the upper or the lower. It doesn't make any difference what the books say con cerning these matters, tho wheels are there every minute in the hour, every hour in th day, and every day in the Irri gating season, going right ahead quietly and unmolcstedly. The water In the ditch Is raised a trifle above the wheels, that Is, it is stopped for three seconds to the wheel, or about 12 seconds, for the battery of four wheels, and then goes along down the ditch as of yore, only being retarded the vanishing part of a minute, onco more to assume its original A'olume and mo tion. Now here Is a truth that farmers of Eastern Oregon and Idaho and any other region, for that matter, that has river current, might do well to paste In their hats. A wheel 11 feet In diameter and 200 feet In length, working 3 feet deep in a river current moving S miles per hour, will generate 130 actual working horse-power. Another wheel 14 feet below this In the same current will generate another 130 actual tested horse-power. Still another wheel 14 feet below the sec ond wheel will generate still another 130 horse-power, and so on down the current until 49,00) horse-ower to the mile has been given. The whole surface of a river may be covered with waterwheels hung on scows until all the power one deslrea has been attained. The expense of Install ing a plant In the river Is no more expen sive than the gasoline engine or the tur bine wheel. Of course it goes without the saying that It must be put In properly and Is no child's-play. Many plans or de signs will at once suggest themselves to the mechanical mind. B. VT. RICE. Some time ago Sizemore came to Ontario with consid erable money and was soon relieved of it by the saloon men and gamblers. Soon after he went to Vale and secured Mr. Tomson's horse, rode away and sold horse and saddle. Mr. Lawrence received news of his be ing at "Whitney, so he hurried to the place and obtained his man. (Speclal.)-Joe Sizemore, who stole a horse, saddle and bridle, tho property of Jonn Tomson, from a hitching post in Vale, on tho night of July 17, was brought to town yesterday by Sheriff e J. E. Lawrence. Sizemore was arrested In Sumpter by tho Marshal of that town and held till Sheriff Law rence's arrlvaL On being brought before Justice P. E. Phelps for examination tho prisoner ad mitted that he took the horse, saddle and bridle and sold the property in Whitney, waived examination and was admitted to ball in the sum of $1000. which he failed to produce and was remanded to the County Jail to await the October term of the District Court. Hatch cries will do it. See how they've been restoring tho supply in the past three years. It won't be long until all our hatcheries will bo turning out 230,003,000 fry a year. "Last year the output was 60.000,000. In ISO it was less than -10,000.000. and those are the fish that came back to us this year. o. can turn loose 250,000,000 fry or MO.OOO a year. Cheap, isn't it? And a great Investment of money. Does any oody know a better? "But we've got to change our method of releasing the fry. They have been turned out all together horetofere. That makes big schools. When tho schools come back, they clog the river. And be cause they have been released so near tho ocean, they come back late in the season. That's why tho big run came lato tins year. "The fry should be transported to va rious headwater streams for their inltl.il growth. Instead of releasing 30.000.000 or 40,000,000 fish In one place, we should make the schools smaller by releasing them at several places. Count von der Valde, said to be a member of an aristocratic family of Holland, was found dead on the ocean boulevard this after noon and it is presumed that be died from heart failure as he had been under medical treatment for such -disorder.
