SAN FRANCISCO. Nov. 5. "There Is no doubt that a majority of thepeople of California cast their votes for me for Governor," said Franklin K. Lane, to the Associated Press tonight. fThen -what do you think of the situa tion at this hour," (7:30 o'clock) he was asked. "The reeult is undecided. There have been several suspicious facts in connec tlon with the count which lead me to believe that frauds have been committed. I have information that 2200 votes cast for me were thrown out in Alameda County; SO per cent of the Democratic vote in San Bernardino was likewise treated, and that the totals in Humboldt and Los Angeles Counties were withheld in order to ascer tain what number of ballots in the count would be necessary to overcome the ma jority that San Francisco gave the head ef the Democratic ticket. "About 1:20 o'clock, this morning I heard from Alameda that the afficials were with holding all returns until this city's vote was given. I chartered a tugboat and dis patched many union men. headed by Mr. Copeland, of the Typographical Union, to investigate the situation. They visited many of the polling places and found dis crepancies between the returns and the actual vote. In numerous booths they were refused access to the returns, one tet of officials going so far as to remove the ballots into another room, where they vrere counted." "Then it is to be Inferred, Mr. Lane, that there will be a contest Cn. the event that the returns show the election of Dr. Pardee?" J "Most assuredly there will be a con test," said Mr. Lane. PARDEE IX BY tfOOO TO 3000. Republicans Lose Tvro Members of I Congress in ICalin and Louti. SAN FRANCISCO, Nov. 5. Complete returns from San Francisco and partial returns from all over the state Indicate that George C. Pardee, the Republican nominee for Governor, is .elected by a majority of 2000 or 2000. The plurality of 9000 given by San Francisco to F. K. Lane, the Democratic nominee, has been almost wiped out by Republican majori ties in the interior counties. The Repub lieau vote for Pardee in Southern Califor nia is justifying the estimates of the Re publican campaign committee, and has undoubtedly elected him. Complete returns from 11S5 precincts out of 2277 in the state outside of San Francisco give Pardee G9.4G0. Lane 60,637. The complete vote In San Francisco stood: Pardee 24,129, Lane 33,687. The Legislature, which will choose a ' United States Senator is largely Republican on joint ballot. The Republicans have lost two members of Congress Kahn in the Fourth and Loud in the Fifth. They will be succeeded by LIvernash and Wynn, Union Labor-Democratic candidates. The First and Second districts are still undecided, with a Democratic leaning. The delegation now stands: Republican, four; Union Labor-Democratic, two; doubtful, two. In the First Congressional District, 246 precincts complete out of 550 in- the dis trict give Gillette, Rep.. 10.S51; Ford, Dem., 9769. In the Second District complete returns from 25S out of 420 precincts give Coombs. Rep.. 13.690; Bell, Dem., 14,396. The J162 precincts to be heard from gave McKlnley 7256, Bryan 61SS. Don't Concede Success of Pardee. SAN FRANCISCO, Now 5. Chairman Camlnetti, of the Democratic State. Cam paign Committee, said tonight: "I do not feel warranted, on the face of the returns in conceding the election of Pardee. I am convinced that over 3000 ballots were excluded by Republican boards of election on acount of the' cross mark being stamped opposite the words "No nomination." The matter will be eubmitted to our law committee." The Republican State Committee to night claims Pardee's election by S500. ARIZONA. Election of n Delegate to Congress Is Still in Doubt. PHOENIX. Ariz.. Nov. 5. The election of a delegate to Congress from Arizona is still in doubt. Whether Republican or Democratic, the majoritv will nrobablv be less than 300. The Republicans elect Sheriff. Probate Judge and possibly Re corder and Territory Councilman. Chairman "Webb, of the Democratic Central Committee, tonight claims the election of Wilson for Delegate to Con gress by 500 majority. Republican Chair man Nichols makes no statement. INDIANA. Republican . State Ticket Goes Through by 20,000. INDIANAPOLIS, Nov. 5. Estimated pluralities by counties received at state headquarters today indicate the election of the Republican ticket by 25,000. The Congressional pluralities, estimated, are: Hemingway, Rep.. 1330; Miers. Dem., 630; Zenor, Dem.. 3300; GrIJnth, Dem., 2450; Hol liday. Sep., 2350; Watfon. Rep.. 3100; Over street, Rep., 35C0; Cromer, Rep., 4200; Charles Landis, Rep.. 5100; Crumpacker Rep.. 5100; Fred Landis, Rep., 5200; Rob inson. Dem.. 500; Brick, Rep., 1SC0. The Republicans have elected 16 Senators and the Democrats nine Senators, who will hold over for two years, and form the nucleus of the Legislature that will elect Senator Beverldge. INDIANA. Fairbanks' Re-election Is Sure by a Heavy Majority. INDIANAPOLIS, Ind., Nov. 5. The del egation in Congress, according to the lat est returns, will remain as at present, nine Republicans and four Democrats. In the First District Hemingway will be re turned to Congress by 2500 plurality. The Republican state committee claims 100 of the' 150 members of the Legislature, and says that Spnator Fairbanks will be re elected by the largest majority ever given any Senator since the Civil War. Repub licans claim the state by at least 30,000. IOWA. Republican Plurality on State Ticket Is 70,000. DES MOINES. la.. Nov. 5. Full returns place the Republican plurality on the Re publican ticket in Iowa at a 'little over 70.000. The plurality of P. D. Birdsall. who will succeed Speaker Henderson from the Third District, is 5255. and that of II. J. Wade, in the Second District, the only Democratic member of Congress elected, 1b 1140. KANSAS. Republicans Win Complete Victory, and Will Elect Senator-. TOPEKA, Kan., Nov. 5. The Republi can victory in Kansas Is complete. A good majority of the Legislature, all the state ofllces. and a largo part of the coun ty officers were taken by the Republicans. The vote was close to 290,000. Chairman Albaugh, of the Republican state commit tee, says Balley'-s plurality for Governor will be close to 35.000. About 12 per cent of the ballots were Illegally marked. The Republicans will have SO members of the Legislature, allowing them to elect a successor to Senator W. A. Harris, Dem. The seven members of the Congressional delegation are Republican. parently run considerably ahead of the balance of the state ticket, although the entire ticket is elected by about the normal majority. Eight of the nine mem bers of Congress are. Republicans, the lone Democrat being ex-Governor John Lind, who defeated Loren Fltchcr In the Fifth District. The majorities estimated for the suc cessful Congressional candidates are: First, James A. Tawney. Rep.. 7000: Second, James J. McCleary. Rep., 6200; Third, C. R. Davis, Rep.. 4000: Fourth, F. C. Stevens, Rep., 5SO0; Fifth, John Lind. Dem.. 2500; Sixth, C. B. Buckman. Rep.. 1000: Seventh, A. J. Vreelead, Rep., 5000; Eighth, J. Adam Eede, Rep., 6000; Ninth, Halver Steenerson, Rep., 5000. Dr. Dubers, Dem., still claims a victory In the Sixth District, but figures so far received indicate that Buekman is safe, though his majority may be somewhat shaded f. the estimate given above. The Repuo.icans made substantial gains in the Legislature. ruthlessly slaughtered is shown by the fact that the plurality of Judge W. L. Carpenter, Republican candidate for Jus tice of the Supreme Court, is 59.5SG. The State Legislature will have exactly the same complexion as its predecessor, one Democrat among the 32 Senators and 10 Democrats out of 100 members in the House of Representatives. NEBRASKA. MISSOURI. MARYLAND. Republicans Elect One Member of Congress In St. Louis. ST. LOUIS, Mo.. Nov. 5. More definite returns from the election in Missouri tend largely to increas'e the Democratic plural ity on the state ticket over the earlier estimates. Secretary of State Cook places the plurality at 40.000; J. M. S. Elbert, ex chcirman of the slate committee, at not less than 30,000. Governor Dockcry, who Is in the city. Complete returns from city and state show that Maryland's representation in the next house will be four Republicans and two Democrats, a gain of two seats for the Democrats. Republican Landslide on County as Well as State Onices! HELENA, Mont., Nov. 5. Returns today indicate that Holloway, Rep., will have about 10.000 plurality, and Dixon, Rep., for Congress, about 5000. There appears to have been a Republican landslide all over the state, with the result that In many counties the Democrats elected but one or two of their county tickets, where they had held more than half the ofllces. In this county the Republicans elect six out of seven members. The Republicans will have a safe work ing majority in the house, but on joint ballot the labor people will hold the bal ance of poweV. Of the new State Sen ators elected who will serve for four years and vote on the election of a Unit ed States Senator in two years the Re publicans elect nine and the Democrats seven. MINNESOTA. Van Sant's Lend Growing Democrats Get One Member of Congress. ST. PAUL. Nov. 5. With the receipt of nearly complete returns the majority of Governor Van Sant assumes tremend ous proportions. It is at least 50,000 and may go as high as 75,000 a record-breaking majority in Minnesota "for a guberna torial candidate. The Governor has aD- OKLAHOMA. Both Sides Clnim the Congressional Race, Which Is Close. GUTHRIE. O. T.. Nov. 5. Both the Democrats and Republicans arc claiming the election of a delegate to Congress from Oklahoma by the narrow margin of 1000. The returns are coming In slow, and the ofilcial count may be necessary to de cide the election. The Republicans claim the Legislature by one majority In the Senate and six in the House. MICHIGAN. Bliss Was Badly Slaughtered, but Wins by .'10,000. DETROIT, Nov. 5. Newspaper tabula tions of election returns at midnight in dicate that the plurality of "Governor Bliss will run up to' 36.955. Thar Bliss was Republicans Elect Mickey Governor by 5000. LINCOLN. Neb., Nov. 5. Up to midnight complete returns from more than half the counties, show that Mickey's plurality will not be less than 5000. These returns a!o make it almost certain that McCar thy, Rep., in the Third District, and Nor rls, Rep.. In the Fifth District, are elect ed to Congress by less than 500. This i3 a gain for the Republicans of three mem bers of Congress. The Fusionists elected Hitchcock in the Second. The Republi can membership in the Legislature is the greatest for 20 years. The combined vote of the Fusion isty in the House and Senate will not exceed 29 In a total membership of 133. NEVADA. Fusionists Elect Nearly the Entire State Ticket. RENO, 'New, Nov.-5. The entire fusion state ticket has been elected with the ex ception of Bray, Superintendent of Schools, who was defeated by Ring. Sparks' majority for Governor will be fully 1700. Van Duser, for Congress, car ried the state by 1000. NEW HAMPSHIRE. Republicans Are Successful by Plu rality of OOOO. CONCORD, N. H., Nov. 5. Two hundred towns and seven wards out of 290 in the state give Bachelder, Rep., for Governor, 31,169; Hoilis.. Dem., 24,717. The same dis tricts in 1900 gave Jordan, Rep.. 39.71S; Potter, Dem., 25,064, a net Republican loss of 8202. The same percentage of loss throughout the remainder of the state will result In a Republican plurality of 9000. a plurality for Samuel W. Pennypacker, Rep., for Governor, of about 135,000. Of the 32 Congressmen elected, 2S are Re publicans and four Fusionists, the latter being George F. Howell, Tenth District; Marcus C. Kline, Thirteenth District; Charles H. Dlckerman. Sixteenth District, and Joseph H. Shull, Twenty-sixth Dis trict. The incoming House of Representatives will be made up of 157 Republicans and 47 Democrats, and the Senate will contain 39 Republicans and 11 Democrats. On joint ballot, 128 votes are required to elect a United States Senator, and Boies Penrose claims to have elected more than enough members pledged to him to in sure his re-election to the Senate in Jan uary next. RHODE ISLAND. NEW JERSEY. Cleveland's Famons Speech Falls to Save Democrats. TRENTON. N. J.. Nov. 5. The returns from New Jersey show Democratic gains, but the Republicans elect seven of the 10 members of Congress, and retain control of both branches of the Legislature, al though by reduced majorities: In the Fifth District C. N. Fowler, Rep., was elected over Dewltt C. Flanagan', Dem., for whom ex-President Cleveland delivered the .first campaign-speech he had made for many years. OHIO. Republicans Get State and Ten of Seventeen Congressmen. COLUMBUS, O:. Nov. 5. The Republi cans tonight- say their plurality on v the state ticket will approximate 10,000, and that the Ohio Congressional delegation stands 17 Republicans to four Democrats, as In the last Congress. The only changes we,rc In the Twelfth and Thirteenth Dis tricts, and they" offset each other. The Republicans carried 62 of the S8 counties In Ohio.. Complete returns from the doubtful 13th District give: Jackson, Rep., 647 over Norton, Dem. The Repub Hcans( carried all Congressional districts except the Fourth, Fifth, 12th and 17th. Practically complete returns from, the state Indicate Republicans Control the Senate The House Is a "Tie. PROVIDENCE, R. I.. Nov. 5. Sub stantial gains for the Democrats are shown by the complete returns for the state ticket. They elected their candidates for Governor and Lieutenant-Governor, and their Congressional candidates in the First District. Besides, they cut down the Republican lead In the lower housa of the Legislature by securing 3G members as against a like number for the Republicans. The Senate, however, remains overwhelm ingly Republican, with a representation of 27 In 37 members. The Republican ma jority In the General Arscmbly on joint ballot gives them control of the appoint ive state and county offices. Mayor D. L. D. Grainger, Dem., of Prov idence, was elected to Congress In the First District over Melville Bull, Rep., the present Incumbent. In the Second District Adln B. The Salt Lake Telegram today prints an interview with Apostle Reed Smoot, of the Mormon Church, whose election to the United States Senate, to succeed Senator Rawlins, seems assured.
