Germany Is All Wrought Up Press Scores Burghers and Some Want Tltcm Kept A-rray Entirely. BERLIN, Oct. 9. It developed today that the Boer Generals declined, lp a tele graphic" message, to seek presentation to Emperor William through the British Ambassador, and the fact has produced an extraordinary commotion among poli ticians and courtiers. No later than lust Monday, the Foreign Office received a message from the Generals announcing that they had not the slightest objection to applying for an interview through Brlt Ish government chaTtnete, and it was even understood hero that the government of Great Britain was willfng to countenance ; the Interview." Whether this Is true r -not, the'pan-German committee In charge of the Boer Tcceptlon was confident the Generals would come with proper creden tials, and hence have an opportunity for an audience. Then, on Wednesday came a dispatch saying the Generals were de termined not to apply to the British gov ernment but would leave the Emperor to sjjmmon them himself. ThLv, of "course, would have put His Majesty In direct op position to Great Britain, and the an nouncement immediately followed that the proposed Interview would not tike place. . The press today attacks the Eoer Gen erals in the style which It has hitherto reserved for Colonial Secretary Chamber lain. Some of the newspapers oppose the Generals being allowed to como here at all, and advocate the suppression of the proposed reception, including girls crown ing the Genenls with laurel wreaths. Various explanations are given for the Boers' motives. A favorite Idea Is that Dr. Leyds, who Is called the Boers' evil genius, devised the whole thing so as to strike back at the Emperor for refusing to receive Mr. Kruger. Tfie reception com mittee Is advised that the Generals Intend to come here ns though nothlug had hap pened, and any anti-British demonstra tion now will certainly be stopped by the police, as official clrclea are very much annoyed at the Boers behavior. Peasant Uprising ia Russia. BERLIN, Oct. 9. Another peasant up rising has broken out in -the division of Poltava, Russia. According to news sent across the border to thft Socialist organ, the Vorwacrts, fierce conflicts are taking place between the peasants and the local forces, which are now being reinforced. Many persons arc reported to have been killed or wounded. SYaiPATHETIC STRIKE DECLARED. "Workmen Throughout Switzerland Called Ont to Aid Street-Car Men. GENEVA, Oct. 9. The Workmen' Na tional Committee has decreed a general strike throughout Switzerland In sym pathy with the street-car employes here. Troops are held in readiness- to deal with and disorder, The strike was proclaimed by the Work men's National Committee by a vote of 200 to 4. All .the men connected with the building trades struck and the news papers will have to stop publication; but work continues at the gas works a.nd in the bakerlfs and jiafes, and chops are open. The "Wbrkroen's .National Commit tee placarded the streets with an appeal to all workmen to leave their work, and announced that before declaring the strike the committee made a last appeal to the street-car company, which refused to re ceive its delegates. Two. additional battalions of Infantry and a detachment of artillery have been ordered to be held in readiness for event ualities. Towards noon, because of the threatening attitude of the strikers, the authorities ordered a suspension of the street-car service. There are now 2030 troops under arms here. Their presence prevents the strikers from interfering with the larger estab lishments, though small factories havo been compelled to clo?e. The authorities have Issued orders for the resumption of the whole street-car -service tomorrow, nd have promised tTOops to protect traf fic froin interference. It Is estimated that 10.00!) men arc on strike, and It is believed they -"havo flo intention of returning to work until the demands, of the street-car line employes are satisfied. The ordinary life of the City of Geneva Is practically suspended. The compulsory closing this afternoon of a Socialist Club within the Spanish lines resulted In a riot In which five of the rioters wjere killed and several wounded. The mob fired upon the Civil Guard, which was temporarily driven back, but who returned the fire of the rioters and scat tered their assailants. The mob after- a squadron of cavalry have arrived here from San Roque. MINERS OUT NUMBER CO,O00. French. Strike Is Accompanied by No Disorders. PARIS, Oct. 9. Dispatches from the coal-mining regions Indicate the strikers numbered about 60.000 men this morning. No oerlous, trouble has occurred. Oxford Honors Ambassador "White. OXFORD. Oct. 9. The honorary degree of doctor of civil law was conferred today on Ambassador White. Dr. Emm xi Niclccrson Warnc, CHICAGO. Oct- 9. Dr. Emma Nlcker son Warne Is dead of pneumonia at her farm In Flushing Township, Genesee County, Michigan. Dr. Warne achieved somo publicity through a contest in the Cook County Probate Court between her and tho heirs of F. W. Wheeler, a wealthy paper manufacturer of Chicago, for $50. 000. She had attended Mr. Wheeler as her S50.0CO in bsnk stock. An assignment was prepared, but he died before signing it. The claim was disallowed by the Pro bate Court, and an appeal is pending. Woman Shot by Jcalons Lover. WASHINGTON. Oct. 9. Mire Alice Fisher, a young woman employed in the Government printing office, was shot and killed at noon today by William Dough erty, an employe of the same office. .Dougherty, then shot and killed himself. Jealousy was the cause. The affair oc curred at the home of a friend of the young woman. Strntton Will Case Postponed. COLORADO SPRINGS, Oct. 9.
