HARDENING OF LONDON MARKET Transfer ot Credit to Foreign Lead ers Continues and Somewhat 'Mitigates the Anxiety Over the Outlook Stocks DuIL NEW YORK. Aug. 38. A dull and sagging Mock market today wan the natural conse quence of various evidences going to show that the expanding needs of the circulation are making Inroads upon banking re series. The continued transfer of credits to foreign lenders, through the medium of the exchange marked, mitigated the anxiety over the money outlook without entirely curing it. The re sponse of the London discount market to tho American borrowing demand glv.es warning that the process may be checked by bringing the Interests of the two centers to a parity. In the local money market, the banks very generally marked up their rates for call loans to 4 pir cent, and the rate touched 5 per cent during the morning. There was a less demand for commercial paper, and the rates for time loans were firmly held at G per cent for all proceeds. Reports from Interior money centers were of a arm tone, and a large demand for currency from email towns Indicating the near -approach of the demand upon .New Tork re-' serves. New Tork exchange with Chicago continued to drop, and was quoted at 10c discount, compared with 20c premium last week. The New York Subtreasury is con tributing slightly to the local money market by reason of the full tide In the monthly pension payment, but the recent daily deficit reported hy the Treasury at Washington gave place today to a surplus of several hundred thousand dollars for the first day during the current month. This recalls the course of the Government's revenue last month, the deficit having reached nearly ?18,COO,000 by tho end of the month. Whether the increased rate of expenditures of the Government is likely to be kept up Is a problem much discussed In "Wall street, owing to tho approaching de pletion of banking reserves. Besides the local money situation, the mark et was depressed by selling stocks for London account, owing to the hardening money rates there. Tho net earnings of railroads for June refortcd showed some decline in the Southwest, owing to shortage in the corn movement, and intimations were , given of probable similar declines for July. The re ported retirement of the- president of tho United States Steel Corporation had some in fluence in the ceneral market, although the stocks of that corporation were but little affected. Offsetting factors In the heaviness of the market were strength of Louisville & Nash ville on supposed progress In the financial readjustment in Toledo, St. Louis & Western on rumors of Vanderbilt control: in Texas &. Pacific on the alleged seeking of control by St. Louis & San Francisco; Chicago Ter minals, on the rumored plans of new tenants, but In a number of minor specialties the closing tone was dull and heavy. The reduction in the yearly disbursement on the Central of Georgia first Incomes weak ened that group of etocks and had some sym pathy elsewhere. Total sales, par value, $1,770,000. London re' ported a net decline ot 2s 3d spot closing at 31 10s. and futures. 51 15s. Prices on tin broke about 40 points today under plenty of offerings and no demand to speak ot. Conditions In the Northwest were considered as unfavorable for the maturing wheat There was too much moisture, and even frosts were feared. England had bad weather, and sent over comparatively firm cables. There also tas a decrease of 1,590,000 bushels In the visible supply, and a marked falling off in world's shipments. The fair early advance was something ot a surprise. Inasmuch as the accumulations from heavy receipts over Sun day were expected to bear the market Out side markets, however, started .well up, and September', somewhat sympathetically, opened a shade to 6c higher at 70370c and sold to 70c The selling movement was aug mented by unloading by manipulators ot Sep tember. December experienced a sharp slump. Estimates for tomorrow's receipts at 465 cars in a heavy movement especially In the North west were factors In the weakness. Possi bly as much as anything, however.
