Death op Joseph Barbare. Joseph
Barbare, who died In this city yesterday,
was born In Italy In 1840. At the age of
14 he Joined the French Navy, and was
at once assigned to a man-of-war, where
he remained for fclx years and was dis
charged at Victoria, B. C. At that place
he obtained employment from Pierre Man
clet, who afterwards became famous In
this city as a caterer. In 1868 Mr. Bar
bare opened the Delmonico Restaurant
under the old Oro Flno Theater, on First
street, between Stark and Oak, where
many well-to-do people took their meals.
In 1ST8 Mr. Barbare moved his restaurant
to Astoria, where he remained come three
years, and then returned to Portland,
opening the United States Restaurant,
next to the Gllman Hotel, on First street.
At the end of five years Mr. Barbare
moved to his farm on the Sandy River,
where he remained a short time. Return
ing to this city, he retired from active
pursuits, taking up his residence on
Fourth street, opposite the Chamber of
Commerce building, where he had resided
lor the past eight years. Mr. Barbare
"was well and favorably known as a pi
oneer restaurateur.
Bond Bids Rejected. The ways and
means committee of the Common Council
has decided to reject all the bids submit
ted Monday for the purchase of $50,000 of
Improvement bonds, and will readvertlse
them. In response to Auditor Devlin's
telegram to the New First National
Bank, of Columbus, O., asking if Its bid
of 5 per cent premium was a bona fide
one, a dispatch was received yesterday
from the bank, stating that it would
maintain its offer for the bonds and that
it would have a representative here In a
few days. As the city does not need the
money until February, there is no rush
about disposing of the bonds, and they
will be readvertised, and the committee is
confident that It will gain 2 or 3 per cent
on the amount of premium paid for them.
Death of Bert "Webb. Bert Webb,
who was killed In Bakersfield, Cal., last
Friday was a well-known machinist, and
a son-in-law of Thomas A Wood. He was
of Scotch descent and with the exception
of a sister in Seattle had no relatives in
this country. His people reside in Canada.
Webb left here several years ago for
California, and went in business in the
oil fields near Bakersfield. While In Port
land, he ran the Stark-street ferry. He
was also the engineer of engine No. 4 In
the Portland Paid Fire Department. He
superintended the boring of Ladd's arte
sian well. He was a skilled mechanic, and
was considered a genius. He was about
40 years of age and married Mr. Wood's
daughter In California about a year ago.
License Will. Not Be Granted. A. F.
Canavan, who has gone to considerable
expense in fitting up a saloon at 551& Mor
rison street, is likely to be out and In
jured. There are many objections to a sa
loon at this place, a fact of which he did
not take pains to advise himself before
going to the expense of fitting up the con
cern. Yesterday the board of directors
and members of the Multnomah Amateur
Athletic Club filed the expected protest
with the Auditor against a license being
gTanted Canavan, and the prospects are
strongly in favor of the protest being
complied with.

Universitt Club Smoker. At a special
meeting of the University Club last even
ing, Hon. George H. Williams was unani
mously elected to honorary membership In
the club. After the adjournment of the
business meeting, a social evening was
spent by the members present and a club
smoker was enjoyed.

Schools Re-Open Tomorrow. The pub
lic schools of this city will be re-opened
tomorrow, and the 11,000 children who
were turned loose at the beginning- of the
holidays, and who have enjoyed them
selves Immensely and added materially to
the crowds "on the streets and the bustle
and noise of the holiday season, will re
turn unwillingly to their studies. The at
tendance is expected to reach 11.250 dur
ing the next month or so, and as many
of the school buildings are already over
crowded the Board of Directors will take
under serious consideration the construc
tion of some of the new-fashioned "porta
ble schoolhouses," several of which would
be found very convenient at present.
Two Fine Chinooks. Two magnltlcent
Chinook salmon, weighing about 40
pounds each, were received by a dealer
yesterday from the Lower Columbia. They
were fresh run from the seas. In fine con
dition, and as bright as burnished silver.
Those who can afford to pay 50 cents a
pound for this luxury can have Chinook
salmon for dinner today. With the ex
ception of one received here some two
weeks ago these are the first Chinook
salmon of the season. Columbia River
smelt of the finest kind continue to ar
rive In considerable quantities; so caterers
have their choice of two of the finest fish
in the country for "first course."
Police After Brutal -Teamdriyersi.
Complaints have been made to the police
that teamsters who drive from the foot of
Salmon-street wharf, this side of the riv
er, are unnecessarily beating and whip
ping their horses to get the animals up
tho Incline. The police state that If the
practice of beating the horses Ib continued
the offenders will be arrested for cruelty
to animals.
Janitor Woodruff Bound Over. A I
Woodruff, janitor of the Brown family
hotel, where the destructive Are took
place last week, was before Municipal
Judge Cameron yesterday charged with
the larceny of clothing, etc., from the
hotel. He waived examination, and was
held in 12000 bail for the Grand Jury.
