STRINGENT ORDER MODIFIED
Rural Carrier May Perforin Some
Private Commissions.
WASHINGTON, July 26. The Post
office Department has concluded that Its
recent order prohibiting rural free de
livery carriers from acting as agents,
salesmen or solicitors for express com
panies, manufacturers, wholesale or re
tall houses, corporations or firms, or
from engaging in any business whatever
while acting as letter-carriers, was some
what too stringent, and It has according
ly been modified. Hereafter such carriers
will be permitted to act as news agents,
sell newspapers or periodicals on their
own account, or accept and collect sub
scriptions for the same.
When carriers receive newspapers or
periodicals by express or by other means
outside the malls, to be sold or delivered
on their routes, they, .as news agents,
will be required to pay postage on such
matter at the second-class rate of one
cent per pound, except In the case of
county papers which are mailed free to
subscribers residing in the county in
which they are published.
Nor will rural carriers be prohibited
from performing various private com
missions for the accommodation of the
patrons on their routes, so long as It does
not interfere with the regular and prompt
performance of their duties.

WEATHER CONDITIONS.
Cloudiness has Increased along the imme
diate coast from San Francisco north to Brit
ish Columbia, and a few light showers are
reported In Northern California.
It is slightly cooler west of the Cascade
and the Sierra Nevada Mountains, and slightly
warmer cast of theso ranges.
In Southern Idaho temperatures occurred
during the afternoon, ranging between 100 de
grees and 102 degrees, and In Eastern Oregon
and Eastern Washington they ranged between
92 degrees and 98 degrees.
The Indications are for fair weather In this
district Wednesday, with lower temperatures
east of the Cascade Mountains.
