By ' Careful Administration the Amount for Pensions "Was $5,000,- 000 Less Than Appropriation. WASHINGTON, July 13. The enemies of Pension Commissioner Evans are seiz ing .every available opportunity -of. con demning his administration, and have lately made a great deal of noise over the fact that during the past fiscal year the Pension Office did not expend the full appropriation for pensions, but turned back into the Traseury a surplus of $5,000,000. As a matter of fact, this sur plus should be regarded as. a testimonial of the Commissioner's careful and pains taking management of his office. But his enemies, principally disgruntled or dis barred pension -attorneys, are trying' to create the impression that, inasmuch as this money was appropriated for pen sions. It should have been paid out In full. That is not a business-like or common sense view of the situation. The laws governing pensions prescribe the amounts that shall be allowed for different disa bilities. It is the mere duty of the Pen sion Office to make Its allowances In strict, accordance with the law. It Is not within" the option of the bureau to allow large or small pensions at will. The Pension Office made an estimate of the amount that would be needed for paying pen sions. Then, .as claims were presented, each was examined, the meritorious were granted, and the unworthy were disal lowed. Pure justice guided the action of the bureau, and ly close discrimination the amount of $5,000,000 was saved in one year. This was not money kept from de serving soldiers, but rather so much kept from the pockets of fraudulent or unde serving claimants, who have no right and title to a. Government allowance. Com missioner Evans deserves nothing but praise for his careful administration of the- Pension Office. "BUSINESS ITEMS.
