Except In California and along the Immediate Oregon and "Washington coasts, the temperatures west Of the Rocky Mountains continue from 5 to 10 degrees below the normal. The Indications are for generally fair weather in this dis trict Monday, except- In Northwestern Oregon and Western Washington, where showers are probable. WEATHER FORECASTS. To successfully manage the interests of a great municipal corporation the keenest intelligence is necessary. Conditions arc constantly changing and new problems arising. The men charged with the re sponsibility of administration must be able to think and act quickly and make few mistakes. They must, above all things, be progressive, .peering into the mists of the future for new landmarks and guide posts Tather than lag irresolute among the unchangeable errors of yester day. Without moral and political hon esty, government becomes dangerous and corrupt. Honesty In the conduct of mu nicipal affairs needs to be positive rather than negative. It must be of that ster llng and energetic character that will render and compel faithful and loyal sen-ice. There are other ways of robbing a city than stealing money from Its treas ury. It may be robbed by careless and Incompetent work. It may be robbed and permanently injured by inferior skill; and the honest and capable public officer Is the -one who guards the interests of the people at every point. MEETING NOTICES.
