Circuit and Countjr Courts and Re corder of Conveyances. GAIjEM. Or.. Feb. 7. The amendments J made to tne bill introduced Dy xsoiuns- lam to cpnsolldate certain offlces 0,1 Muit icmah County, reported by the delegation Ifrcm that county, and adopted by the iHojse, are as follows: See 2. That at "the general election to be held in Multnomah County on the first Mcnday in June, J&03, and "biennially thereafter at each general election, there shall be elected for the period of two years, and as other county officers are I elected, a County Clerk of .Multnomah County, who shall assume the duties of such office at 12 o'clock M., on the first Monday in. July, next after his election, and who shall hold -such office until his sjrcessor is elected and qualified; said Ccunty Clerk shall receive an annual sal ary of $2500, and shall receive no other fees cr emoluments. A person is not eligible to the office of Ccunty Clerk of Multnomah County un less he be a citizen of the United States, a qualified elector under the constitution cf this fitate, and shall have been a resi dent of said county for the period of one year next preceding his election. The Clerk of the Circuit Court, the Clerk of the County Court and the Recorder of Conveyances in Multnomah County then in office shall each, at 12 o'clock M. on the first Monday of July, 1902, deliver to the County Clerk of Multnomah County a.l books, papers, records, files and other property belonging or appertaining to their respective offices, then In their pos session or under their control as such of ficers. Sec 3. The said County Clerk shall perform each and all of the duties now prescribed by law to be performed by the C2erk of the County Court of Multnomah County, the Clerk of the Circuit Court of Multnomah County and the Recorder of Ccneyanceg of Multnomah, and wherever any of said officers are designated or men tioned in any law or statute of the state now in force, it shall be read so "as to mean "County Clerk." He shall keep all the public records, books and papers of the county, except as otherwise pro vided by law. he shall be ex-offlclo. clerk of the County Court, Clerk of the Circuit Court and Recorder of Conveyances for said county, and perform all the duties of such Clerks and Recorder and such other duties as may be prescribed for him by law. Sec. 4. Such County Clerk may, by writing", appoint to serve during his pleasure three deputies, who shall each receive a salary of not more than $100 per month, and such Clerk may, in like manner, if found necessary, appoint five other deputies, one of whom' shall be an efficient stenographer, and each of whom shall receive a salary of not more than ?75 per month, each of which deputies shad have the power to perform any act or fluty relating to such Clerk's office that hl3 principal may perform, and for the acts of such deputies the County L.erk shall be responsible. The compensation of such Clerk and of such deputies shall be provided for and paid by the county. Each of such depu ties shallt before entering upon the du ties oi nis omce, take the same oath of office taken by his principal, and such oath shall be Indorsed on the writing by which he shall be appointed, and -shall be filed with the County Clerk and be -a public record. Each such deputy shall be continuously employed in the discharge of the duties of his office for at least eight Ihours of each judicial day, and may be directed and required to do and perform any work or duty pertaining to the office 01 tne vierk, and either Of such deputies may be and serve as crier of the Circuit or Colinty Court, for said county, if ap pointed crier by such court, but no addi tional compensation shall be allowed or paid to any such deputy tor serving as such crier. And It shall be the duty of such Clerk to so dispose, direct and em- pic' all deputies and additional help In his office in such manner as to complete the work thereof with the least practica ble expense to his county. Sec 5. In addition to the deputies here inbefore mentioned, the" County Clerk may, upon the necessity being shown to the County Court of Multnomah County and order obtained from such court therefor, employ such additional help as may appear to such court to be neces sary, temporarily, to perform any special wcrk at a compensation not exceeding $ per day while actually employed on such work, and the county shall audit and pay the bills for such help. Sec 6. Such. County Clerk shall, before entering upon the duties of his office, qualify therefor by filing with the Treas urer of Multnomah County his certificate of election with an oath of office indorsed thereon and subscribed and swern to by him, to the effect that he will support the Constitution of the United States and of this state, and faithfully demean him self In cfilce. and by giving to the state and iilng with said Treasurer van official undertaking in the .sum of $25,000, with two cr more good and sufficient sureties, -who must be residents of the county and have the qualification of bail. upon, arrest, which undertaking must be approved by the Ccunty Judge, and must be to the effect that such Clerk will faithfully per form all the duties of his office and well and truly, according to law, pay over ar.3 deliver all money, books, papers and otl:cr property which shall come Into his possession by virtue of his office. Sec 7. That all acts and parts of acts Inconsistent herewith are hereby repealed. The bill has not yet been printed, but under action of the House, taken today, Its printing as amended was ordered. LUDLOW AT A BANQUET, He Says the Army Is the Best Friend of the Public. NEW YORK. Feb. 7. General Ludlow, late military Governor o Havana, was the principal speaker at the annual ban quet of the Crockery, Beard of Trade which was given last nlsht at the Waldorf-Astoria. The General in a humorous speech responded to the toast, "The Ar my,' and received an ovation. Other speakers were Congressman Wil liam A. Smith, of Michigan: J. Crawford James. Frank W. Mack. James B. Dili and R. S. Gouldsbury. Edward F. Atkin son, the newly elected president, was toastmaster. About 200 members and guests took part. General Ludlow, In his address, said: "The Army ot late has not been In the habit of meeting the peaceful citizens of this country. It has been otherwise en gaged. I hope that will be changed In the near future. The march of our Army has been somewhat remote and Isolated from the march of trade and commerce. The public In this country, unlike other ccjntries. knows very little about the Army, because the Army has alwaj-3 been engaged as the pioneer of trade and com merce on the extreme edge of civiliza tion. If you knew us, you would love us.' There is no better friend of the public, of progress and civilization, than the Army .and its officers. I know it will appeal to you if I say that the Army Ms not like a bull in a crockery shop.
