My attention has been called to an arJ.le in last Sunday's Pregcnian by Mr. E. L. Parker, relative jto the recent sale of im provement bonds. I have been asked to reply to this article. "While I do not be lieve It will be to the advantage of ilia city to discuss this subject through the press, I realize that, In Justice tothe people -who are interested In Portland's credit and to the committee of the Coun cil authorized to sell the bonds, the facts' Bhould be stated. I shall not refer to the auestlons as to what I am presumed to know, further than to epcplaln the true condition of af fairs. The sale of those bonds was ad vertised in the Bond Buyer, a New York publication qf general circulation among .Eastern .dealers In such securities. Let ters giving accurate- description of the bonds, with conies of the advertisement of sale and the act of the legislature un- aer -which the bonds were Issued, wera sent to all the more prominent dealers, and, in reply to numerous inquiries, the fullest information was given. One bil was received from an Eastern, firm, and 3t was the lowest. No, I know of no way of selling those bondR In Eastern cities for 125, and -Mr. Parker can xender th s city good . service if he can secure that price. Mr. Parker comparer ..those bonds wi'h the water bonds. A & per cent water bond running 23 years, at 124, yields -3.4: per centNper annum on- the investment. A. (J per cent Improvement bond running 30 years at 024 yields only 3.07 per cent per annum on the Investment. Investors snake a great difference in those classes of -bonds. "Water bonds are preferred be cause provision for the payment of in terest and principal is made through wa ter rates. Improvement b6nds are not well rated, because in many cities they are not a liability of the c!ty, but the bolder -must depend for his Interest and principal upon the -collection of the as sessments levied upon property, and In .numerous Instances -they have not been paid. Portland Improvement bonds are a liability of the city, but the city is pro vided 'with no certain rovemfe applicable to the payment of interest or 'principal.' The diligence of former city officials d d work up an Interest In -those npndS ameng Eastern "buyers, and a large sum was Fold at a fair price, but when the valuation of this city was -cut down by our preKent County Assessor to $28,570,892, the ratio of otir Indebtedness amounting to $,472,0S7 G5. to the valuation was such as to place this city beyond the limit where our bonds would be taken by the large investors n such securities. If our water bonds were to be sold and issued' at this time their value would not be so great. In, a short time we shall advertise for sale another lot" of Improvement bonds; and If Mr. Parker will secure any letter bid, he will merit and receive "the grati tude JSf our people and their officials.
