THE HOENING- OKEGONIAtf, FRIDAY, JANUARY 12, 1900. FLAWS FOR GENERALS OEosrnanr-,ro swekmsg the- be. TIRED lilST OE tTHD ARMY. S'ooa Will Probably Succeed Miles in. 1003, end 2tecArtb.nr WiR Follow "Wood in 1007. TFASHTNGTON, Jan. & Tfcetnomination of the Vree new bri&tudfer-giorals dis poses ofi the proposition, to make Fitzbusfa 1-ee, JCe Wheeler and James H. "Wilson, ow brlgradier-g-enerals, retired officers of thai ay-ink. This proiposition ras. first given out by Corbin as one of the intentions of ti.e president, as a feeler, to sea how fit vould take. Considerable opposition developed because of the fact that it would swell the retired list of the army zi& "would not give a number of deserv ing colonels, -who have served 40 years and more, an opportunity to go on the re tired list at the same rank. The presi dent -win now -wait until congress author izes him to .place these men on the re tired list with the rank of brigadier. In that event, congress will assume the re sponsibility which the president does not care to take. At prsent, there is no vacancy for Gen eral Xudlow, who has Jumped from a place in the engineer corps as lieutenant-colonel -t the high office. He will get his com mand when General Anderson shall Te stire, January 2L Another interesting f eat aire of the appointments is that MaoAr thur, now a lieutenant-colonel in the adjutant-general's -department, will become the senior major-general and commander-in-chief of the army, erwen if no more general officers are created by some army bill yet to pass. Under the present condi tions, it is intended to make General Otis a major-general upon the retirement of General Merrifet next summer. The re "tlrement in the rankfOf major-general af ter Merritt will be. Otis in March, 1902. followed by Brooke in July, 1902, and Miles in 1903. When Otis is made major jgcneral, Wood will be the ranking briga dier, and is almost sure to succeed to the 3iext vacancy in tfae major-general's corps, amd will bo the s.snior major-general when Miles retires, Tyhich will give him com mand of the 8nny from 1903 to 1907, un less, for other reasons, the president should determine that some other officer shall be necessary for the command. In 3907, MacArthur, who will then have be """Wme the senior major-general, -will be come the 'oommander-in-chlef of the army and hold that position for two years. These 'estimates are based upon the fact that thf usual course will be followed In promoting senioA brigadier-generals to be major- generals, and that the senior ma-Jor-generals will be assigned to the com mand of the army. It 's also bjMeved that an early vacancy In tbe brigadier-generals will be filled by the appoInJment of Leonard Wood, now major-general of volunteers, and com-mJiding- fhe division of Cuba. The "World's Largest Creameries. Indianapolis Press. Slour City already has the largest stare n. works In the world; it will have the largest creamery in the world. The thre largest creameries operating in the wrld today are plants located at St. Abins, Vt; Copenhagen, Denmark, and "Lincoln, Neb. The St. Albins creamery ases the cream of 100 stations, the Copen hagen creamery uses not quite so much -as does the St. Alblns plant, and the XJn coln creamery has SO stations. The Sioux City creamery will have about 230 sta tions. 2XAILY METEOROLOGICAL REPOHT. PORTLAND. Jan. 11. S P. M. Maximum -temperature, 58; minimum temperature, 42; river readme at 11 A.
