ELKCTIOX OP II. 8. SKNATOKS. It appears from the Cowejuional "''f that the Honse of E.-prMeolalireD B tli..JJ of July passed without amendment the Senate bill to regulate tho time and manner of cli-ct-Ing United Statei Senator!. Nothing havnijf been suited to the contrary, it is presumed that the bill has become a law by tho President s ignatare. ' It reads as follows : Be it enacted, &o., That the Legislature of eaoh State which shall he chosen next nreco dinr the expiration of the term for which any Benator was elected to represent said Stato in Cosgress, !bll, on the second Tuesday after the meeting and organization thereof, proceed to elcot a Senator in Congress, in the plaoe of inoh Senator 10 going out of office, in tho fol lowing niauner s Each House shall openly, hy a Tlva "voce vote of each member, present, Dame one person for Senator in Congress from aid State, and the name of tbo persons so vo ted for, who shall have a majority of the whole Dumber of votes cast hi each Houso, ball be entered on the Journal of eaoh Honse by the Clerk or Seotetury there of! bot If either Honse shall fail to give such ' majority to any person on said day, that fact shall be entered on the journal., At 12 o'clock, meridian, of the day following that on which the proceedings are required to tulto plaoo, as aforesaid, the members of the two Houses shall convene in joint assembly, and the Journal of each House shall then be read, and if tho sumo porson (hall have received a majority of all the ' votes in each House, such person shall be de clared duly eleoted Senator to represent said State in the Congress of tho United States; but if the Biimo person shall not have reoeived ' a majority of the votes in each House, or if either House shall have failed to take proceed ings as required by the Act, the joiut assemlily hall then proceed to choose, by a viva vo.e vote of each member present, a person for tho Jurposo aforesaid, and tho porson having unia ority of all tho votes of the said joint asembly ainnjority of all members electedto both Hot s et being present and voting, shall bo declared duly elected; and in case no person shall re ceive such majority on tho first day, the joiut assembly shall meet at 12 o'clock meridian of eaoh succeeding day during tho ressiou of the Legislature, and take at least ono voto until a Senator shall lie elected. Sec. 2. And lie it further enacted, That whenever, on the meeting of the Legislature of any State, a vacancy shall exist in the repres entation of such Statu in tho Senate of the United States, said Legislature shall proceed, on the second Tuesday after ill" coiuineiimi-1 ment and organization nf its st-ssiim, to elect a person to fill such vacancy, in tbo manner here inbefore provided for the election of a Senator for a full term ; and if a vacancy slinll hap pen during the session of the, Legislature, tin n on thO second Tuesday after the Legislature hall have been organized and skull have no tice of such vacanoy. . .. . And bo it further enact3, That It shall be tbednty of the Governor nf the Stnitte from which any Senator shall have been chos en as aforesaid to oerlify bis election, under the seal of tho State, to the President of the Senate of tho United States, which certificate ball be countersigned by the Secretary of btate of the State. Fearful Tohnaiio. Washington, (Conn. ) Jnly 30. With your permission 1 will attempt to record an acocunt of hail and wind which occurred In this place on last Saturday. A heavy cloud gathered in tho northwest about 4 o'clock, p. in., and going southeast across the western aide of the town, poured dowu torrents . of hail, utterly destroying vegetation in its coarse, upturning and wrenching bodies of treea in two, unroofing buildings, and breaking glass from windows. No pen can describe the complete destruction of corn, oats and grass. The hail was driven with such force as to strip the fruit and foliage from trees, pounding and crushing cornstalks as with hammers, driving and battering the moss of fence rails and old tone walls, as though scraped with hoes. In the bouse in which I reside, ont of ninety-six panes of glass in a row of windows, eighty were broken. Its greatest violenco did not exceed a breadth of naif a mile. The hail fell for about twenty minutes to tho depth of four inches, in sizo varying from that of gravel stones to hens' eggs. Cattle and horses fled in terror to tho woods. The roar and crash of 'hail cannot he described. Snoll a seen as ushered in Sunday morning, the 20th inst. will never pass from the memory of those who witnessed it. No long of birds was beard, and, as the son came out in the chilly i.ir, the farmer saw around him torn treei, strewed fences, stripped foliage, piles of hull, and ruin, utter and complete, to his summer labor.'- On a side bill near Strep Rock was washed against a wall a mass of hail twenty yards long, ton wide, aud two feet in depth. Sabbath eve, after a bright dny's son, piles a loot deep wore found. , Those who saw the storm from a distance describe it as a heavy cloud, black as ink, sup ported by a white column. So far as heard from, no lives were lost. Tekiuhl-r Explosion. Petiiluma, August 27. At preoisely eight o'clock this morning oar oity was startled by a terrific explosion, end immediately it wasuaoertuinrd to bo ut tho l'etulumti railroad which runs to the hinding of tbe steamer Petaluiuu, and situated In the south part of tbe oity, toward which nearly uv i ry one pushed iu breathless baste. On arriv ing, at the depot, the locomotivo was found to have been blown up, and the scene which pre sented itself to tho gnze of our nffiiglitcd citi zen! beggars all description. Thu locnino'lvo was rent into fragments and hurled in every direction. Two hundred yards from the loco motive lay the engineer, frightfully mangled nod in the agonies of death. Itadge, agent of the depot, with breast crushed in! nud lit, his lust gasp. Charles Yeomnns, express messenger of Welles, Fargo ii Co., was found to be badly injured, but will recover. ' Una man is missing, whether killed or not cannot yet lio ascertain ed in tho confusion consequent upon so terrible A disaster. We cannot got all the particulars it present. It is decidedly the worst accident that bus ever happened in this town, and has ihrownadeep gloom over tho whole commu nity. Known to be killed : S. B. Dode, agent ; Col. Lewis, Arthur Thompson, Mr, Levitt, en gineer. Seriously wounded : Daniel llurloo, Mr. Kicker, Capt. Whito, of Newton, 0rge Miller and Charles Yeoiuaus, Quite a number of other persons were slight -rt wounded. Fortunately, none who were in tbe oars were injured. Walker, 14th U. 8. Infantry, with fifteen mm. pursued Pau lina with two or three buudred Indians, from near camp Smith to camp Alvord, attacked them, but ws fnroed to fall back to camp Smith. Capt. Walker's horse was killed un der bin, and one of bis cniumand slightly wounded ; nearly all the boys bad bullet boles Id their clothing. Paulina is ooiuing west, pur ged by Col. Marshall, with part of several oompauics. Camp Alvord was burned by the Indians about a month after its abandonment.
