And bo it further enacted, That the following addition be made to the clerical force now authorised by law In the Navy Depart sent : Bureau of provisions and clothing, two clerks of the third class and two of the first clas. Bureau of ordnance, one clearlt of the third class. Bureau of equipment and recruiting, one clerk of the second class and one clerk of the first class. Approved, July S, 1604. An Act for Increased Facilities of Telegraph Communication between the Atlantic and Pa cific States and the Territory of Idaho, Be It enacted by the Semite and Houae of Ben resentativei of the United Stales of America in Congress assemblod, That the United States Telo graph Company, and tlioir associates, are hereby authorized to erect a line or lines of magnetio telegraph between the Missouri Rivor and the city if Ban Francisco, in the State of Californlo, on such route as they may solcct, to connect with , the lines of tho aaid United States Telegraph Company, now constructed, and being cnnslruc ted through the states of the Union. The aaid company shall have the use of such nnocupied land of the United Slates as may be necessary for the right of way, and materials, and for the establishing of stations along said line for repairs, not exceeding at any station one quarter sectluii of land I andeuch stations not to exceed one in fifteen miles on the average of the whole lino, unless said lands shall be required by the govern raentof the United States for railroad or other purposes t And provided, Thai no right to pre empt any of said lands under the laws of the United States shall entire to said company or their (ignis, or any other person or persons whatsoever. Seo. 3. And be It further enacted, That the . aaid United States Telegraph Company, under the direction of the President of the United States, is hereby authorised to erect a line of tel. (-graph from Fort Hall, by Walla Walla and the Dalles and San Francisco to Portland, in the State of Oregon, and from Fort Mall to Bannock and Virginia City, in the Territory of Maho, with the same privileges as to the right of way, and so forth, aa ia provided in the first section of this act) the United States to have prlorty in the nse of said lines of telegraph to Oregon and Idaho. Sec. 8. And ba it further enacted, That the foresaid company ia authorised by this act to send and receive despatches on payment ef tho ' regular charges for transmission of despatches over any line that may now or hereafter, be con structed by tha authority or aid of congress, to connect with any line or lines authorised or erree ted by the Russian or English governments, and ' that all despatches received by aaid line or lines shall be transmitted In the order of their recep tion, and the answers thereto shall be delivered to said United State Telegraph Company for transmission over their lines to the office whence . the origional message was sent, whenever so di rected by the sender thereof. Bee. 4. And be it further enacted, That the eeveral railroad oompaniee authorised by act of congress July one, eighteen hundred and sixty two, are authorised to enter into arrangements with the United Slates Telegraph romiisny so that the line of telegraph between the Missouri Kiver and San Francisco may be made upon and long tha line of aaid railroad and branches aa fast aa said roads and branches o built, and if aaid arrangements be entered Into and the trans fer of said .olograph line be mails in accordance therewith to the line of said railroads and bran ches, such transfer shall, for all purposes of the act referred to, bo held and considered a fulfilment oa the pert of said railroad companies of the pro vision of the act In regard to the construction of telegraph linei and, in caaa of disagreement, laid telegraph company are authorised to remote their line of telegraph along and upon the line of railroad therein contemplated, without prejudice to the rights of said railroad companies. .Approved, July Si, 1BU4. Aa Act In Delation to the Sale of lioserratlom of tha Publle Lands. Be It enacted by the Senate and House of Rep resentatives of tho United States of America In Congress assembled. That whenever any reser vation of publio lauds shall ha brought into mar ket under existing laws, it shall he lawful fur tho commissioner of the general land office to Ax a minimum price, not less than oua dollar and twenty-live ecnta per acre, below which such lands shall not be disposed of.
