It has always been a sort of cripple lluit got nlnug well enough by leaning heavily on tho Treasury Department, but noboby waa ev.T sanguine enough to hope that it could ever go alone. Perhaps it never would have walked without the Treasury crutches, bad the robel- Nion not cut (iff a largo tract of country over which it peregrinated on regular pilgrimages, during which it hud tn pay its own board nnd lodging hills. Tho South has never been very fruitful of aid to tho Post Office department, and when she came to be left out of the bills of expenses, tho department was left to work for and supply u community of which almost every one was both n writer nf letters and a reader of newspapers. This la, however, in nil fairness, nut the full explanation of the phenomenon of a self supporting postalsysto.il. Tho present nmungument of the department has established a considerable addition to the routes of tho loyal States upon which sorvico is regular. It has also, while doing this, retluoed the actual cost of oarringi in the aggregate. In nearly all cases the servico has been notu ally better and more regular than at any for mer period, while the rates of postage have been out down materially on letters and only rained a trifling sum on newspapers. In every way, wo believe, the postal system has been improved siuoo the Incoming of Postmustcr Qonernl Iilnir. It can scarcely be claimed that the people have suddenly become a nation of letter writers mtiro than they wero threo years Ago, or that employes have lately worked for nothing. Tho secret .of tho matter is probably in the fact that Postmaster Blair has been pret ty extensively engaged in stopping waste ful leaks noil putting the concern upon nn economical basis making labor worth one dollar, cost considerably less than three or four dl)l of old.
