Ocght to Ksow Better. C. E. Pickett, the "Ishmatlite," having consigned Califor nia to general destruction, and left her to her fate, has gone to Oregon to set our Ter ritorial . neighbors to rights. He is now writing long essays in favr of the slavery clause in the proposed Constitution, or, in case that will not go down,' the rejection of the State Government, altogether. He warns the Oreonians that a State Govern ment will prove enornionIy expensive, and points to California as on example in point. il-re, he soys "a groaning, suffering, demor alized people are crying with one voice, would to Uod that we had n it tilt this day attempted what has proved so sad a work." In proof of the manner in which the Cul ifornians are burdened, Pickett unfortunate ly furnishes some figures. He says: "In San Francisco the taxes this year, in cluding; State nnl consolidated city and C-iiitity amonnt to fire and one third ftr cent! .vUiUt in Sacramento they amonnt to Jtre and three fourths dollars un every hundred!" Instead of five mid one-third per cent, the people of San Francisco only pay $2 30 or It&s than two and oue-third. Nor is Pickett correct with reference to Sacramento. Instead of five dollars and seventy five rents to the hun dred, the Sicramciitans pay four dollars id niuetv cents. " Tis a vile bird that Touls its own nest." It is sta ted by many uf the survivors of the Qcntral America's passengers, that there was seldom o large an amount of money owned by pas sengers as was in the case of those who cam i by the Central America. Many were per J of I .rfjo means, aud there were but very few whose immediate wealth did not amount to hundreds, while hundred reckoned their gold bv the thousands of dollars. Tho great er portion Of tlie passengers were reiurneu miners, some coiuiuc hither to invest the capita! they had realized in hopes to live a life of greater ease as the result of tLcir in dustry, aud others to get t'.icir familcs and once more go to the land of gold. Bat as the storm continued to rage, less ana less of gold was thought of; and when on Sat urday, it became cvideut that they were likely nt any moment to be buried beneath the waves, wealthy men divested themselves of their treasurer-belts and scattered the gold npon the cabin-floors, telling those to take it who would, lest IU weight a few ounces or pound carry them to their death, toll purses containing in some, instances $2,000, were lying untouched on sofas. Carpet-bags were opeaed by man, and the shining metal was poured oat on the floor with the prod igality of death's despair. One of the pas sengers, who has fortunately rescued, open ei a bag and dashed about the cabin $20, 000 in gold dust, and told him who wanted to gratify his greed for gold to take It. A settler in Or- eron. la a letter to the Commissioner of the Gen eral Land office, asked the following questions : "Will final nroof of four years actual residence and cultivation be deemed sufficient to secure a patent, or must the proof show that the settler re- siaea upon anu cultivated tor tour ium veara irom the date of his original notification, less three months only The Commissioner replies that by the sixth section of the act of 37th Septem ber, 1350, grauting donations, settlers are re quired to rive notice of their claims within three moaths after the survey has boon mado, or, where the land has been surveyed before settle ment, then within three month from the com mencement of settlement.
