Thu sys tem which makes this possible is one which Is only In use on nbout four roads in America, and was Introduced on the lino of the Grand Trunk by M. C. Sturtevnut, who previously operat ed the system on the Illinois Central uudcr the supervision of the inventor, John M. Daly. K Mr. Sturtcvant, In explaining It to a newspaper writer, said that to his mind It was what might be called a graphic system, for the reason that the opera tor had before his eyes at all times the exact position of every cur of fait freight on the line. To get an Idea of this system It will be necessary to refer to the accompany ing illustration. It will be seen from this that a large board representing tho lino between Chicago and' Portland Is ono of 'the principal adjuncts. This board or chart Is divided up Into sec tions showing tho division points and the principal stations between these points. Tho system Is conducted by tele graphic reports, and consists of a spe cial way bill, which accompanies each car of freight; a label which is placed on each car, and which tells switchmen and others that It Is manifest freight, and that It must not be held buck; a report for wiring the contents of the train and the manifest numbers of the cars; a report for wiring tho arrival and departure of manifested cars at manifest stations; a report used by conductors for reporting disabled cars set out of trains short of their desti nation and a board twenty-four feet by five divided Into tralu districts sta tions being shown longtttudlually In tho center, wooden blocks representing trains, aud wooden pegs representing; cars. All Important stations aro mado man ifest stations, and are assigned n letter or combination of letters, to designate them In telegraphing, and arc also as signed a scries of numbers to bo plac ed on way bills for cars manifesto.!. Some stations are assigned more num bers than others, according to tho amount of fast freight originated. The lowest series of numbers assigned Is 00, while the highest is Chicago with BO) When'i station reaches Its high est number the plan Is to revert to number one again and start over. The Manner Check la Kept. When a train of high class freight Is assembled the agent fills out a separ ate manifest way bill for each car in the train, Inserting the station letter or cipher and manifest number in the spaces provided for that purpose. This way bill Is made out In (wo forms, one a car form which supersedes tho ordi nary tally slip, the other an envelope to be used In case the regular billing ac companied the freight. After way bills are made out, consecutively num bered and the cipher letter alllxed, tue agent fills out a report showing tho consist of the train and wires the samo to the car service agent In Montreal, In whose ofneo Is located the board aud other paraphernalia employed lu rou nectlon with operating of the system. This consist report shows the origin, number, contents and destination of all cars manifested, and In the margin at the left the manifest number of each car. Upon receipt of Mils' report small wooden pegs bearing tho station cipher, numbered to 'ml corresponding with tho ninnlfcst num bers reported, are placed lu a block which is known as a train block and represents the consist of tho moving train. There Is also placed in this blockj a peg representing the destination sta tion of the train. This block is then hung on tho board, Its position betug determined by the train district on which It is located and the direction of Its movement. If cast bound the block will be hung on tho upper part of tho board, and if west bound on tho lower part. , By a Byatem of Pes. As the train proceeds each district terminal point wires a report to the car service agent at Montreal showing tho time of arrival and tho time of depart ure. The train block Is then moved along to the next district. In telegraph lug this Information to headquarters the lowest and highest manifest num bers are sent, and thus the movement of twenty-live cars Is obtained at no greater telegraphic expense than that of reporting only two cars. In this way all delays are detected, aud the car service ugen knows exactly how his trains are run ning. As tho reports are received show ing the. movements of the trains the Information becomes u matter of ri! orJ, the time being transcribed 'rom tile consist and district terminal re ports to a register. When tho train reaches Its destination thu time con sumed Is computed, tho tlmo on each district and at each terminal point be ing taken Into account, and If the schedule time Is not mnde the causes of the detention aro noted. A personal Inspec tion does not take long to mako 'his apparent. In the llrst place It Is not so expensive, and Instead of taklug a month's time to get at the bottom or any troublo It can be accomplished In a few hours. Another advantage which the system has is that It lends Itself to the making arrangements for the arrival of trains at a certain time, which Is something that cannot be counteJ on under the old system. It baa been found also that the sys tem has done a great deal In keeping what la knows aa the dead freight on the move, as when the fast freights are making schedule time the trainmasters on the different districts have a knowl edge of Just exactly what tlmo they have for moving this class of freight The following list will give an Idea of what the railway company considers fast freight: Agricultural Implements, butter, can ned goods, cheese, coffee, dressed beef, dressed poultry, dry goods, eggs, fresh ilsh. fruit, glucose, high explosives, leather goods, liquors, ale, beer, Uvo stock (through shipments), machinery, merchandise, packing house products, paper, provisions, rubber goods, sunr, syrups, tobacco, tea, vegetables, hides, paint, tinware, vehicles, beans, pulp wood, chair stock nnd whiting. The nbovo articles may bo manifest ed nt any time without asking any questions, but for articles outside of this list a special order must bo re ceived from tho car service olllcc. Thcro aro lines which chargo passengers 12 cents a mile. The average rate Is about 7 cents for first-class passengers aud 5 cents for second-class, and travel on some of tho lines means many hours of mlserablo Jolting over a wretched roadbed. Freight rates aro as exorbitant as pas senger rates. So detrimental Is the railroad extortion to tho welfare of tho country, In fact, that a modification of rates by military order was talked of, but th legality of Uio step was doubt ful. Tho entire railroad system of tho Isl and Is valued nt $70,000,000. But of tho 124 lines only seventeen aro public lines lu tho generally accepted sense. The rest are private roads, built for the transportation of sugar cane to tho grinding mills. It Is a curious fact that live of the principal lines, representing nlne-clevcntliB of tho public roads, aro controlled by British capitalists. Cuba had a railroad forty-three miles long between Havana and Guinea, whlclf began to run only a few years after tho first American Una was opened, but tho development of rail roading under Spanish rulo was on a very different scale. Some people might not call It development at all. Hut all that has changed under Amer ican occupation. A now line now In process of construction by Sir William Van Homo and his associates of tho Cuban Central Hallway, connecting at Santa Clara with tho line from Havana to Clenf uegos, will revolutionize tho Isl nmVs railroad system, open communi cation with Nlpe, tho best harbor on tho wholo Cuban coust line, and pre pare for profitable cultivation nn urea estimated nt 10,000,000 acres, or about one-third of tho total area of the Island. Concerning Millionaires. In Franco, where thu people aro better off than In Ger many, you cannot count one-half dozen millionaires In tho wholo country. In tho old home of our race, Britain, which Is tho richest country In all Eu ropethe richest country In tho world savu one, our own thcro are more mil lionaires than In tho whole of tho rest of Europe, and Its people are better off than In any other.
