The $20,000 required to start the college In America has al ready been guaranteed, aud a good deal of It has been raised mostly from mem bers of the correspondence class. It has been said that the Rrltlsh trades unions as a body have been backing the undertaking, but this is not the case. The reason for making a beginning In St. Louis doubtless Is that Walter Vrooman, who was the fouuder of the college and supplied the first of the money to sturt It, was a St. Louis man, and was at one time active In politics nnd business there. He and his wife, a Raltlmorean, who Is Interested as much In the new movement as her busbaud, now live In Oxford, and give practically all their time to Rusklu Hall, of whose council Mr. Vrooman Is President. It Is the Intention to open a hall In St. Louis as much as possible like that lu Oxford, and to begin at once a cor respondence school. As soou as the number of corresponding students In any other city seems to warrant It a hall will be established there also, and so on until, for all that the originators can see to the contrary, every Ameri can worklngman from Maine to Cali fornia will have an opportunity to be eoint an undergraduate. And what are theM halls to be like, and how is this monumental scheme to be managed? The best answer can be had through some account of the pe culiar features of the Ilusktn Hall at Oxford. It Is housed in an unpreten tious, four-story structure that was at ono tlmo the rosldeuce of the fifth Duke of Marlborough, and was after ward often visited by John Ituskln while a friend of his lived there. It Is Just beyond beautiful old St. John's College. To nny ono who visits It after revel ing lu nil the luxury of tho ancient seats of learning scnttored all arouud it, It looks hare Indeed. Pino tnbles pre dominate, and not many of the accom panying chnlrs have backs. Workrooms and bedrooms arc furnished In the ut most simplicity. They havo to be, for the total cost of residence, Including h.oard and lodging, Is $2.50 a week, aud the tuition and tutors' fees are 00 cents a week more. Perhaps the queerest feature of tho wholo thing, and a feature that is to bo preserved In the United States, Is that every student lu tho hall Is ex pected to work two hours a day nt cooking, houseclennlng, etc., as no ser vants are kept, and there are no women about the place. That Is how tho cost of residence is kept down to such a iuw figure. Although housework Is not a part of, the curriculum, the men soon becomo experts at it, and there Is a growing suspicion at Ituskln Hall that a man can scrub a lloor more effectively and moro economically than a woman. A short introduction into political economy. Principles of Poli tics, Intended to give to the student au insight Into the workings of modern political machinery and an understand ing of tho Constitution and self-government. The Labor Movement. Psychol ogy especially as applied to habit, at tention, reasoning, memory, emotion and Instinct. Philosophy, based on the needs of au organic society rather than on the speculations of pedants. English Literature, especially with reference to csay writing. John Ruskln as the prophet of a new social order. Course for training and lecturing. There also are classes In English, French, Ger man, mathematics and logic, as re quired. The first Englishman to enlist In the new movement was the present gen eral secretary, II. B.
