As the p r o j e c t s p o n s o r, East Fork Irrigation D i s t r i c t p ro p o s e s to pipe 56 miles of District-owned canals and laterals to conserve water, reduce energy use, improve operational efficiencies, increase public safety, and enhance fish and wildlife habitat in the Hood River Water- shed. The proposed project is in cooper- ation with Bonneville Power Administra- tion with assistance from Farmers Con- servation Alliance. The proposed im- provements may be partially funded through the Water- shed Protection and Flood Prevention Act of 1954 (PL 83-566). The proposed proj- ect is located in northeastern Hood River County. The National Environ- mental Policy Act ( N E PA ) a n d t h e Council on Envi- ronmental Quality’s re g u l a t i o n s a t 4 0 C F R Pa r t s 15 0 0 - 1508 require evalua- tions of the potential effects of federally funded projects on human and natural re s o u rc e s .
